NPAs own farms to fund cause – Army

From the Manila Times (Apr 2): NPAs own farms to fund cause – Army

BACOLOD CITY: The communist rebels are cultivating vast farm lands in Negros island in their own version of agrarian revolution.

A statement by the Negros-based 303rd Infantry Brigade of the Philippine Army said their source from inside the Komiteng Rehiyon-Negros (KR-N) revealed tha the terrorist group is maintaining the communal farms or “Land Cultivation Areas” (LCAs) to fund their activities.

But the insider lamented that “majority of the proceeds of these LCAs only benefited the higher echelons of the Communist Party of the Philippines (CPP) and the KR-N at the expense of their lowly members who comprise 90 percent of their strength.”

About 80 percent from the LCA’s total income goes to the national organ of the rebels and the 20 percent remains with their different fronts in Negros, the source said adding that 40 percent of the remaining 20 percent goes to the leadership of KR-N and rest are divided among the units.

Capt. Ruel Llanes, spokesman for the 303rd Brigade, said that their troops deployed to conduct Community Support Program (CSP) in different areas in Negros have reported that several communal farms are being maintained and managed by people’s organizations connected with the rebels.

“What is alarming is that these communal farms reach to hundreds of hectares in total,” he said,

Brigadier General Eliezer Losañes, 303rd commanding officer, said that while communal farming is one of the sources of income of the communist rebels, “only the high-ranking CPP officials are benefiting from the income of these land-grabbed farms.”

“This has to stop. We will continue our efforts to prevent this group from taking advantage of the people of Negros. I am appealing to the owners of these land-grabbed farms to come out in the open and file charges in court against the rebels. Likewise local government officials should extend help to those land owners and workers who are victims of these injustices in Negros Island,” Losañes said.

PH communist leader slams defense chief for denying rebels’ growth, strength

From the Manila Times (Apr 2): PH communist leader slams defense chief for denying rebels’ growth, strength

EXILED Communist Party of the Philippines (CPP) founding chairman Jose Maria “Joma” Sison on Monday slammed Defense Secretary Delfin Lorenzana for “denying” that the New People’s Army (NPA) has “grown and gained strength” nationwide by calling them a “failure.”

“Lorenzana mocks the NPA as supposedly a failure in waging armed revolution. But he obscures and denies the fact that against tremendous odds, the NPA has grown and gained strength nationwide from its modest beginnings in the second district of Tarlac, with only nine automatic rifles and 26 single-shot rifles and handguns,” Sison said in a statement.

His statement comes after Lorenzana, during the NPA’s 49th anniversary last week, branded the NPA a “failure” for its “irrelevant” cause and “bankrupt” ideology.

In response, Sison lambasted the Defense chief for also “denying” that the communist rebels were “fighting for the Filipino people” and that he “misrepresented” the NPA when he blamed it as being the cause of underdevelopment and mass poverty in the country.

He also took note of “Oplan Kapayapaan,” the counter-insurgency program of the Armed Forces of the Philippines (AFP) under the Duterte administration, which he called as “coercive apparatuses” of the US.

“As a rabid reactionary, Lorenzana obscures and denies the fact that the cause of underdevelopment and mass poverty in the Philippines is US and other foreign monopoly powers which take out super profits from the country and the conniving local reactionary classes of big compradors, landlords and corrupt high officials of the reactionary government,” Sison said.

P65-M damage: Armed men burn heavy equipment in Davao

From MindaNews (Apr 2): P65-M damage: Armed men burn heavy equipment in Davao

Some P65 million worth of heavy equipment were lost to two separate burning incidents over the weekend by a still unidentified group of armed men in Buhangin, Paquibato and Calinan Districts, Davao City, the city police office said.

Construction firms are a favorite target of the NPA’s “revolutionary taxation” scheme. MindaNews file photo

On Saturday, the burning incident happened at around 11 p.m. in Barangay Callawa in Buhangin and in Barangay Fatima in Paquibato, city police office spokesperson Senior Insp. Maria Teresita Gaspan said.

The attackers burned four dump trucks and three backhoes in Callawa and another backhoe and a bulldozer in Fatima. Damage was placed at P57 million, she said.

Gaspan said residents nearby heard a gunshot before the attackers left.

At around 7:30 a.m. on Sunday, the following day, a group of eight teenage-looking armed men aboard four motorcycles torched a backhoe worth P8 million in Purok 8, Dalagdag, Calinan.

A police report said Nathaniel C. Garrucha, project engineer of Ulticon Builders Inc. (UBI) said the backhoe was just rented from LTS Company for their project in Calinan. He added extortion was the possible motive for the burning.

Gaspan said an investigation was being conducted to determine the identities of the attackers but added the New People’s Army (NPA) could be the perpetrators based on the manner of the attack.

The NPA, which usually acknowledges the attacks it carries out, has yet to issue a statement.

The NPA, armed wing of the Maoist-oriented Communist Party of the Philippines, marked its 49th anniversary on March 29, Maundy Thursday.

A homegrown insurgency, the NPA relies on collecting “revolutionary taxes” from logging, mining and construction companies, among other sources of funds, for its armed struggle.

Rebels attack Duterte turf

From the Mindanao Examiner (Apr 2): Rebels attack Duterte turf

Communist rebels staged a daring attack on President Rodrigo Duterte’s hometown of Davao in southern Philippines where they simultaneously torched heavy equipment used in government infrastructure projects in different areas there.

New People’s Army (NPA) gunmen burned 10 construction heavy equipment in the villages of Callawa in Buhangin; Fatima in Paquibato, and Dalagdag in Calinan districts. The weekend attacks stalled road construction projects in those areas.

There was no report of civilian casualties in the attack and it was unknown why the military and police authorities failed to prevent the raid considering the whole of southern Philippines is under an extended period of martial law.

Presidential daughter and incumbent mayor of Davao City, Sarah Carpio, has strongly condemned the rebel attack and branded the raid as “cowardly” and the NPA as a “terrorist group”.

“We condemn the burning of 10 construction heavy equipment by the New People’s Army in three different villages of Davao City on Saturday. The attacks were downright cowardly and indicate that the NPA is nothing but a terrorist group that deserves our collective rejection and condemnation,” she said in a statement released on Monday.

Carpio said the NPA’s revolution is one designed to undermine democracy and development through its brand of egregious violence and extremism. The construction of roads in Buhangin, Paquibato and Calinan are now temporarily stalled because of the attacks, she said.

“These road projects are being done by the City Government of Davao and the administration of President Rodrigo Duterte to end the condition of chronic poverty in the said areas. The road projects could make the delivery of other basic services to the people faster — including health, education, agricultural development, and livelihood. The said projects could change the lives of the people for the better,” Carpio said.

She said the latest atrocities reveal the NPA only intends for people to continue living in a condition of poverty, which they could use as a capital in their propaganda against the government and to justify their presence in the communities where their influence and significance are waning.

The attacks were carried out by rebels after private construction companies rejected extortion demands by the NPA. “And while at it, it is worth noting how this group’s recent attacks were also carried out as a retaliatory action to the refusal of the construction companies involved in the projects to give in to the pressure of extortion by the NPAs. The military and the police have already been tasked to conduct appropriate actions regarding this,” Carpio said as she appealed anew to the public to support the police and military and condemn the rebels.

“Let me reiterate my previous appeal to the people of Davao and to our partners in the peace and development movement— let us support our soldiers and police and let us openly condemn NPA as a terrorist group,” she said.

There was no immediate statement from the NPA which has been fighting for a separate government in the country.

Suspected NPA rebs burn down 8 heavy equipment in Davao City

From the Philippine News Agency (Apr 1): Suspected NPA rebs burn down 8 heavy equipment in Davao City

DAVAO CITY -- Alleged members of the New People's Army (NPA) set on fire eight heavy equipment in Davao City, two days after the communist group's 49th anniversary on March 29.

On Sunday morning, one burned Caterpillar backhoe was discovered at Purok 8, Dalagdag, Calinan, this city.

This was reported by a certain Bobby Cañete, a resident of the area.

The police's investigating team found out that eight armed persons, ages 15 to 18, were seen on board four motorcycles, who drove by pair, burning the equipment at around 11 p.m. on Saturday night.

The backhoe, which costs PHP8 million, was rented by Ulticon Builders Incorporated from LTS Company, according to project engineer Nathaniel Garrucha.

In a separate report, two more heavy equipment, which were estimated to cost PHP15 million, were burned down by armed men in the remote Sitio Maria, Barangay Fatima, Paquibato District, this city.

Davao City Police Office (DCPO) spokesperson Ma. Teresita Gaspan said armed men on board four motorcycles were seen coming from Callawa, Buhangin District and stopped near the parked heavy equipment.

They struck the windshields of both equipment then poured gasoline and set them on fire.

Gaspan said a witness near the area told police investigators he heard a gunshot before the men left the area.

On the same day, Police Regional Office (PRO) 11 spokesperson Milgrace Driz reported that armed men set on fire three heavy equipment belonging to Leonard Trucking Services in Callawa, Buhangin District - some 17 kilometers from the downtown area of Davao City.

Based on the initial report, Driz said the burning of one Howo dump truck, one Caterpillar backhoe and one King Long dump truck took place at Purok 4, Sitio Suadan and Purok 14 in Sitio Quarry in Barangay Callawa, this city.

Two more equipment were burned by armed men that include a wheel-type Monarch Caterpillar backhoe owned by Delta Trucking, and Lugong backhoe owned by G.E Enterprises.

Gaspan said all incidents are still under investigation.

Despite these incidents, Driz said the observance of the Holy Week in Davao was generally peaceful.

“The Holy week from Palm Sunday to Easter Sunday was generally peaceful,” she said.

Driz said the Holy Week break was peaceful because the burning incidents were not related to the Lenten activities.
