THE Department of National Defense is acquiring 21 million pieces of bullets, worth P111.3 million, for the use of soldiers who are confronting various security threats throughout the country.

In an invitation to bid published on the DND website, DND Bids and Awards Committee chief Josue Gaverza Jr. said the public bidding for the 5.56 mm bullets is open to foreign and local firms.

Gaverza, the concurrent DND assistant secretary for financial management, said a pre-bid conference is scheduled today at the DND-BAC conference room in Camp Aguinaldo.


Gaverza said the deadline for the submission of bids and the opening of tendered bids is on April 10. The bids will be opened in the presence of bidders’ representatives.

He said bidders should have completed a similar project within the past five years. “Delivery of the goods is required within 180 calendar days from the receipt of contract and notice to proceed,” said Gaverza.

Gaverza said the procurement of bullets does not necessarily mean the military is running out of ammunition.

“We need to replenish (the military’s ammunition), we need reserves. Because of what happened in Marawi, we need to immediately replenish (our supply). We need a lot of bullets (in our inventory),” said Gaverza.

Misuari ready to give way to new MNLF leadership

Davao City – Moro National Liberation Front (MNLF) founding chair Nur Misuari said he was ready to step aside and allow the second generation to take over his post so that he can finally rest after leading 50 years of the Moro armed struggle in Mindanao.

This was disclosed by the 79-year-old leader as MNLF marked its 50th year anniversary last Sunday.

I called our President, brother Rody, I said, in my last meeting with him, I do hope that on March 18, today, we can already visualize what exactly is going to happen because after 50 years, maybe it’s about time I take some rest and let the second liners among our leadership to take over,” Misuari told his followers.

Nevertheless, Misuari vowed to continue working for the “freedom of his people till the end of time” if they are not able to see an end to nearly 72 years of the Moro struggle triggered by the annexation of the Bangsamoro homeland as part of the newly-established Philippine Republic when it obtained independence from the United States on July 4, 1946.

“Victory is at-hand. Everywhere in our homeland, millions are celebrating this great, great day, symbolizing that indeed we are now on the path of victory to peace and freedom,” he said.

The MNLF founding chair signed the 1976 Tripoli Agreement with the government under the presidency of late strongman Ferdinand Marcos Sr. and the 1996 Final Peace Agreement with then President Fidel V. Ramos.

Misuari went into hiding for three years following the Zamboanga siege staged by his followers in 2013 that led to the filing of criminal charges against him. He was granted temporary liberty to be able to participate in the peace talks.

Meanwhile, Yusop Jikiri, chair of the MNLF central committee said that the MNLF started operating as a front in the village of Pasil in Indanan, Sulu on March 18, 1968.

And last Sunday, about 2,000 MNLF combatants joined the celebration, brandishing high-powered firearms, in Camp Al’ Mabuhok, which is located in Pasil.


“Al’ Mabuhok is very memorable to us, because this is camp is that government troops from three battalions failed to overrun,” Jikiri said.

He also recalled that it was in Al’ Mabuhok that “our first municipal chairman Muhajir Malayam organized the MNLF, who shouted to the whole world the loss of our freedom.”

CAMP BANCASI, Butuan City – Four alleged members of the New People’s Army-Milisya ng Bayan (NPA-MB) voluntarily surrendered to the 71st Infantry Battalion (71st IB) in Southern Mindanao region, Capt. Jerry S. Lamosao, chief of Public Affairs Office (PAO) of the Army’s 10th Infantry (Agila) Division told The Manila Bulletin late Monday afternoon.

These unarmed former NPA-MB members, all residents of Barangay Panoraon, in Maco town, Compostela Valley (ComVal) province, voluntarily gave themselves up and vowed to help the 71st IB peace and development program being implemented by the same unit, the 10th ID PAO chief said in a statement.

The 71st IB continued in conducting interviews to the surrenderers and they will be undergoing peace-building seminar together with those who surrendered ahead of them, Lamosao added.

Their identities are temporarily withheld for security reason.

Meanwhile, the 10th ID is optimistic in calling the attention of all remaining communist-terrorists and their supporters to surrender and give up their armed struggle.

“There are government programs that will help them have a better living condition,” said Maj. Gen. Noel S. Clement, commanding general of the 10th ID.

“We are grateful to the people and the local government units for their support to our troops by not allowing the NPA terrorists to stay in their communities,” he said.

“Coddling of terrorists or criminals is punishable under existing laws,” the 10th ID chief added.

The Armed Forces of the Philippines (AFP) Tuesday said that it is intensifying efforts to thwart possible attacks and atrocities by the New People’s Army (NPA) in line with their upcoming 49th founding anniversary on March 29, 2018.

AFP Spokesman and concurrent Civil Relations Service (CRS) chief Brig. Gen. Bienvenido Datuin Jr., said the occasion is usually marked by their attacks against the people and vulnerable communities.

“In the past, they staged hostilities such as raids, ambuscades, and sabotage against government troops and against establishments and vital installations that severely affected innocent civilians,” Datuin said in a statement.

“These attacks against our people are terroristic in nature and clear reflection of their true color as a criminal and terrorist organization,” he added.

Datuin said in the National Capital Region, the NPAs and their supporters had staged rallies and protest actions that caused massive traffic that affected motorists and commuters.

He said they had repeatedly done such actions that disturbed the peace of the place and pestered law-abiding citizens.

“Our forces will continue to be on a proactive stance against all threats of violence and will exert every effort to preserve the peace in every locality.

The fight against terrorism and the preservation of peace is a shared responsibility of everyone,” Datuin said.

For his part, AFP Central Command (CentCom) Spokesman Col. Medel Aguilar, said troops in the Visayas have already been alerted regarding the NPA anniversary.

“Our troops are already on the alert. The NPA in Visayas, with its reduced strength and capability, is not much of a threat to our troops but only a distraction in our peaceful communities,” Aguilar said.

Aguilar said he hopes and pray s that as they celebrate their anniversary, the NPA members will realize that “armed struggle” is not the solution to the problem they see in our communities.

“The “armed struggle” that was started 49 years ago has only brought death and misery to our country. It did not solve the problem and it never will,” Aguilar said.

The Philippine Army is currently hosting the 11th Senior Leader’s Conference (SLC) at the Philippine Army Officers Clubhouse, Fort Bonifacio, Taguig City, from March 20 to 21, 2018.

The holding of the SLC is is connection to with the Army’s celebration of its 121st founding anniversary with the theme: “Serving the People, Securing the Land”.

Army Spokesman Lt. Col. Louie D. Villanueva, said Army senior leaders from all over the Philippines will gather in the two-day conference which will focus on the issues of violent extremism and terrorism as part of the Army’s sincere commitment to counter-terrorism.

Villanueva said the 11th SLC aims to keep senior leaders of the Philippine Army informed on the current programs, issues and relevant developments affecting the organization.

“It is also a platform where the participants may introduce and discuss new concepts and ideas that could contribute in addressing the various security issues besetting the country,” Villanueva said.

With the theme “Defeating Terrorism, Responding to a Global Challenge,” the Army invited guest speakers who will provide knowledge and perspectives concerning terrorism, its implications as well as possible solutions to counter it.

Some of the prominent personalities invited are Professor Julkipli M. Wadi of the Institute of Islamic Studies of the University of the Philippines, Assistant Secretary Allan S. Cabanlong of the Department of Information and Communication Technology, . Robert Francis B. Garcia of the Peace Advocates for Truth, Healing and Justice Organization, Senator Gregorio B. Honasan II of the Senate Committee on National Defense and Security, Dr. Jolene Jerard of the Nanyang University – Rajaratnam Scool of International Studies and Director General Alex Paul I. Monteagudo, Ph.D. of the National Intelligence Coordinating Agency (NICA).

Villanueva said the Philippine Army, under the stewardship of Lt. Gen. Bautista aims continue its mission of developing a modern Army that is responsive and capable of addressing threats against its people and the sovereignty of the country.

“Part of this effort is strengthening of the Army’s campaign to counter violent extremism,” he said.

 Hundreds of residents of Aloran town in Misamis Occidental were forced to flee their homes after an intense gun battle erupted between soldiers and suspected communist rebels, police said Tuesday.

A report reaching Camp Crame in Quezon City said that the military had to send an attack helicopter against the rebels at the height of the gunfight on Monday afternoon.

“The Armed Forces of the Philippines also provided artillery in Barangay Sinampungan,” the statement read, adding that the rebels are believed to be under the Section Committee Sendong operating in the northern part of Mindanao.

There were no reported casualties on both sides but the local police said the firefight resulted in the evacuation of residents.

The latest report was that the number of evacuees at the Aloran Gymnasium was at 54 families composed of 218 people.

Police and military forces have intensified the operations against the communist rebels after the peace talks bogged down last year.

The government also sought for the declaration of the communist rebels, and their political wing Communist Party of the Philippines as terrorists.

Security forces are now bracing for intensified attacks from the communist rebels who are set to celebrate the 49th founding anniversary of the New People’s Army.

Defense Secretary Delfin Lorenana on Monday dispelled reports that ISIS-inspired terror groups have gained a foothold in Metro Manila.
 
"I don't think they are already here in Manila although we believe that some of the Mautes who escaped from Marawi may have come here to Manila and hide. I don't think they are here to commit trouble," Lorenzana told ANC's "The Source" Tuesday morning.
 
Lorenzana made the statement in response to a leaked police memo that ISIS-inspired groups are targeting areas such as Metro Manila, Zamboanga, Davao, Iloilo and Cebu.
 
The Defense chief said that the supposed leaked memo was a communication between local police units and he has informed Interior officer-in-charge Eduardo Año about this.
 
"Although the communication is authentic, I think the purpose of that [memo] ISIS in Manila is inaccurate," the Defense secretary said.
 
Lorenzana said he is confidenct that remnants of the Maute group who are hiding in Manila would not cause harm in the country's capital.
 
"Nobody can prevent them from travelling but the support that they get here, especially the Muslim communities in Taguig and Quiapo – I don't think that Muslims would like something to happen in their area," he said.
 
Asked why the government cannot track the remnants of the Maute group in Metro Manila, Lorenzana said that the population in the metropolis is making it hard to find the local terrorists.
 
The crowded cities in Metro Manila make it easy for the militants to hide, the Defense chief said. Security forces have been upgrading urban combat capabilities since Maute and Abu Sayyaf terrorists took over parts of Marawi City in May 2017, sparking five months of street-to-street fighting..
 
"The 'jungle' here is more formidable, composed of people... Bahay at tao (houses and people), very easy to hide here for as long as you don't get attention to yourself, you can hide here in Metro Manila," Lorenzana said.
 
Just last month, a foreigner with alleged links to ISIS was arrested in Manila. The police said they recovered homemade bombs, firearms, ammunition, an ISIS flag and documents detailing an alleged plot to attack the Philippines in the foreigner's apartment.
 
The suspect, identified as an Egyptian carrying a Tunisian passport entered the country in July 2016 using different passports and aliases such as Haytham Abdulhamid Yusof and John Rasheed Lassoued.
 
Director Oscar Albayalde, National Capitol Region Police Office chief, said that the suspect had been recruiting followers since 2016.
 
Albayalde earlier warned that members of ISIS have found "safe havens" in Manila.
 
The Department of Justice later dropped the charges against the suspect and his Filipino girlfriend because of lapses in police procedure. Police reports on the arrests were not supported by evidence, the DOJ said.

Today, March 18, 2018, the people will commemorate the 50th year of the gruesome massacre of Moro youth in Corregidor, the Jabidah Massacre.

The said incident was due to the aborted Oplan Merdeka, which the dictator Ferdinand E. Marcos secretly planned. Under the Oplan, the Jabidah expeditionary forces, composed of young Moro recruits from Sulu, were to be organized to execute a plan to invade Sabah and seize it from Malaysia. Marcos used the historical territorial claim of the Sulu sultanate, represented by the Kiram clan on Sabah in order to seize its rich natural resources and bustling trade.

Oplan Merdeka was devised not to give the Moro people their right to self-determination, but instead for the expansion of scope under Marcos’ dictatorship. From here, he could offer wider lands that would then become the source of raw materials to feed to imperialist industries especially the US.

In a testimony of a survivor of the said massacre, he recounts the macabre and brutal massacre after they voiced their complaint of discrimination and corruption among the military officials who trained them. The state then perpetuated its terror by burning a mosque in Buldon, Maguindanao on March 22, 1970 and massacring 70 Moros in ManiliM, Carmen, North Cotabato on June 1971.

Today, 50 years had passed, yet it seems that the succession of administrations only buried the demands of the Moro people for justice to oblivion. In its place, adding insult to the wound, the present administration of Rodrigo Duterte further fans the flames of the Moro people’s indignation. He declared martial law in Mindanao on May 23, 2017, which was aimed against the Moro people in Marawi City, in the guise of pursuing the Maute armed group.

State terrorism against the Filipino people is incessant through bannering its macabre killing campaigns. Among these are the ceaseless slaying of political activists through Oplan Kapayapaan and of minor drug users through Oplan Tokhang where 14,000 victims were accounted. It is then blatant that the state does not have a single concern of putting an end to its terror, but instead aims to aggravate its attack against the Moro people and those who opposes his fascism.

In light of this year’s 200th anniversary of Karl Marx, his basic principles remain valid and justifiable. The lone resort of the oppressed people is through embracing arm struggle. Marx taught us the comprehensive philosophy and correct strategies and tactics in opposing imperialism and attaining socialism. The Jabidah and Buldon Massacres were concrete examples of imperialist brutality which were represented by its puppet Marcos and by the war crimes by the present Duterte regime through roughshod bombings against Lumad and Moro communities and killings of political activists.

This was seen with the spark of Moro people’s armed resistance through the establishment of the Moro National Liberation Front (MNLF) which was the first to uphold the Bangsamoro’s right to self-determination. However, the MNLF failed to bring about the realization of the Moro people’s aspiration because it compromised with the US-Marcos regime and completely capitulated under the Tripoli Agreement of US-Ramos regime. Hence, the Moro Islamic Liberation Front (MILF) arose as another revolutionary organization who bravely fought against the reactionary state. As time goes by, MILF is considering joining a peace negotiation with the Philippine government and giving up its arms to pave way for the Bangsamoro Basic Law (BBL), which they believe would give them their right to self-determination. However, from our knowledge with the country’s history, we could anticipate that the state would never give the said rights. The US-Duterte regime is incessantly bannering the BBL, despite the ambiguity of the said law, to mellow-down the resistance of the Moro people. It is thus inevitable that another armed group will follow to arise.

Furthermore, various Moro people are now carrying out the correctness of the armed struggle with Marxism-Leninism-Maoism as its theoretical guide. The Moro Revolutionary Liberation Organization (MRLO) was established as an underground organization for Moro revolutionaries. Several Moro individuals are now members of the Communist Party of the Philippines. In addition, to overthrow the reactionary state’s political power, various Moro are now holding arms with the New People’s Army.

Hence, the National Democratic Front ñ North Central Mindanao Region is one with the Moro people in intensifying the armed resistance against state terrorism and discrimination and in further advancing the struggle against US Imperialism.

Mariing kinukondena ng NDF-Bikol at ng mamamayang Bikolnon ang madugong masaker na isinagawa ng magkakumbinang pwersa ng PNP Camarines Sur sa pamumuno ni Supt. Eymard Gomez at ng mga elemento ng 9th IDPA Intelligence Unit nitong Marso 15 sa Camella Heights Subd., Cararayan, Naga City laban kina Liz Ocampo, isang sibilyan at Alfredo ‘Ka Bendoy’ Merilos, kasapi ng CPP na nagpapagamot sa panahong iyon. Ang pagpatay sa kanilang dalawa ay malinaw na bahagi ng walang pakundangang gera laban sa mamamayan ng rehimeng US-Duterte at mersenaryong hukbo nito.

Ayon sa kapulisan at kasundaluhan, sa palitan ng putok sa panig ng AFP-PNP at nina Ocampo at Merilos nasawi ang dalawa. Wala itong katotohanan. Gasgas na ang boladas ng berdugong kapulisan at kasundaluhan na ‘nanlaban kaya napatay’ ang kanilang mga tinutugis upang bigyang matwid ang karumal-dumal na mga krimen ng estado laban sa mamamayan. Ilang ulit nang ginawang atrasan ng inutil na kapulisan at kasundaluhan ang ganitong kagila-gilalas na kahambugan upang pagtakpan ang kanilang walang pakundangang pagpaslang sa mga sibilyan at walang kalaban-laban. Walang baril ni bala na hawak sinuman sa dalawang pinaslang. Si Liz Ocampo ay isang OFW sa Dubai na napagdesisyunan nang manatili sa bansa at mamasukang empleyado ng lokal na gubyerno ng Camarines Sur. Samantala, si Alfredo Merilos o Ka Bendoy para sa mga kasama at masa, ay nagpapagamot dahil sa sakit sa puso, diabetes at mga kumplikasyong dulot nito. Ang dalawa ay matagal nang magkaibigan bilang mga estudyante at muli lamang nagkaugnayan tatlong araw bago sila pinaslang.

Ayon sa isang sibilyang nakasaksi at nakatakas sa insidente, mag-aalas-9 ng gabi, habang nagkukuwentuhan sila nina Merilos at Ocampo, nagkaroon ng malalakas na katok sa pintuan ng bahay na tinutuluyan nila. Nang buksan ni Ocampo ang pinto, pwersahang pumasok ang dalawang lalaking hindi unipormado at ni hindi nagpakilala. Umalma si Ocampo at hinanapan ang mga ito ng mga papel na batayan sa pagpasok sa bahay. Dahil maingay na si Ocampo at nakatatawag na ng pansin ng mga kapitbahay, pinutukan na ito ng isa sa mga hindi kilalang lalaki. Samantala, mahinahong nakaupo si Merilos nang huling makita ng sibilyang nakapuslit papalabas ng bahay sa gitna ng komosyon.

Walang dalang anumang baril o pampasabog sina Merilos, Ocampo at isa pang sibilyan. Paanong magkakaroon ng palitan ng putok?

Peke ang balitang ipinalalaganap ng mersenaryong AFP-PNP-CAFGU na kumakatok pa lamang sila ay nagpaputok na ng baril si Merilos kaya napilitan silang gumanti ng putok. Wala rin silang dalang papeles taliwas sa sinasabi nilang maghahapag lamang umano sila ng mandamiento de aresto at makikipag-usap. Ang totoo, sapilitan at iligal nilang pinasok ang bahay na tinutuluyan ng dalawa at kagyat na pinaputukan si Liz matapos itong umalma sa paglabag nila sa kanyang mga karapatan bilang sibilyan na naghahanap ng mandamiento de aresto o search warrant man lang. Sa baluktot na pag-intindi ng mga utak-pulburang pulis at sundalo, sapat nang mandamiento de aresto ang dulo ng baril at matatawag na pag-uusap ang pagratrat ng mga punglo sa mga walang kalaban-laban at sibilyan nilang target.

Bukod dito, ang sinasabing mandamiento-de-aresto na ihahapag sana ng kapulisan ay hindi dumaan sa tamang proseso ng paghahapag muna ng subpoena na mula sa korte sa sinumang sinasampahan ng mga kaso upang mabigyan ng pagkakataon ang nasasakdal na harapin at ipagtanggol ang kanyang sarili sa harap ng hukuman. Ang basta na lamang pagtukoy kay Merilos na siya rin si Joey Fajardo ay kapos at hindi kailanman papasa sa anumang hukumang may pagpapahalaga sa karapatang-tao at lohika ng mga itinakdang batas. Ibinubukas ng ganito kagarapal at mababaw na mga dahilan ng kapulisan na ang sinuman ay pwedeng hulihin at litisin gamit ang mga mandamiento-de-aresto para sa iba pang nasasakdal nang wala nang proseso ng pagpapatunay na siya nga ang taong binabanggit sa kapirasong papel na ito.

Kahiya-hiya ang PNP Camarines Sur at 9th IDPA sa pagdiriwang ng kanilang pagmasaker sa isang babae at isang matandang may karamdaman at wala sa katayuang lumaban sa kanilang mga kamay. Tuwang-tuwa pa sila sa pagyayabang na nakasamsamsam di-umano sila ng iba’t ibang kalibre ng mga armas at iba pang mga gamit mula sa insidente. Ang totoo, ang mga alahas at iba pang kagamitan at bahagi ng halos dalawang milyong pisong perang nakuha nila ay pagmamay-ari ni Ocampo at bahagi ng kanyang mga naipon sa ilang taon niyang pagbabanat ng buto sa ibang bansa. Ang malaking bahagi din ng kabuuhang halaga ay nakalaan sana para sa heart bypass ni Merilos. Ang perang dapat sana ay pandugtong pa ng buhay ay hawak ngayon ng mga tagapamandila ng pagkitil ng buhay. Hindi na nakuntento ang mga hayok na mersenaryo sa pamamaslang, pinagnakawan pa nila ang kanilang mga biktima. Nasaan ngayon ang pera at mga alahas na ito?

Ang totoo, hindi maitanggi ng AFP at PNP na sa kabila ng kanilang paglalako sa insidente bilang tagumpay, napakalaking kapalpakan at patunay ng kainutilan ng kanilang hanay ang naganap na masaker. Kahit mismo sa harap ng mga korteng hawak nila ay hindi nila maipagkakaila ang dami ng mga paglabag nila sa kanilang sariling mga protocol at sa tamang prosesong nakasaad sa batas. Dahil alam nilang mas malaki ang negatibong epekto nito sa kanila laluna sa gitna ng pagkaipit nila ngayon sa paniningil ng internasyunal na komunidad sa kanilang mga ekstrahudisyal na krimen, napilitan silang magpatupad ng news blackout sa mga unang araw matapos ang masaker.

Walang hangganan ang kapasidad ng AFP-PNP-CAFGU sa pagsasagawa ng mga walang kasingsahol at brutal na pamamaslang sa ngalan ng reaksyunaryong estado. Habang nagpapakalango sa kanilang mga hungkag na tagumpay at tropeyo ng brutalidad ang rehimeng Duterte at kanyang mersenaryong hukbo, nag-iipon ng ‘di matatawarang lakas ang mamamayan na dudulo sa umaalimpuyong bigwas na tatapos sa kanyang tiraniya. Bagamat ipinagluluksa ng buong rebolusyonaryong kilusan at mamamayang Bikolnon ang pagpanaw ng isa na namang sibilyan at isa sa mga kasamang pinakamatapat na tagapaglingkod ng tunay na kalayaan at katarungan, nananatiling buo ang diwang mapanlaban ng masang Bikolnon. Hindi mapaluluhod ng rehimeng US-Duterte ang rebolusyonaryong kilusan ng brutalidad at terorismo nito – hindi ngayon, hindi bukas at hindi kailanman.

Today marks a day of mourning for thousands of Filipinos as the remains of Alfredo Dino Merilos are laid to rest. His name might be buried in obscurity, but countless masses and comrades would fondly recall Ka Bendoy or Ka Berdin as one of the bastions of pursuing the people’s war across Bicol and the country.

Ka Bendoy dedicated decades of his life to pursuing a revolutionary cause. Born and raised in a society that was steeped in political and economic unrest during the Martial Law years, it was not a surprise that he got curious about activism even during his high school years. Those were the times when even priests refused to don their pacifist garb and used their sermons as talons against the state. Ka Bendoy, might have looked unassuming but his sharp mind picked up a lot of things fast.

It was no wonder that he got active fighting for his student rights in his second year as a sophomore of Mechanical Engineering at Bicol University. What started as a simple demand for a better laboratory fueled a lifelong crusade to push for every class’ democratic rights and to take part in building a society that is free from exploitation and oppression. Even after he graduated, passed his board exams and even with lucrative job opportunities within his grasp, he left climate controlled offices to work as a full time organizer in schools and communities in the region’s urban centers. After a few years, on 1985, he chose to live, toil and build amongst the masses of the countryside as a red fighter.

Ingrained with petty bourgeois ideals, reforming to be a better revolutionary was a two-front challenge. Not only was their small unit faced with constant enemy combat attacks but he also faced the grueling challenge of correcting one’s rooted practices. But through constant party guidance, self-criticism and collective criticism he was able to develop into a party cadre capable of a strong political and military leadership. Equipped with this potential early on, he became part of the Regional Instruction Bureau (RIB), the region’s staff arm for ensuring political development amongst fighters and commanders from 1986 to 1990. He used humorous cartoons to impart sharp but comprehensible party insights. Thus, Batoy, Silyab’s (regional party publication) forever youthful character was born. Batoy’s playful humor reflects Ka Bendoy’s penchant for orchestrating practical jokes which of course he denies with a mischievous chuckle.

From 1991-1997 he took on the crucial task of leading various armed propaganda units (SYP) in Sorsogon and Camarines Sur as their political guide. His constant effort to push collective revolutionary fervor quickly made him Front Secretary and eventually a regular Regional Party Committee member in 1997 and 1998 respectively. From 2005-2012, he took up the post of Provincial Party Committee head of Camarines Sur and Camarines Norte and was elected as a regular member of the Regional Party Executive Committee in 2007. In 2015 he was elected as a member of the Secretariat of Regional Party Executive Committe, and by 2016, he was a delegate at the 2nd Party National Congress where he was elected as a regular member of the Party Central Committee.

His extensive experience in party building, troop leadership and immersing one’s self to the basic masses needs and aspirations made him a veritable fountain of practical guides for the next generation of party cadres. Although he tried to blend in the shadows most times, his towering height and his array of funny stories and antics draws people around him. But he does play tough when the situation asks for it especially when it comes to party policies.

A few days before he was murdered and felled down by the state death demons, he suffered another attack of mild stroke. He was at a constant war with his diabetes, hypertension and failing heart. At 56, his body was deteriorating fast but he refused time and time again to have a heart bypass operation knowing that this will hinder his mobility and that would separate him from serving in the countryside. He refused to take much needed rest and continued with his daily ritual of tinkering with what needs to be fixed—literally and figuratively. If it’s not a crooked table leg, it’s the makeshift roof, or if not, bags that need repacking or if barred from that, a comrade’s life troubles. But he did have to face his health concerns to serve the people longer. Good byes were short with comrades confident that he would be back in a few days.

But he did not come back. He would if he could have.

Today, his family and kin say goodbye to a father, a brother, a husband, a relative and a confidante. Today the country buries one of its greatest son, comrade, teacher, commander and most of all servant of the people. Murdering revolutionaries is a dastardly act and proves no victory. Justice will prevail in the hands of the people’s court and judgement will be meted out through the course of history.

Ka Bendoy is just one of the fire bearers tasked to keep the revolutionary spark going and he has not failed in developing more fire bearers from the ranks of the masses and red fighters. His sacrifice for the Filipino people will contribute to the fire that will raze the rotten state to the ground.

The Communist Party of the Philippines (CPP) today expressed doubts that Bicol revolutionary leader Alfredo Meriles engaged the military and police in a shootout before being killed last March 15 in Naga City. Meriles, 56, was killed together with Liza Beriso Ocampo, a long-time migrant worker from Dubai, who owned the house where Meriles was temporarily staying in.

“He was in Naga City to seek medical attention after suffering what medics believe was a mild-stroke a little more than a week ago,” said the CPP. “It is highly doubtful that Meriles, in his condition, could engage in any sort of firefight with a combined military and police force.”

Based on our own information, Meriles was unarmed while he went on medical leave. Ocampo, on the other hand, was a mere good samaritan who provided shelter to Meriles through the intercession of common friends.

“Prima facie, the killing of Meriles appears to be an assassination operation by the AFP and PNP under the cover of serving a warrant of arrest, albeit a fake one.” said the CPP. It must be noted that the AFP and PNP falsely identified Meriles as Joey Fajardo in a supposed warrant.

Many fear that Meriles’ assassination is part of the campaign of the Duterte regime to silence those who resist the looming dictatorship, especially with the publication recently of the petition by the DOJ listing more than 600 names alleged to be part of the CPP and New People’s Army (NPA).

According to news reports, the 9th ID identifies Meriles as Ka Owen and alleges that he heads the CPP Regional Committee in Bicol. The AFP must answer whether the “Ka Owen” listed in the DOJ petition refers to Meriles.

TALITAY, MAGUINDANAO- Kutawato Political Committee of the Moro Islamic Liberation Front (MILF), and the Local Government Unit of Talitay, Maguindanao held in this town a joint peace advocacy on Bangsamoro Basic Law (BBL) on March 18, 2018.

The new BBL was drafted by the Bangsamoro Transition Commission (BTC) comprising 21 members representing the MILF, the Moro National Liberation Front (MNLF), Indigenous people, and migrant settler.

Abdulhamid Buisan, Officer-in-charge Mayor of Talitay municipality, said “We strongly support this peace advocacy to achieve lasting peace in Mindanao.”

“This advocacy is one way of understanding the contents of the BBL. It can also level off our understanding on the current peace process between the Philippine Government and the MILF”, underscored OIC Mayor Buisan.

OIC Mayor Buisan added that “We will support any activity relative to peace and development in this town. So, let us work together for a peaceful and progressive community.”

Guest speaker Professor Esmael A. Abdula, Training Officer of the Bangsamoro Leadership and Management Institute (BLMI) and President of Kalilintad Peacebuilding Institute (KPI) said in his message that the BBL contained in the Comprehensive Agreement on Bangsamoro (CAB) is a practical and genuine solution to end decades of armed conflict in Mindanao that will pave the way for lasting peace in Southern part of the Philippines.”

“BBL is a legal instrument that will provide for the creation of Bangsamoro political entity”, Abdula said.

Abdula added that “MILF is committed to a democratic solution to end armed conflict in Mindanao.”

From members of a lawless organization, former New People’s Army (NPA) rebels have bonded anew, but this time as members of the people’s organizations.

The newly-organized associations are now officially registered as People’s Organization with Department of Labor and Employment (DOLE) through the initiative of the 71st Infantry (Kaibigan) Battalion.

Civil-Military Operations (CMO) officer 1Lt. Jhocell Asis of the71st IB said the associations are registered as Barangay Gubatan Livelihood for Peace Association (BGLPA), Calabcab Motor Drivers Association (CAMODA), and Sangab Energetic Farmers Association (SEFA), which were organized by the 71st IB Community Support Program (CSP) as Community Development Volunteers (CDVs) in Barangays Gubatan, Calabcab, and Sangab, all in Maco Compostela Valley.

Asis said the majority of the 200 members of the associations are former supporters of NPA’s Underground Movement (UGMO).


CSP is part of the AFP’s Development Support and Security Plan (DSSP) “Kapayapaan” which aims to attain a just and lasting peace with the active support of the community and partner stakeholders in bringing the government closer to the people and to eliminate the influence of the NPA in the community.

This gives way to the entry of investors and infrastructure development projects in the area of operations of the 71st IB.

The newly-registered associations were welcomed by Adrian Rimando, the Municipal Administrator of Maco.

Asis said a livelihood consultation was conducted by the Medium Scale Industries Coordinated Action Program Foundation Incorporated (MASICAP), a non-government organization tapped by the DOLE to assist the battalion and CDVs in preparing the project proposal.

The associations are eyeing agricultural and veterinarian trading, selling of motor spare parts, car wash and vulcanizing as their proposed livelihood projects.

"These will be awarded upon the completion and approval of livelihood proposals to be facilitated by the battalion and MASICAP Foundation," Asis added.

Lt. Col. Esteveyn Ducusin, the Battalion Commander of 71st IB, turned-over sacks of high breed peanut seedlings to the associations as a starter kit for the members who signified farming as livelihood project.

Ducusin said he and the troops were honored to become the instrument in mainstreaming these people to become a productive member of the community.

"Most of them are former members of NPA’s Underground Movement because these three (3) barangays where our CSP team located are formerly known as NPA’s stronghold areas," he added.

“Many of our troops offered ultimate sacrifices in these barangays to the extent that they have lost their lives gallantly fighting against the terrorist, now, with our efforts of organizing the community as peace loving people and with the continue flocks of surrenderers coming from these places, populace will finally achieve the ultimate goal of having peace and progress in their community," he said.

The battalion commander also thanked DOLE-Compostela Valley for the positive response in the coordination made by the battalion regarding the livelihood projects of the associations.

ROSARIO, Cavite – Army Reserve Command (ARESCOM) Brigadier General Bernie S. Langub led representatives from the local government units, members of the Philippine Army and the academe in the annual commemoration of the Tejeros Convention and the army’s founding anniversary rites in this historic town.

Cavite’s Provincial Information and Community Affairs Division (PICAD) said Monday that this year’s Cavite historical celebration last week adopted the theme “Hukbong Katihan: Naglilingkod sa mga Mamamayan, Pinapanatiling Matiwasay ang Buong Bayan.”

Cavite Historical Society and Philippine Veterans-Cavite chapter members also joined in the occasion at the Casa Hacienda de Tejeros in Rosario.

In his message, Gen. Langub likened Cavite to a ship that could sail against strong currents, admiring how Cavitenos’ principles remained intact like a true-blooded revolutionary who fought for freedom.

The ARESCOM Commander likewise encouraged everyone to keep supporting them as they are the nation’s line of defense that will protect the country and its people.

The Tejeros Convention was that historical meeting between two rival factions of the Katipunan in Cavite: the MAGDIWANGs under Andres Bonifacio and the MAGDALOs under Emilio Aguinaldo.

Both factions convened for the election of its officers held at the friar estate in Tejeros, a barrio of San Francsico de Malabon that gave way to the formation of Philippine Revolutionary Government and the founding of the Philippine Revolutionary Army.


To re-affirm its role as the forerunner that shaped the First Philippine Republic, the local government of Rosario, Cavite - through its local tourism office – has marked commemorative rite for the Tejeros Convention and the Philippine Army’s founding year 121 years ago.
