MOTHER BARANGAY BAGUA, COTABATO CITY – Top leaders of Development Catalysts (DC) of Bangsamoro Development Agency (BDA)-Central Mindanao gathered in a meeting at Bugawas, Datu Odin Sinsuat, Maguindnao last April 13-14, 2018 for presentation of their accomplishment report during the 1st quarter of 2018. 

 DC are designated heads of community-based pool of volunteers of the agency in Central Mindanao.

“On the bases of their reports, no adjective can fit to describe the intactness of commitment to volunteerism of the pool of volunteers of BDA in its development intervention headed by their respective DC,” said Abdulrasheed Ambil, Regional Manager of the agency.

“Despite the scarcity of funds, their commitment to volunteerism was not only sustained but strengthened,” added Ambil.

“This is proven by their increasing accomplishments compared to the previous year,” emphasized Ambil.

“For them, lack of budget can be a problem but not a hindrance to continue their volunteerism amidst the strong unity with continuing proper consultations,” Ambil further emphasized.

Guided by the mantra of BDA – to determine, lead and manage relief, rehabilitation and development in conflict-affected areas in Mindanao, Umar Hamdan, DC, told his co-participants, “Let us continue and even strengthen our commitment to volunteerism to help the agency in its development track.”

“This is our only vehicle with licensed that will never expire in order to reach our centuries-old oppressed peoples in the farthest-flung areas of the Bangsamoro so as to educate and capacitate them in the most diplomatic and civilized ways,” Hamdan further said.

“They are the most deprived people of their right to education and development because of the continuing oppression and all other injustices in Mindanao,” Ali Talipo, DC, supplemented.

“Let us make volunteerism as our lifetime commitment for the Bangsamoro, and other stakeholders, said Guiamaludin Sampulna, DC.

The meeting was an initiative of the regional agency’s office with the supports of DC.

The activity aimed at assessing the capacity of the office in the pursuit of its development intervention in the spirit of continuing volunteerism for the Bangsamoro and other stakeholders.

MILF: House Joint Committee Retains BTC-Drafted BBL

The Joint Committee on Bangsamoro Basic Law (BBL) in the House of Representatives namely, Committee on Local Government, Muslim Affairs, and Committee on Peace, Reconciliation and Unity approved the omnibus motion of Rep. Sandra S. Sema, Deputy Speaker for Mindanao to “retain as is” House Bill 6475, the bill drafted by the Bangsamoro Transition Commission (BTC), and sponsored by Speaker Pantaleon Alvarez, Majority Floor Leader Rodolfo Farinas, Jr. and about a hundred other representatives.

Yesterday, the three Committees voted separately on the omnibus motion of deputy Speaker Sema versus proposed amendments to adopt the original provisions of the proposed law.

During the voting only in the Committee on Local Government where the motion of Rep. Sema lost, voting 9-1.

In the Committee on Peace, Reconciliation, and Unity, the vote was 7 for Yes, 3 against, while in the Committee on Muslim Affairs, the vote was 5 for Yes, 3 against.

In a statement posted on her Facebook Account, Rep. Sema said, “The long struggle, the sacrifices, the prejudice, the hurting words uttered against our people took a favorable turn in today's Joint Committee Hearing on the Bangsamoro Basic Law.”

The approval effectively disregarded the working draft which was a consolidation of all four Bangsamoro bills filed before the House, including the BTC draft, opting instead to “retain as is” the standalone BTC version, said Mindanews in its report yesterday.

Rep. Sema told MindaNews in a telephone interview that the BTC Version will then move to the plenary for deliberations when sessions resume on May 15.

For her part, Tawi-Tawi Rep. Ruby Sahali, Chair of the Committee on Peace, Reconciliation and Unity, described what happened Monday as “a leap of faith.”

Sahali wrote on her Facebook page, “The decades-long Bangsamoro struggle took a leap of faith today.”

MILF 1st Vice Chairman and BTC Chair Ghazali Jaafar extended his congratulations to all peace-loving leaders who are working with them so that just and dignified peace will prevail in Moro Homeland.

In an interview by Mindanews over the phone, Mohagher Iqbal, Chair of the MILF Peace Implementing Panel sounded a bit more cautious. “We are relieved and happy, but the way ahead is still very challenging. The fight is not yet won”.

The approval of Sema’s motion hastened the deliberations at the committee level but the bigger hurdle, however, is in the plenary, Mindanews also said in its report.

The House Joint Committee retained version of BBL is the same version that President Rodrigo Duterte wants to implement to achieve lasting peace in Mindanao.

Once enacted into law, and ratified in a plebiscite, the BBL will put in place a new, and inclusive political entity called Bangsamoro, where the Moro, Indigenous Peoples, migrant settlers can freely practice their beliefs, customs and tradition.

The Joint Working Group of Religious Leaders for Peace (JWGRLP) held a preparatory meeting for a larger peace forum intended for religious leaders of all denominations in support to the immediate passage of Bangsamoro Transition Commission (BTC) crafted Bangsamoro Basic Law (BBL) at The Mallberry Suites Business Hotel, Cagayan de Oro City on April 12, 2018.

It was attended by JWGRL President Archbishop Antonio Ledesma and his counterpart Shiek Abdulhadie Gumander of MILF Da'wah Committee for Non – Muslims, and other religious leaders.

The preparatory meeting was the 2nd considering the 1st was previously conducted in Manila with the same agenda.

The Joint Working Group agreed to organize a forum in Manila and Mindanao to be attended by at least 400 - 500 participants and 300 of it will be allocated for religious leaders of all denominations and 100 - 200 will be for non - religious stakeholders.

It was also agreed during the meeting that representatives from the Supreme Court, Congress, the Cardinal and the Bangsamoro Grand Mufti, Bangsamoro Transition Commission, GPH and MILF Peace Implementing Panel and Office of Presidential Assistant on Peace Process (OPAPP) will be the resource speakers on the proposed peace forum.

Part of the forum is a panel session that aims to discuss about religious freedom and liberty provided for in the BB.

During the previous meeting held in Manila some members of the Joint Working Group proposed an enhancement on the BBL particularly on free exercise of religious beliefs.

Shiek Gumander and Ustadz Burhan of MILF Da'wah Committee defended the BBL by reading to them the provisions of Bangsamoro Identity, Basic Rights, Bangsamoro Justice System and the Preamble.

They lauded the members of the BTC chaired by Ghazali Jaafar for crafting a law that are more than enough they wished for as non - Muslim religious leaders.

In the course of the discussion, the situation in Marawi City were also tackled on what intervention the religious leaders could extend.

Shiek Gumander said that the situation in Marawi was already addressed by the government and non - government organizations, both international and national.

He argued that, " The best thing we can do now is to address the root causes of the conflict by correcting not only the historical injustices but also the current injustices suffered by the Bangsamoro people.”

He told the participants, “Let us be together regardless of our religious affiliation in pushing for the immediate passage of BTC crafted BBL which is now deliberated in Congress. "

COTABATO CITY -- The Forum ZFD (Forum Zivilier Friedensdient e.V / Forum Civil Peace Service) in cooperation with Kutawato Multimedia Network ( KuMuNet), Bangsamoro Transition Commission  (BTC), and Local Government Unit of Upi conducted a " PEACE FORUM ON THE BANGSAMORO PEACE PROCESS WITH IP COMMUNITIES " at Municipal Gymnasium, Upi, Maguindanao on April 12, 2018.
Forum ZFD is a German International Non - Government Organization that is committed to peace building using the framework of non - violent conflict transformation and has been engaged in different projects with the aim of generating wider and active participation on social issues.

The said activity was attended by almost 200 participants composed of IP Barangay officials, Tribal leaders and Community leaders coming from 23 Barangays of Upi, Labungan, Datu Odin Sinsuat, and Romangaob, South Upi.

Municipal Mayor Ramon Piang, Sr delivered an inspirational message and encouraged his constituents to support the passage of Bangsamoro Basic Law which could open an opportunity for system change in governance that would benefit not only the Moro but the IP's and migrant settlers as well.

MILF Peace Implementing Panel Chair Mohagher Iqbal in his message gave emphasis on IP rights provided for in the BTC crafted BBL.

He appealed that, " the fate of the Bangsamoro Basic Law (BB) is now in the hands of congress and the president. Let us join together to make a stand and show to the world and to our national leaders regardless of our faith and tribes that we are one in pushing for the proposed law. "

Datu Antao Midtimbang, Chairman of BTC Task Force on Reconciliation and Unification discussed the mandate of the task force and introduced its members and consultants.

OSCC - ARMM Director Fatima Kanakan, BTC Commissioner Romeo Saliga and BTC Commissioner Melanio Ulama delivered their respective message of support.

In the open forum many issues were brought out by the participants like the effect of security of tenure on the elected officials of both barangay and local governments; land ownership within the ancestral domain; Unity of MNLF and MILF; and guarantee of peace and security when Bangsamoro political entity will take place.

Iqbal contends, " BBL is not a " cure - all " to social ills confronting our society but an opportunity for all of us especially in the context of good governance and of course one way of correcting historical injustices suffered by us..."

CAMP DARAPANAN – Ms. Marie Lequin, Head of Eurasia Region of Geneva Call and her delegation met with MILF Officials at Camp Darapanan, Sultan Kudarat, Maguindanao on April 13, 2018.
Lequin visited the MILF camp with her colleagues Chris Rush, and Alex Virtanen currently of Nonviolent Peaceforce but soon to be heading up Geneva Call’s operations in the country.

MILF Head of Foreign Affairs Engr. Eduard Guerra, and MILF Secretariat Chair Muhammad Ameen gladly received the guests. MILF Central Committee members Duli Ahmad, and Mohammad Salih were also present, and participated during the discussion.

“We are also looking forward to continuing to co-operate with you on the promotion of humanitarian norms” Lequin said after Guerra mentioned the achievements of the MILF regarding the prevention of the use of child soldiers in warfare and the implementation of the agreement in banning of land mines.

The group talked about the current efforts and milestones of the MILF related to the mandate of Geneva Call. Areas of possible collaboration between the two organizations were discussed during the meeting.

Geneva Call is a Swiss-based organization engaging with armed non-state actors to encourage them to comply with international humanitarian norms. It initially focused on the banning of AP mines and then expanded to the protection of children in armed conflict and the prohibition of sexual violence and gender discrimination. It has since further expanded its programmes to cover international humanitarian law more broadly.

Guerra also talked about the normalization process and the security aspect of the peace process. He mentioned the deployment of Joint Peace and Security Team in strategic areas to maintain peace and order.

According to Guerra, revision of JPST curriculum is currently on-going.

The visitors from Geneva Call also asked for updates regarding the current status of the Bangsamoro Basic Law in the Congress.

Ameen said that public hearings have already been conducted by both the Lower and Upper House of the Congress on the core areas of the Bangsamoro.

“So far, the consultations were very positive because the majority of the participants [of the public hearings] were so eager to fast track the passage of the BBL” Ameen added.

Geneva Call is set to establish an office in the Philippines which will be headed by Alex Virtanen. Virtanen commended the efforts of the MILF in disseminating information pertaining to IHL.

He is also looking forward to continuing to work with the MILF and welcomed further discussions regarding the details of this co-operation towards enhancing the protection of civilians in Mindanao.

CAMP GEN SERVILLANO AQUINO, Tarlac City (DWDD) – Another group of Communist New People’s Army Terrorist Group (CNTG) supporters surrendered to the Northern Luzon Command (NOLCOM) Army troopers and the Philippine National Police (PNP) on April 14, 2018 (Saturday) in Barangay Balanni, Santo Nino, Cagayan.

The four (4) NPA supporters were classified as Milisyang Bayan (MB) or People’s Militia, and at the same time as couriers for the terrorist group. They were identified as Edwin Balawag, 37 years old; Felipe Villanueva, 48 years old; Charles Pinapin, 34 years old; and Meliton Tapaoan, 58 years old, all residents of said barangay.

The surrender took place immediately after the conduct of “grand pulong-pulong” participated by the local residents of both Brgy. Lipatan and Brgy. Balanni. The said activity was jointly initiated by the 17th Infantry Battalion (17IB) and Cagayan Provincial Police Office (CPPO).

Being members of the Milisyang Bayan, working during the day and as an armed group at night time, they are considered as part-time NPAs tasked to secure their own barangay against the government troops. They serve as force-multipliers, as they go along with the regular NPAs during the conduct of their tactical offensives. They also work as messengers and sends alarm to their comrades for enemy presence as well.

NOLCOM will continue to collaborate with the Local Government Units (LGUs) and other concerned stakeholders in NPA affected areas to encourage more members and supporters of the NPA terrorist group to leave and forget about its armed struggle and become a productive individual of the mainstream society that will contribute to nation-building. MAGSAYSAY, Davao Del Sur (DWDD) – Two NPA Terrorist were killed after troops of the 39th Infantry “Smash Em” Battalion foiled a possible atrocity when they encountered members of the CPP-NPA terrorists in Sitio Caceras, Barangay Upper Bala, Magsaysay, Davao del Sur on April 18, 2018

According to Major Ezra Balagtey, spokesperson, AFP Eastern Mindanao Command, the 39IB was responding to information received from local populace regarding armed Communist terrorist having a meeting with members of Milisyang Bayan at the forested outskirts of Brgy Upper Bala, Magsaysay, Davao Del Sur.

An hour long firefight ensued after the responding troops were fired upon which resulted to the death of two NPA terrorist fighters and recovery of two M16 rifles.

The rebels scampered to different directions bringing with them their wounded companion while no soldier was injured during the skirmish.

Lieutenant Colonel Rhojun Rosales, Commanding Officer of 39IB, thanked the concerned residents and Barangay officials for the timely and accurate report regarding the presence of CPP-NPA terrorists in their locality.

Meanwhile, Major General Noel S Clement Commander, 10ID reiterated the strong resolve of the military to protect the communities.

“Our forces will continue on hunting down those remaining CPP-NPA terrorists but will spare those who want to surrender,” he said.

“10ID remains steadfast in protecting the people and securing communities. The death of the 2 NPAs clearly manifest the ills of communist-terrorist ideology. Let us work hand in hand to end terrorism brought by CPP-NPA. Insurgency is everybody’s responsibility. IMPASUGONG, Bukidnon (DWDD) Troops from the 8th Infantry “Dependable” Battalion saved two lives when it rescued a wounded / 3-month pregnant member of the terrorist New People’s Army (NPA) abandoned by her comrades after an encounter on April 14, 2018, in Sitio Ulayanon, Barangay. Kalabugao, Impasug-ong, Bukidnon.

The victim was identified as Susan Cabusao Guayon, who sustained a head wound when discovered by responding soldiers.

  

The battalion medic immediately gave Susan the necessary medical attention and they then immediately evacuated her to the nearest medical facility to ensure her safety and her unborn child.
Currently, Susan is still recovering and has been reunited with her family.

This is proof that our soldier put value in the life of others, even those who are considered as enemies of the people. 8IB / MCAG

– With 72 units in college or if a high school graduate, must possess technical skills/talents needed by the AFP;

CAMP JAIME N FERRER SR., Bislig City, Agusan Del Sur (DWDD) – In the pursuit of achieving peace and order the 75th Infantry “Marauder” Battalion, 6th Infantry “Kampilan” Division, under the sterling leadership of LTC Jaime R Datuin INF (GSC) PA conducted successful clearing operation against the encountered CNTs led by @Jorlan, Commander, Platoon 1, Guerilla Front Committee 14, North Eastern Mindanao Regional Committee and recovered an abandoned encampment at Barangay Ormaca, San Francisco, Agusan del Sur on April 17, 2018.

There are more or less Fifteen (15) members of Platoon 1, GFC14, NEMRC, who ran away after they encountered the troops of 75IBSCT led by 1LT Fermin D Daquel (QMS) PA. The enemy couldn’t engage and fight back to the Marauder troopers leaving behind their camp and war materials such as, one (1) Improvised Explosive Device, two (2) blasting caps, one (1) AK47 Magazine loaded with five (5) ammunition, one hundred (100) meters electrical wire, one (1) medical kit, one (1) backpack, medical supplies, and other assorted personal belongings of NPA rebels.

  

LTC Datuain, CO, 75IB said, “The continuous operations we made weaken the strength and members of the organization of the CNTs. To the remaining members of the GF14, NEMRC give up now and lay down your arms. You have nothing to go and you will just keep on running away. We are wide open to help you. LABANGAN, Zamboanga del Sur (DWDD) – The Philippine Army (PA) formally welcomed new soldiers during the opening and closing ceremony of the Candidate Soldier Course (CSC) Training Class 531- 2018 at the parade grounds of 1st Infantry “Tabak” Division at Camp Major Cesar Sang-an, Pulacan in Labangan town.

    

Colonel Krishnamurti Amortela, Assistant Commander for Education and Training (G8), Philippine Army, served as the Guest of Honor and Speaker.

“You are very fortunate that you were given a chance to be part of this organization after a very long and challenging process,” Amortela said adding that he expects that the 245 trainees will do their best to pass the training. “It is normal for you to experience fear and discouragement but I encourage you to never lose hope and never give up,” Amortela added.

Amortela said the training will test their determination if they are really fit to be soldiers and this will serve as their foundation to prepare for their future duties as good and disciplined soldiers. This is also a good chance to prepare their physical and mental capacity for future missions.

In the CSC training, the trainees will learn the proper rifle handling techniques and safety, warrior tasks and drills, among others, while he called on the training staff and candidate soldiers models to share their knowledge, skills, dedication and professionalism so that they could train and mold the trainees fully to be the best soldiers in the Philippine Army and attain the vision of having a ‘world-class Army’ in 2018. 1DPAO / MCAG

JARO, Leyte (DWDD) – The Central Command (Centcom) of the Armed Forces of the Philippines joined the people of Barangay Villa Conzoilo of the Municipality of Jaro, a 3rd Class Municipality in Leyte Province where the Joint Regional Peace and Order Council (RPOC) of Region 8 and the Provincial Peace and Order Council (PPOC) of Leyte Province Meeting was held on April 13, 2018. The meeting was graced no less by the Secretary of National Defense who witnessed the progress in what was once considered an insurgency-affected area.

“Nobody wants to be the Barangay Captain of this barangay before because of its miserable condition.” said

Barangay Captain Alex Aborita in local dialect. Sources from the intelligence unit described Barangay Villa Conzoilo as a community heavily influenced by the communist insurgents due to lack of government’s presence. “Most of the people in this barangay then had no one to turn to but to the CPP-NPA who promised them with lands to farm and better life.” Hon. Alex Aborita added.

Change took place when government intervention came in. “It was difficult at first because people are suspicious of our intent and motive.” said Leyte Governor Leopoldo Dominic Petilla. “The turning point came when they saw the services of the govlernment actually coming in.” the Governor revealed.

  

Lieutenant General Paul Talay Atal, D.P.A., Central Command chief, underscored the interplay of development and security as he led the implementation of the AFP’s Development Support and Security Plan (DSSP) “Kapayapaan” in the whole Visayas. “Development and security are two sides of the coin. Security will ensure the implementation of the development projects that will help the people in their everyday life.” General Atal said.

Many of the government projects, such as roads, livelihood and disaster resiliency programs coming from the national and local government are implemented in coordination with the government security forces. Major General Raul Farnacio, the Commander of the Army’s 8th Infantry Division has committed to deploy forces to protect development projects and programs from all threat groups.

During the meeting, the RPOC members passed a resolution urging the national government agencies to support the poverty alleviation programs of the AFP and the PNP as these projects gradually create vast impact on the lives of the people.

  

Defense Secretary Delfin N. Lorenzana appreciated the combined efforts of the local government units, the military and civil government agencies as he listened to the testimonies of the local residents. “Whatever happens in one community is the responsibility of its political leaders. Region 8 and the Province of Leyte must be lucky to have competent and responsible local chief executives leading them to progress.” Secretary Lorenzana declared as he committed to attend the next Joint RPOC 8 and Leyte PPOC Meeting.

Samar Governor and RPOC 8 Chairperson Sharee Ann Tan presided over the conference and presented the Region 8 Peace and Development Roadmap. “Empowering impoverished communities is the key to the door that leads into sustained peace and development.” Governor Tan said. “I am happy to see a template provided by the Province of Leyte, which the other provinces in our Region can copy and improve.” she added.

The whole Province of Leyte is soon to be declared as insurgency-free province. Insurgents will find no place to exist in a politically and economically empowered community. CENTCOM / MCAG

CAMP GEN EMILIO AGUINALDO, Quezon city (DWDD) – The Armed Forces of the Philippines and United States Pacific Command commenced with the implementation of various community engagement in different areas in Luzon as part of the annual exercise “Balikatan.”



Balikatan, which will formally open on May 7, 2018, includes humanitarian civic action activities in pre-selected areas in the provinces of Cagayan and Central Luzon. They will be working shoulder-to-shoulder (Balikatan) to construct school buildings in fice (5) different sites in the provinces of Tarlac, Nueva Ecija, Cagayan and Isabela.

They have also started with medical engagement and training with local government units (LGUs), alongside community spiritual enhancement activities.

Throughout BK, Philippine and US troops will be working side-by-side in information exchanges and live training events that would enhance both forces interoperability in planning and execution of joint and combined operations in advance regional security operations and collaboration actions in addressing security concerns.

BAUNGON, Bukidnpn (DWDD) – In coordination with various partners in its area of support, the 4th Field Artillery Battalion under the leadership of LTC Danilo E EstraƱero once again conducted community outreach activities in Brgy Lingating, Baungon, Bukidnon on April 18, 2018.

According to CPT Joan T Pacudan, CMO Officer, 4FAB, the community outreach activity included a medical civic action program (MEDCAP), feeding, “Operation Tuli” and gift giving of wheelchairs and slippers were initiated by the unit in partnership with the Soriano Philippines Community Health Foundation; 4th LACT (S), MID, PA; 4th Signal Battalion, ASR (P), PA; Tactical Operations Group-10, Philippine Air Force; Service Support Battalion, 4ID, PA; 65th Infantry Battalion, 9ID, PA; Dental Team of 4ID, PA; 1st Special Forces Battalionn, Special Forces Regiment (A), Special Operations Command, PA; Cagayn De Oro Eagles Club; MOPA; physicians from private and government hospitals; Municipal Health Office Baungon; and Local Officials of said barangay led by Brgy Captain Rodelio B Dacer.

The unit prepared “arroz caldo” for the feeding which was sponsored by CDO Eagles Club, provided transportation and manpower assistance and barbers for the conduct of free haircut services.

The activity was highlighted with the giving/handover of three wheelchairs donated by Mrs and Engr Henry Evan A Malon. Likewise, the distribution of 200 pairs of slippers made the children happy.

Medical Team from TOG10, PAF started the medical consultation as the patients lined-up for check-up.

The 65th IB, 9ID, PA provided security for the area and ensured the safety of the participants.

The teachers of Lingating Elementary School led by Mary Joy M Sacoso also assisted in the registration of the beneficiaries Prior to the start of the activity, the KM 250 and KM 450 vehicles of the unit; 4th LACT (S), MID, PA; and 4th Signal Battalion, ASR (P), PA were used to transport the participants and necessary equipment to the site.

During the activity, the committed 4FAB cannoneers and other partners assisted the beneficiaries in distributing the nutritious “arroz caldo” to the children and adults who lined-up for a taste.

Also, in no time, the 4FAB barbers started cutting the hair of those who availed of the free haircut services.

This third MEDCAP for the year involving, circumcision and feeding were very successful with a total of 1,340 beneficiaries for Medical and 82 for tooth extraction. 35 availed of the “libreng gupit”, 65 for “Tuli”, 280 availed of the reading glasses, 200 availed of the slippers, 440 availed multi-vitamins, donated 3 wheelchairs, and 3 empty drums, while 300 savored the nutritious arroz caldo prepared for the activity.

The activity made a profound impact to the residents as they revealed that seldom was their place made a venue of such event. They conveyed their sincerest thanks to the organizers and the troops for the services provided to them. 4FAB / MCAG
