A FOOD cache allegedly owned by the New People's Army (NPA) was discovered by soldiers of the 88th Infantry Battalion (88IB) at Sitio Bulacao, Barangay Concepcion, Valencia City, Bukidnon, on Wednesday morning, February 14.
 
The soldiers were conducting focused military operations in the area when they found some 40 sacks of rice, medical and food supplies, all placed inside plastic containers.
 
The military operations were in response to the complaints of residents in Barangay Concepcion that the communist insurgents are in the area for extortion.
 
"These concerned residents claimed that they are already tired and afraid of the CPP-NPA Terrorists extortion and exploitation among civilians most especially on forcing them to provide food, money, and materials; transporting these supplies to terrorists supply drop-off points; and the terrorists forcible and deceptive recruitment," the Army statement said.
 
Lieutenant Colonel Randy Remonte, 88IB Commanding Office thanked the residents of Barangay Concepcion and warned those who continue to support the NPA that such acts are unlawful.
 
"We appreciate the support of the residents of Barangay Concepcion, Valencia City, most especially Punong Barangay Luzviminda P. Santillan. We would not be able to locate these items without their vigilance and cooperation,” Remonte said. Remonte said it is very unfortunate that local businessmen and other locals continue to aid the CPP-NPA.
 
“We would like to remind everyone that aiding terrorists is against the law and you will be liable under Section 4 of Republic Act 10168," he added. Meanwhile, in Agusan del Norte, four high-powered firearms, five improvised explosive devices, radio communications equipment, medicines, and personal things of the NPA were also seized by the military.
 
Brigadier General Franco Nemesio Gacal, commanding general of the 402nd Brigade, said these were recovered in an NPA camp at Sitio Zapanta Valley and Sitio Ansili, Barangay Bangayan, Kitcharao town, Agusan del Norte. Gacal said the accomplishment was a result of a series of combat operations conducted by troops in the area.

A new Army battalion was recently created in Eastern Visayas as part of the government’s effort to quell its long-running insurgency problem.

But the 500 soldiers under the newly created 93rd Infantry Battalion had yet to be deployed since they were still undergoing training, said Captain Francis Ragno, chief of the Division Public Affairs Office (DPAO) of the 8th Infantry Division, based in Catbalogan City, Samar.

Of the number, 128 were new graduates while the rest were taken from various units of the 8th ID, he added.

With the creation of the 93rd IB headed by Lt. Col. Hilarion Palma, the 8th ID has now 13 battalions.

Four of these – 19th IB, 46th IB, 34th IB, and 63rd IB – were deployed in Mindanao to help fight terror groups like the Maute group.


Ragno said the new battalion was created and “activated” by Major Gen. Raul Farnacio, commanding officer of the 8th ID on Feb. 5, as part of their campaign to address the Eastern Visayas’ insurgency, particularly on Samar Island.

He told the Inquirer in a phone interview that the target of the 93rd IB was to end the communist insurgency in Eastern Visayas.

Ragno said the soldiers would be deployed in any of the three Samar provinces – Samar, Eastern Samar, and Northern Samar where the New People’s Army are active.


Ragno said that while they were ready to face the rebels, they continued to appeal to them to return to the fold of the law.

About 18 former NPA members surrendered in 2017 and were given financial assistance for them to live a normal life.

He added there were NPA rebels who surrendered in 2018 but he could not give an exact figure as they were still consolidating the data.

A suspected member of the New People’s Army was arrested on Thursday morning when police found a cache of high powered explosives in his house at Maddela town in Quirino province.

Also seized from Kevin Nilo’s home in remote Jose Ancheta village were several mobile telephones, including the device used by the Maddela police for a text hotline which was among the items taken by NPA rebels from a police station in April 2017.

Chief Supt. Jose Mario Espino, Cagayan Valley police director, said Nilo’s arrest prevented a series of planned roadside bombing activities by the rebels.

“With this successful operation, we have prevented what would have been a bloody attack against our forces. They were really after us,” he said.

Armed with a search warrant issued by Isabela Judge Bonifacio Ong of the Regional Trial Court in Echague town, a raiding team found 10 pieces of improvised anti-tank explosive devices and 14 pieces of anti-personnel mines, complete with blasting devices and cords.

They also seized a laptop and a pile of documents, including copies of “Ang Bayan”, the publication of the Communist Party of the Philippines.

A statement issued by human rights group Karapatan in Cagayan Valley described Nilo as a farmer, and criticized his arrest for being “illegal” and as harassment against residents suspected to be supporting the rebel group.

The military yesterday said that follow-up operations are now being conducted after suspected Abu Sayyaf terrorists abducted a Department of Public Works and Highways (DPWH) engineer in Jolo, Sulu on Wednesday morning.

Joint Task Force Sulu Commander Brig. Gen. Cirilito Sobejana, identified the victim as Engr. Enrico Nee of the DPWH-ARMM Sulu 1st District Engineering Office.

“JTF Sulu has alerted all checkpoints to possibly intercept the suspects and safely recover the victim. Massive rescue efforts are also being undertaken by the units of JTF Sulu and the Sulu PNP (Philippine National Police (PNP),” Sobejana said.

“We already recovered the getaway vehicle and closely tracking the escape route. We will not stop our rescue efforts until all kidnap victims are recovered safely,” he added.

Sobejana said the involvement of LGUs in their campaign is also needed against all forms of terrorism in the Province of Sulu.

“We are appealing to the public to immediately inform us on any monitored hostile plans of the terrorist group like the ASG so that we can take immediate appropriate action. The public should be aware that security is everybody’s responsibility,” Sobejana said.

“Ang ginagawa po ng JTF Sulu ay para magiging tahimik at progresibo ang Sulu (What we are doing at JTF Sulu is to make Sulu peaceful and progressive) and the main beneficiaries of all our undertaking are none other than the Tausog residents of Sulu,” he added.

Reports earlier said that the kidnapping incident took place at about 7:45 a.m., at Kasalamatan Village, Jolo, Sulu .

Sobejana said the victim was forcibly taken at gunpoint by a still undetermined number of men onboard a black and red Tamaraw type jeep.

Prior to the incident, the victim was waiting for a tricycle ride approximately 20 minutes from his residence when he was suddenly approached by a person at gunpoint who alighted from the mentioned vehicle and forcibly took him towards Brgy. Anuling, Patikul, Sulu.

Sobejana expressed belief that the incident may be part of the express kidnapping of the ASG to get ransom payment and sustain their terror activities.

Nearing retirement

COTABATO CITY – The regional secretary of the Department of Public Works and Highways said the nearing retirement of the engineer, who was abducted in Sulu yesterday, is a possible motive of the kidnappers.

In an interview Thursday, Regional Secretary Don Loong told Manila Bulletin that the capture of those nearing retirement has been going on since 10 years ago as kidnappers target them for their retirement benefits. He said the usual victims of kidnapping are teachers, engineers and other professionals who are about to retire.


“Tuloy ang pagkabahala at pagkatakot ng aming mga empleyado sa Basilan at Sulu,” Loong lamented. Loong said the DPWH-ARMM is now coordinating with the military and the police to secure all its ground personnel.

4 Abus surrender

ZAMBOANGA CITY – Three members of the Abu Sayyaf Group (ASG) surrendered to the military and another was captured by the police in Basilan province in the midst of the sustained military and police operations in the province.

Joint Task Force-Basilan (JTF-Basilan) Commander Brig Gen Juvymax Uy identified the three ASG members as Karim Abubakar, Jimboy Abubakar Aldam, and Imran Arajan Abdulajidz.

Uy said the three who were operating under ASG Sub-leader Nurhassan Jamiri, surrendered to the 4th Special Forces Battalion, Special Forces Regiment-Airborne, Special Operations Command stationed at the village of Bana in the town of Tipo-Tipo in Basilan province at 4:45pm, Tuesday Feb 13.

Meanwhile, Police Director for Zamboanga Peninsula Chief Supt Billy Beltran reported that another ASG member – Said Arik alias “Amlah” who is facing seven counts of kidnapping and serious illegal detention was arrested by police operatives of Isabela City, Wednesday morning.

AUTHORITIES have arrested another member of the Abu Sayyaf Group (ASG) involved in the kidnapping of plantation workers 16 years ago in Basilan, an official announced Thursday.
 
Chief Inspector Helen Galvez, Police Regional Office-Zamboanga Peninsula information officer, identified the arrested ASG member as Said Arik alias Amlah, 48, a resident of Balatanay village, Isabela City, Basilan. Galvez said Arik was arrested at 10:20 a.m. Wednesday in the village of Binuangan, Isabela City.
 
She said Arik has standing warrant of arrest for seven-count kidnapping and serious illegal detention for his alleged involvement in the kidnapping of workers at the Golden Harvest Plantation in the village of Tairan, Lantawan, Basilan on June 11, 2001.
 
The suspect was so far the 11th ASG member, involved in the plantation workers’ kidnapping, the authorities have apprehended since January 1 this year. Ten of the 11 were arrested separately in Zamboanga City. Arik was the first to be arrested in Basilan province.

President Duterte has raised the reward for the killing of communist rebels in the country, saying he was ready to give P25,000 for every dead insurgent.

The President admitted that the bounty offer would be cheaper than waging a counter-insurgency campaign.

“Gaya ng mga NPA. Sabi niya, ‘You kill one soldier a day.” Oh really? Ang sabi ko rin sa lahat, ‘You kill —‘ Tinataasan ko na ngayon. ‘You kill an NPA today and I’ll pay you 25,000 [The NPA said, ‘You kill one soldier a day.’ Oh really? I said, you kill. I am raising it. You kill an NPA today and I’ll pay P25,000],” Duterte said during his visit to Cebu last Tuesday.

Duterte, who has terminated the peace talks with the communist group for the deadly attacks on government troops, said the reward would even save the government billions from the war on rebels.

“Kwenta-kwenta ko kasi kung mag-abot itong four years. P***, mahal masyado. Gyera eh. Kung bayaran ko na lang ‘yung buhay na 25,000, makamura ako by about 47 percent [I’ve calculated it. If this will take four years, son of a b*tch, it’s too expensive. It’s war. If I pay P25,000 for every life, I’ll save money by about 47 percent],” he said.

“I translated into billions. You know, we’re maintaining a war. ‘Di sabi ko “Sige [So I said, go ahead],” he added.

The President recently offered to pay indigenous people P20,000 for each communist insurgent they kill. He said the government could train the lumads as Citizen Armed Force Geographical Unit (CAFGU)) and pay them for their work.

Communist Party of the Philippines (CPP) founding chair Jose Maria Sison earlier said the rebels could kill one soldier a day to force the government to return to the negotiating table. Duterte then retaliated at Sison’s threat, saying he could order the military to kill five rebels for every soldier killed.

In his remarks last Tuesday, the President slammed the communist rebels for being arrogant. He also sneered at the rebels’ continued support for Sison.

“Anong makuha mo kay Sison? [What will you get from Sison] You’re treating him as a god. Parang mas sagrado pa [like more sacred even]. You leave your families, they grow up not knowing you,” he said.

“And you expect to take over this government? Kaloko. Loko-loko kayo [That’s foolishness. You’re fools],” he added.

AFP supports BOB gift-giving program

The Armed Forces of the Philippines (AFP) will extend due assistance in the distribution of gift bags to some 10,000 underprivileged families in 21 cities and municipalities around the country starting today to celebrate the Chinese New Year.

Soldiers and military equipment will be deployed to support the gift-giving program.

The AFP, in partnership with the Metrobank Foundation Inc. (MBFI) and GT Capital Holdings will be holding the Bags of Blessings (BOB ) Project 2018 until February 23.

The project is aimed distributing R10 million worth of assorted food items to underprivileged families.

This is a complementary activity of soldiers as part of community relations and parallel to the AFP’s peace and development efforts.

AFP Public Affairs chief Lt. Col. Emmanuel R. Garcia, said the AFP’s goal is to ensure the safe transport and peaceful distribution of the gift items, particularly in depressed and conflict areas.

The distribution areas in the National Capital Region (NCR) are the cities of Manila, Taguig, Pasay, Marikina, Quezon, Makati, Navotas and Caloocan covering 4,000 families.

Gift bags will likewise be distributed in parts of General Trias, Cavite; Sta. Rosa, Laguna; Baras, Rizal; Infanta, Quezon; Botolan, Zambales; Iloilo City, Cebu City, Biliran, Ormoc City, Davao City, Surigao City, General Santos City and Talocogon, Agusan del Sur.

The AFP has been an active partner in the BOB Project since 2015.

It was launched in 2011 by MBFI and GT Capital Holdings and has become a tradition of giving back every Chinese New Year.

The AFP’s support to the nationwide gift-giving activity is a manifestation of its commitment to nation building.

It also reflects the AFP’s peace and development efforts through community engagements aimed at providing basic services and needed aid to our people in need, Garcia said.

Defense Secretary Delfin Lorenzana on Friday said that there is nothing to worry about China’s move naming five underwater features in the Philippine Rise or Benham Rise under Chinese names.

In an interview shortly after the holding of the 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED) at the Quezon City Memorial Circle, Quezon City, Lorenzana said any country has the freedom to conduct surveys especially if its only part of scientific research and should not be considered as taking over the undersea features which is part of the country’s Exclusive Economic Zone (EEZ).

“Isipin niyo iyung mga islands diyan sa Spratlys iyung mga islands diyan may pangalan na Indonesia saka Chinese wala mamang problema eh diba? (Think about the islands there at Spratlys, some of the islands there are named in Indonesian and Chinese and there is no problem),” Lorenzana said.

“For as long as they respect our soverignity doon, kahit pangalanan pa nila ng kung ano yan basta wag sila makialam sa exploitation (there, even if they named it for as long as they will not take part in the exploitation).”

“We have nothing to do about that so our bilateral (relations) with China will continue. Free passes naman sila and its authorized under internationa law,” he added.

Lorenzana earlier said that he is pushng for the immediate naming of five undersea features in the Philippine Rise with Filipino names following China’s naming of five underwater features in the area.

In a text message, Lorenzana also said that he will discuss the matter with National Security Adviser (NSA) Hermogenes Esperon Jr. and other Cabinet members with regard to China’s latest actions.

He added that they intend to name the features as soon as possible.

“Pag-uusapan pa namin ni NSA at ibang (I will discuss this with NSA and) cabinet members. As for me, I would also give these features Philippine names,” Lorenzana said.

“Yes, of course. Remember that the Spratly features have Chinese, Vietnamese and Filipino names,” he added.

The features reportedly named by China are the Jinghao, Tianbao, Haidonquing, and Jujiu Seamounts; and the Cuiqiao Hill. The Cuiqiao Hill and Jujiu Seamount that form the central peaks of the Philippine Rise undersea geological province itself.

Presidential Spokesman Harry Roque said the Philippine Embassy in Beijing has already raised the government’s concern to China. The embassy is likewise considering a recommendation to officially notify the Chair of the International Hydrographic Organization – Intergovernmental Oceanographic Commission General Bathymetric Chart of the Oceans (IHO-IOC GEBCO) Sub-Committee on Undersea Feature Names (SCUFN).

“The Philippines, as many of you know, is not a member of the SCUFN, which is composed of 12 members. China’s proposals to rename some undersea features in the Philippine Rise were submitted to SCUFN during its meetings in Brazil on Oct 12-16, 2015 and Sept 19-23, 2017,” Roque said.

In an online report quoting maritime law expert Jay Batongbacal, the IHO approved the names proposed by China,, saying the three features were reported to have been “‘discovered’ during a 2004 survey by the Li Shiguang Hao of the China Navy Hydrographic Office,” which submitted the names for consideration by the IHO in 2014.

The two other features were also reportedly “discovered” by the same ship during the same survey. However, the name proposals were submitted by the China Ocean Minerals R&D Association in 2016.

The Philippine government is hopeful that “no untoward incident” will occur during the visit of a nuclear-powered United States aircraft carrier in the West Philippine Sea.

Presidential spokesman Harry Roque found nothing irregular with the visit of USS Carl Vinson in the region, saying it was part of a “freedom of navigation” operation.

“All vessels, including aircraft carriers, are entitled to freedom of navigation in the WPS (West Philippine Sea). We hope there will be no untoward incident on the occasion of the visit of USS Carl Vinson in our region,” Roque said.

The United States recently deployed the Nimitz-class aircraft carrier to conduct maritime security operations in the South China Sea as part of promoting freedom of the seas and enhancing regional security. The deployment of the US warship came in the wake of the alleged provocative combat missions by Chinese jets in the disputed territory.

Prior to the ship’s arrival in Manila, Executive Secretary Salvador Madialdea, Defense Secretary Delfin Lorenzana and Presidential Communications Secretary Martin Andanar were among the top government officials invited to tour the Carl Vinson while sailing though the South China Sea.

President Duterte, who has openly criticized the US government for meddling in domestic affairs, was a no-show during the tour of the US aircraft carrier.

APPROXIMATELY 40 sacks of rice and food and medical supplies of the New People’s Army (NPA) were discovered by the troops of 88th Infantry Battalion in Sitio Bulacao, Barangay Concepcion, Valencia City, Bukidnon around 8 a.m. on Wednesday.

2Lt. Sancho S. Tomaquin, the civil-military operations (CMO) officer of 88th Infantry Battalion, said the items were placed in 67 water containers in a forested area near the community.

Tomaquin said the military was tipped off about the supplies by residents in the area.

“These concerned residents claimed that they are already tired and afraid of the CPP-NPA terrorists’ extortion and exploitation,” he said. “Most especially on forcing them to provide food, money, and materials; transporting these supplies to terrorists supply drop-off points; and the terrorists forcible and deceptive recruitment.”

It can be recalled that on Feb. 11, around 26 families fled their homes in Barangay Cagawasan, Kibawe, Bukidnon due allegedly to NPA harassment.

Similarly, he said the residents claimed that they were being forced to give food and money to the rebels, act as couriers and spies against government forces.

In a statement, Lt. Colonel Randy O. Remonte, commanding officer of the 88th Infantry Battalion of the 4th Infantry Division, thanked the residents for their cooperation while at the same time criticizing the CPP-NPA for their continued threat on the communities.

“We would not be able to locate these items without their vigilance and cooperation. This incident is yet another manifestation that the CPP-NPA terrorists are continuously violating the rights of the people by terrorizing and exploiting them,” he added.

“It is very unfortunate, however, that with the discovery of this food and medical cache, it appears that there are still those who continue to aid the CPP-NPA terrorists especially the local businessmen and even the local officials,” the commander said.

“We would like to remind everyone that aiding terrorists is against the law and you will be liable under Sec. 4 of Republic Act 10168.” he further added.

Foreign Secretary Alan Peter Cayetano said the Philippines is "aggressively" pursuing joint exploration of the West Philippine Sea (South China Sea) with China, following a 2005 "precedent" that became controversial.

"I can tell you that we're pursuing it aggressively because we need it. It will serve no one's good if we do not explore and eventually develop it," Cayetano said in a press conference Friday, February 16.


Cayetano said that, on one hand, the Philippines can pursue joint exploration alone "in the undisputed areas," even as the country needs "technical and financial support."

"But in the disputed areas, you know, unless we can do it by ourselves without starting a war or, worse, without a massacre, it would be prudent to do it in partnership without violating our sovereignty," he said.

Cayetano explained that joint exploration has a "precedent" – the 2005 Joint Seismic Marine Undertaking between the Philippines, China, and Vietnam.

The JMSU, however, was challenged before the Supreme Court (SC) in 2008. The case is pending with the SC.

The issue of joint exploration came up after the Philippines and China met on Tuesday, February 13, for their second bilateral consultation mechanism (BCM) on the South China Sea, where they discussed issues such as "oil and gas." (READ: PH, China silent on artificial islands after meeting)

In his press conference on Friday, Cayetano said both the Philippines and China "want" to conduct the joint exploration, before they discuss joint development. Both sides will have working groups to study the issue.
"Then we will find a legal framework if it's possible under the Constitution that we'll allow a joint exploration," Cayetano said.

Supreme Court Senior Associate Justice Antonio Carpio earlier said, however, that the Philippine Constitution bans "joint development" within the Philippines' exclusive economic zone.

Carpio asked, "Why do you want to share what’s exclusively yours?"

President Rodrigo Duterte stressed to Norway's special envoy to the peace process, Idun Tvedt, that the Philippines is "committed to peace" even after he formally ended peace talks with communist rebels.

"The President stressed that the Philippines is committed to peace," Presidential Spokesperson Harry Roque said in a statement Friday, February 16.

The hour-long meeting between Duterte and Tvedt took place at the Presidential Guest House in Davao City on Thursday, February 15.

Roque described Tvedt's courtesy call as "warm and open," as Tvedt said it was "productive."

Roque said Tvedt reiterated Norway's commitment "to assist the Philippines in its peace process" with communist rebels.

"The President welcomed Norway's expression of commitment and stressed that the goal of peace must be achieved with due regard for the national interest of the Philippines," Duterte's spokesman said.

Their meeting comes 3 months after Duterte formally terminated the government's peace negotiation with communists, following the death of a 4-month old baby in an ambush by the communist New People's Army (NPA) in Bukidnon.

Peace talks have been conducted on and off for 30 years, and were temporarily revived after Duterte, a self-declared socialist, was elected President.

Communist rebels have strongly criticized President Rodrigo Duterte who ordered government troops to shoot women fighters in their genital.

Dencio Madrigal, a spokesman for the New People’s Army (NPA), said Duterte – whom he called foulmouthed – has only demonstrated how his “macho-fascist leadership” belittles women.
“The foulmouthed President Rodrigo Duterte exposes himself in his vaunt about commanding the soldiers to shoot women NPA members in their private parts. Duterte’s yarn is not amusing and not a fitting joke. Mocking women and making lewd remarks against them proves Duterte’s fascist offensiveness.”

“He is deliberately indifferent to the women’s sufferings in as much as he is uncaring to the people’s adversities. And he dissolutely promotes chauvinism and violence against women,” Madrigal said in a statement sent to the regional newspaper Mindanao Examiner.

Duterte, a former mayor of Davao City, who previously supported the NPA, made the statement in a recent talk with former rebels. “Tell the soldiers. There’s a new order coming from the mayor. We won’t kill you. We will just shoot your vagina,” he said, adding, “if there is no vagina, it would be useless.”

“In reducing women to their genitalia, Duterte is demonstrating how his macho-fascist leadership belittles women. He also exposes the grave insolence of his tyrant regime to the basic rights and lives of the women and the poor Filipinos. Women are particularly affected by his tyrant and anti-poor policies such as encouraging extrajudicial killings, implementing the TRAIN (Tax Reform for Acceleration and Inclusion) law, imposing the martial law in Mindanao and others.”

“Duterte is waging a war to defend US imperialism and exterminate the people’s dissention. The women who joined the NPA oppose this war and they courageously fight in order to emancipate not just themselves but the entire oppressed Filipinos. They are determined to win the struggle, achieve a just society and build a better life for all,” Madrigal said.

Madrigal also encouraged women who are opposed to Duterte’s rule, to join the rebel group and defend the rights of the oppressed. “It is a right of every woman to struggle against an oppressive state. We encourage them to join the revolutionary people’s army because it espouses the uprightness, integrity and protection of their rights,” he said.

Lawyer Harry Roque, the Presidential spokesman, said Duterte’s statement was only a joke and should not be taken literally. Duterte also encouraged tribesmen to enlist as government militias and promised them at least P25,000 reward for every rebel they killed.

A police photo released to the regional newspaper Mindanao Examiner shows a captured Abu Sayyaf militant Rocco Haman, whose group was tagged in the gruesome murder of over a dozen Christian farmers in Basilan province in 2001.

ZAMBOANGA CITY – Police here are holding an Abu Sayyaf militant tagged in the gruesome murder of over a dozen farmers in Basilan province in 2001, officials said Wednesday.

Officials said Rocco Haman was arrested Tuesday afternoon near a restaurant in downtown Zamboanga and is currently under interrogation.

It was unknown how the 38-year old Haman managed to escape arrest in Basilan, one of 5 provinces under the Muslim autonomous region, but officials have said that the militant is facing a string of criminal charges in connection with the mass killings.

Haman’s group abducted the mostly Christian farmers in Tairan village in Lantawan town and used them as shield against pursuing soldiers and later beheaded them one at a time.

Officials said Haman managed to settle in Zamboanga City where he rented a house in Talon-Talon village where police eventually tracked him down and put him under surveillance until his capture.

Chief Superintendent Billy Beltran, the regional police commander, praised Haman’s arrest and lauded those who took part in the successful operation led by Chief Inspector Hazel Fernandez. “It is a job well done,” he said.

US commits P5.2-M emergency aid for Mayon evacuees

The United States government, through the US Agency for International Development (USAID), has committed PHP5.2 million in emergency assistance to address immediate needs of people most affected by the eruption of Mayon volcano in Albay. 



This follows the Albay provincial government’s declaration of a state of calamity in the area.



According to the US Embassy in Manila, USAID’s Office of Foreign Disaster Assistance, in coordination with the Philippine government, will distribute vouchers for families to purchase essential household items and hygiene kits in order to improve living conditions and help prevent illness in evacuation centers. 



In addition, USAID will construct latrines, bathing cubicles, and hand-washing stations, as well as promote safe water and hygiene practices through educational materials. 



Overall, the embassy said assistance is expected to benefit 4,000 people.




“The US government’s support is a testament to our unwavering partnership with the Philippines,” said US Ambassador Sung Kim.



In the last 10 years, Kim said US has provided nearly USD277 million (over PHP14.4 billion at today's exchange rate) in disaster assistance to the Philippines.



"This assistance has saved lives, alleviated human suffering, and reduced the economic and social impact of disasters," he added.



USAID for its part committed to continue coordination with the Philippine government and relief agencies in Albay to monitor the humanitarian situation and channel aid to people most in need.

China has assured it respects the Philippines’ sovereign rights amid concerns aired by some Filipinos on its move to name some undersea features at the Philippine Rise.

“China respects the relevant rights enjoyed by the Philippines concerning the Benham Rise (former name of Philippine Rise),” Chinese Ministry of Foreign Affairs (MFA) spokesperson Geng Shuang said in a press conference on Wednesday in Beijing.

Shuang, however, defended China’s naming of five maritime features at the Benham Rise which is part of the Philippines’s continental shelf.
“The Chinese side is always engaged in the relevant work in accordance with the international practices and the rules of this organization,” Shuang said.

“According to the information I have received, the Sub-Committee On Undersea Feature Names is a specialized international organization in charge of establishing standards on naming undersea geographic features,” he added.

The Chinese official said the relevant countries and individuals may submit naming proposals on the unnamed undersea features “which are twelve nautical miles away from the littoral states.”

According to media reports, the five undersea waters that have now Chinese names include Jinghao, Tianbao, Haidonquing and Jujiu Seamounts and Cuiqiao Hill.

Harry Roque, spokesperson of Philippine President Rodrigo Duterte, had expressed objection to China’s move but clarified there was no bad faith on China’s naming of PH Rise’s undersea features.

Roque explained China’s action was not political but just a United Nation’s scientific process in giving names to areas discovered by a certain country.

China is one of countries which conducted scientific research at the Philippine Rise before Duterte ordered stoppage of foreign explorations in the area.

Roque said China’s action is not alarming because China recognizes the Philippines’ sovereign rights at the Philippine Rise.

The Philippines, Roque said, would not use the Chinese names and instead it would give its own names to each underwater feature found at the 13-million hectare territory which recognized by the UN as part of the Philippines’ extended continental shelf.

The military's Joint Task Force-National Capital Region (JTF-NCR) took the lead in humanitarian assistance and disaster relief exercises during the first quarter National Simultaneous Earthquake Drill (NSED) Thursday.

Armed Forces of the Philippines (AFP) public affairs office chief Lt. Col. Emmanuel Garcia said JTF-NCR worked and cooperated closely with its civilian and partner agencies.

"During the simulation the JTF NCR took the lead in all of AFP HADR efforts around Metro Manila and worked closely with partner agencies, in coordination with (the) NCR DRRMC (Disaster Risk Reduction Management Council)," he added.


During the first quarter NSED launched at the Quezon City Memorial Circle, Garcia said JTF-NCR deployed its disaster rescue teams and established a command center in Camp Aguinaldo for national HADR operations.

The AFP official said these activities are also in preparation for the Philippine hosting of the International Search and Rescue Advisory Group Earthquake Response Exercise that will be held on June 27-29 in Clark, Pampanga. Expected to attend are more than 400 personnel of Urban Search and Rescue (USAR) teams from other countries.

Garcia said the NSED tests the readiness and capabilities of USAR teams and understand the command and control mechanism in humanitarian assistance, disaster response, and emergency operation at the DRRMCs.

Ang kanyang hindi pagdalo sa mga unang pagdinig at pagtatago ay patunay ng kanyang pagkakasala. The Melito Glor Command – New People’s Army Southern Tagalog strongly condemns Rodrigo Duterte’s vulgar, unethical and immoral statement where he urged that female guerillas “must be shot in their private parts once captured”.

According to Jaime “Ka Diego” Padilla, spokesperson of MGC – NPA ST, “His series of statements against women even before his statement regarding our female red fighters are irresponsible sexist remarks unbecoming of a leader.”

Duterte previously stated that he will allow his soldiers to repeatedly rape women during the implementation of Martial Law in Mindanao.

Comrade Kathryn, a female red fighter of the said command also condemned his statement.

“He is a deranged president who is ignorant of women’s role in the society, further proving his incompetence in office,” Comrade Kathryn added.

MGC – NPA ST also expressed concern that more women in the countryside will be victims of sexual violence and abuses by the mercenary Armed Forces of the Philippines, Philippine National Police and other paramilitary groups in the conduct of their military operations.

Ka Diego said, “His statement gives further license to military, police and paramilitaries to conduct heinous crimes and sexual violations against militant Filipino women in the countryside in an attempt to suppress their revolutionary sentiments.”

Ka Diego explained that human rights violations and sexual abuses against women will continue under Duterte’s fascist and tyrannical rule and the rotten system in the country.

“Men and women alike should stand together to fight the atrocities of the US-Duterte regime and forward their struggle to overthrow and end the fascist and tyrannical US-Duterte regime,” Ka Diego concluded.

COTABATO CITY. FEBRUARY 15, 2018. The Consortium of Bangsamoro Civil Society Organization will hold a three days Bangsamoro CSO leaders Peace Summit from February 17 - 20, 2018 at Mindanao State University Main Campus, Marawi City.
The theme of the peace summit is, " Promoting Peace, Preventing Extremism thru the passage of the Bangsamoro Basic Law (BBL).

The holding of the activity is supported by the United Nation Development Programme (UNDP) in coordination with Institute of Peace and development in Mindanao ( IPDM), Mindanao State University relative to their peace program.

The holding of peace summit is to validate the output of the previous two regional consultation - dialogues among Bangsamoro CSO leaders.

Participants will come from the provinces of Maguindanao, North Cotabato, Davao, South Cotabato, Sarangani, Sultan Kudarat, Lanao Sur and Lanao Norte, Zamboanga Peninsula, Basilan, Sulu and Tawi-tawi and the cities of Cotabato, Marawi, General Santos, Davao, Zamboanga, and Lamitan.

It is expected that participants will urge congress to fast track the passage of BBL to finally end bloodshed, and frustrations of the Moro people due to the bad fate suffered by the previous BBL.

One feature of the activity is a solidarity walk for peace as a gesture of the CSO's sympathy to the plight of the victims of violence in the Marawi siege, and will involve the local population, youth, women, and local leaders.

If permitted by the security sector, the participants will make a brief visit to the " ground zero " to see the ugly face of war, and violence, and to provide them the moral strength to work hard for peace.     
The summit will end by the issuance of declarations related to the BBL, and violent extremism, and holding of a press conference.

Women belong to one of the most vulnerable sectors in the society hence this causes them weak in terms of countering different degrees of environmental influences.

During February, as famously quoted as month of valentine, women become more exposed to being preyed on as subject of doing immoral acts such as rape, fornication, and adultery.

In view of this problem, a creatively organized Islamic symposium entitled “All Rights Reserved 2018” was organized by Union of Muslim Youth Organizations (UMYO) on 11 February 2018 to gather more than 500 Bangsamoro Women at Shariff Kabunsuan Cultural Complex, Cotabato City to be inspired and motivated on becoming tough, and resilient on countering societal problems that dishonor the true value of Bangsamoro Women.

Love in Islam, is not only defined by lust, and physical desires thus, Muslim Women were obliged to cover their bodies because they deserve not only to be loved but to be highly respected and honored too. The whole world is a provision, and the best of the world’s provision is a pious woman, as quoted from the beautiful Hadith (saying) of the Prophet Muhammad (peace and blessings be upon him).

From the very beginning, the Noble Qur’an teaches the believing men and women to lower their gaze and guard their private parts. It is a must to behave modestly at all times. Muslims are highly encouraged to enter into lawful marriage in order to escape from engaging into fornication, adultery, and other forms of immorality.

Spirituality is one of the main ingredients of having a peaceful and meaningful Bangsamoro Society that is most visibly represented by women who wear proper Hijab (Islamic modest dress) and behave modestly. Hence, it is vital for the Bangsamoro Women to behave appropriately in order to become agents of change and transformation, being the bringers of future generations and flag bearers of Islam.

The passage of the Bangsamoro Basic Law (BBL) and its eventual ratification will redound to a more peaceful Mindanao as this will address the root causes of the armed conflict, Lt. Gen. Carlito Galvez Jr., Commanding General of Western Mindanao Command (WESTMINCOM), said in a statement.
In an article posted on Peace.Gov.Ph, the Official website of the Office of the Presidential Adviser on the Peace Process (OPAPP), Gen. Galvez noted the provisions of the BBL addresses the underlying factors that breed terrorism in southern Philippines.

“The enactment of the BBL will significantly help in lowering the threat of extremism and terrorism, particularly the Abu-Sayyaf,” Galvez added as quoted by Peace.Gov.Ph.

Gen Galvez is overseeing the government’s campaign against terrorist groups in the island.

He said the terror groups will now find it hard to recruit new members, and carry out attacks, since the implementation of the BBL answers the “issues” of the Bangsamoro people.

“Right now, the terror groups are trying to change the narrative of the conflict in Mindanao,” he said, adding that the extremists are taking advantage of the frustrations of the Bangsamoro people to join in their violent movement.

Galvez said the military fully supports the Duterte administration’s peace agenda, particularly the implementation of the peace agreements the government has signed with the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF).

He earlier noted, “The outcome of the peace process has a direct correlation with our problem on terrorism.”

“We have a problem on terrorism. We experienced terrorism since 1991. Kaya sana habang we are discussing the BBL, let’s free Basilan and other areas in ARMM (Autonomous Region in Muslim Mindanao) from terrorism,” he said.

Meanwhile at the House of Senate, Senate President Aquilino Pimentel, Jr. said the senators have a “solid” support to enact the bill.

 The Department of National Defense (DND) has issued a notice to Canadian Commercial Corporation (CCC) terminating the contract for the supply and delivery of sixteen (16) units of Bell 412 Combat Utility Helicopters for the Philippine Air Force.

This is in compliance with the directive of President Rodrigo Roa Duterte, and pursuant to the Government Procurement Law (RA 9184) which authorizes contract termination for the convenience of the government.

The termination was precipitated by the review ordered by the Canadian government on the implementation of the signed Contract Agreement between the DND and CCC.

While the combat utility helicopters being purchased are primarily for the purpose of transporting personnel and supplies, the Department believes that it does not owe the Canadian government any justification for an outright purchase of equipment from a privately-owned company.

The Department will continue to pursue the modernization program, and will look into procuring the combat utility helicopters from other countries in lieu of the Bell 412. DND PAS / MCAG

JOLO, Sulu (DWDD) – Local officials and residents of Pata, Sulu surrendered 20 more high-powered firearms and war materials to the Joint Task Force Sulu on February 9.



Voluntarily surrendered were four M16 rifles, an M653, a Bar for Caliber .30, 13 Garand rifles, a Sig 7.62, and rounds and magazines of various calibers.

The firearms and war materials were turned over by the municipal and local officials and the residents to Brigadier General Cirilito Sobejana, the JTF Sulu commander, at the detachment of the 31st Marine Company in Barangay Simbangon, Pata, Sulu at 10:05am last Friday.

”This was a result of the relentless efforts of our forces in the campaign against loose firearms to pave the way for peace and progress in the province of Sulu,” said Brigadier General Sobejana.



On February 2, Pata Island Mayor Anton Burahan and some barangay officials surrendered a cache of weapons and ammunition, consisting of three 81MM Mortar tubes, a 90 RR crew-served weapon, a barrel of Caliber .50 MG, four M16 rifles, three M14 rifles, five Garand rifles, an M79 Grenade Launcher, and a hundred rounds of ammunition.

The surrender came following a successful combat operation launched by the Philippine Fleet Marine Ready Force Sulu that yielded to the discovery of an arms cache in Barangay Pisak Pisak, Pata Island on January 31.



“We are intensifying our intelligence and combat operations to monitor and gather loose firearms in line with the President’s directive to immediately confiscate all unlicensed firearms including that of soldiers and policemen,” said Lieutenant General Carlito G. Galvez, Jr., commander of the Western Mindanao Command.

“As we sustain our momentum, we encourage all those who have a stake in the future of Sulu to take steps against terrorism and support our campaign to remove all tools and implements for violent extremism.”



In a span of 10 days, 48 firearms were already seized from Pata Island, Sulu. Of this number, one was recovered in Barangay Pisak Pisak, Pata Island, Sulu last January 31; 18 firearms were surrendered by Pata Island Mayor last February 2; nine firearms from Barangays Niyog-Niyog, Kayawan and Kanjarang were surrendered last February 5; and another 20 firearms were yielded on February 9.

“This indicates that our campaign is on the right track. We are happy that our strategy of diplomatic mentoring is working among the different areas of the WestMinCom.”



“We are looking for more positive results under the prudent and effective implementation of Martial Law in Western Mindanao.”

“I would like the people to know that their armed forces, through the WestMinCom, are dead serious in removing all the vehicles of violence all over the region. ZAMBOANGA CITY (DWDD) – LTC Rolando P Gomez INF (GSC) PA, Commanding Officer together with 1LT Romeo G Gumiran (INF) PA, CO ‘Alpha’ Company and Staff Officers of this unit visited CAFGU Active Auxillairy Detachments at Sitio Simariki, Brgy Talon-talon and Sta. Cruz Island, Brgy Sta. Barbara, both of Zamboanga City.

The visit aimed to check their combat readiness, capabilities, camp defense, and morale and welfare. It also aimed to brief them about the present security situation and the Community Support Programs (CSP) which the Battalion intends to do this year.

CAMP GONZALO SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao (DWDD) – The 6th Infantry Division of the Philippine Army welcomed the 370 new breed of soldiers who completed their training last Sunday, February 11, 2018, at 6th Division Training School in Brgy Semba, Datu Odin Sinsuat, Maguindanao.

 

The 285 new soldiers belonged to Class 457-2017 “Masilag” and the other 85 are members of Class 481-2017 “Kamandag” who belonged to the Indigenous Peoples (IPs) group to be deployed at 10th Infantry Division based in Davao Province.

The graduates took oath last October 14, 2017 and underwent 4-month training on Basic Military Training and Jungle Warfare Mountain Operations Course.

603rd Brigade Commander Brig Gen Jesus B. Sarsagat, the guest of honor and speaker, congratulated the new soldiers for finishing their purposive training that taught them to survive the challenges ahead of their military careers.

 

Maj Gen Arnel B. Dela Vega, Commander of 6th Infantry Division, urged the graduates to instill discipline and respect for authority all throughout their military life as these are essentially important in the life of a soldier.

The group came from the different municipalities in the provinces of Mindanao who had undergone complete screening and pre-entry process since last year. They were all natural-born Filipino citizens, at least 18-26 years old, college graduate or with at least 72 units in college or with any certification of vocational courses, at least 5 feet tall, single without a child, and of good moral character. 6DPAO / MCAG
