CPP/Ang Bayan: 22 aktibista, iligal na inaresto

Hindi bababa sa 22 aktibista ang inaresto ng mga pwersa ng estado nitong nakaraang mga linggo lamang.

Noong Nobyembre 29, siyam na myembro ng fact-finding mission na patungo sa Barangay Utod, Nasugbu, Batangas ang hinarang at iligal na inaresto ng mga elemento ng 730th Combat Group at ng mga pulis ng Batangas noong gabi ng Nobyembre 20 sa paratang na mga myembro sila ng BHB. Kinilala ang mga ito na sina Leonardo delos Reyes, Josefino Castillano, Carlos Sanoza, Peping Sacdalan, Robert Hernandez, Jocelyn Cabadin, Jenelyn Bayani, Orlan Cabadin at Anthony Banaga. Ang mga hinuli ay pawang mga myembro ng mga organisasyong magsasakang Habagat at Samahan ng Pinagkaisang Damdamin ng Barangay Quisumbing. Papunta sila sa Barangay Utod para imonitor ang mga paglabag ng AFP sa mga karapatan ng sibilyan matapos ang sagupaan ng mga yunit ng BHB at AFP sa lugar.

Noong Nobyembre 13, iligal na inaresto ng mga sundalo ng 86th IB ang mga sibilyan na sina Oliver Molina at Robert Dalupang sa Barangay Diasan, Echague, Isabela matapos magkaroon ng labanan sa pagitan ng BHB at AFP sa katabing barangay. Ikinulong sila sa kampo ng 86th IB at hindi pinayagan ng mga sundalo na makausap ng mga kamag-anak at myembro ng Dagami at Karapatan-Cagayan Valley.

Sa Eastern Samar, inaresto ng 87th IB ang lider ng Tag-alag Farmers and Fisherfolk Association na si Carlito Badillo, 41, sa harap ng Osmena National High School sa Tag-alag, Marabut noong Nobyembre 10. Sinampahan siya ng kasong rebelyon at illegal possession of explosives. Ayon kay Badillo, sapilitan siyang isinama at pinahirapan habang inaakusang kasapi ng BHB. Pinapipirma rin siya ng papel na hindi niya alam kung anong nakasulat.

Sa Oriental Mindoro nang parehong araw, dinakip ng mga operatiba ng 203rd Bde ang manggagawang pangkalusugan na si Emelia Marquez, 29, sa Medical Mission Group Hospital sa Calapan City habang nagbabantay sa kanyang maysakit na sanggol. Kabilang si Marquez sa Morong 43 na iligal na ikinulong noong Pebrero 2010 at napalaya noong Disyembre ng parehong taon.

Noon ding Nobyembre 10, apat na myembro naman ng organisasyong Lumad na KASILO ang iligal na inaresto ng mga tropa ng 58th lB sa Sityo Gamot, Barangay Sta. Filomena, Quezon, Bukidnon. Dinakip at inakusahan sina Asilan Batao, Dodong Lampasan, Henry Lacubay at Leo Pangcat na mga tagasuporta ng BHB. Hindi sila nadala ng mga sundalo sa kanilang kampo dahil sa paggigiit ng kanilang kababaryo na sasamahan nilang lahat ang apat na inaresto.

Bago nito, inaresto ng pinagsamang tropa ng PNP at AFP noong Nobyembre 9 sa Barangay Palaminya, Oslob, Cebu, si Rustico Tan, isang dating pari ng Missionaries of the Sacred Heart of Jesus (MSC). Sa edad niyang 76, nagsasagawa si Tan ng organic farming sa Oslob. Naging negosyador siya ng National Democratic Front of the Philippines sa usapang pangkapayapaan mula 1986 hanggang 1987. Bago nito, inaresto rin ang dalawang magsasaka sa sakahan ni Tan na sina Lopito Paquigbao at Eddie Cullamat. Dinala sila sa AFP Central Command sa Camp Lapu-Lapu, Cebu City. Ihinarap siya sa korte nitong Nobyembre 21 sa gawa-gawang kaso ng pagpatay.

Noon namang Oktubre 19, inaresto ng pinagsanib na pwersa ng PNP-CIDG at ISAFP si Jeremy Ang, kumbenor at senior consultant ng Assert Socio-economic Initiatives Network of the Philippines (ASCENT), at ang kanyang katrabaho na si Rita Espinoza sa Kabankalan, Negros Occidental. Walang ipinakitang mandamyento de aresto sa kanila at hindi sila ipinakita sa kanilang mga abugado hanggang sa pangalawang araw. Sa ngayon, iligal silang nakadetine sa Camp Crame sa Quezon City.

Sa Negros Occidental, binaril noong Nobyembre 8 ng apat na nakabonet na lalaki ang kasapi ng Kilusang Magbubukid ng Pilipinas na si Webby Argabio sa Kabangkalan City habang nanonood ng mga naglalaro sa Purok Mahogani Abtao, Barangay Tapi, ng naturang syudad.

Samantala, nitong Nobyembre 18, pinatay ng mga elemento ng militar si Dondon Bartolaba, residente ng Sityo Palo 7, Brgy. Tomanding, Arakan, Cotabato.

Bago nito, natagpuang patay ng kanyang mga kamag-anak at kababaryo si Arnel Otacan, 33, kasapi ng organisasyong magsasaka na Nigkasinabot Koy Mag-uuma Tu Boston, sa Davao del Norte noong Oktubre 29. Tadtad ng bala ang kanyang bangkay at basag ang kanyang mga tuhod at braso. Bago nito ay makailang beses na siyang pinuntahan at ininteroga ng mga ahente ng intelidyens ng 67th IB.

Sa Capiz, ininteroga at tinakot ng militar ang dalawang magsasaka at kasama nilang menor-de-edad sa pagitan ng Barangay Tacayan at Lahug, bayan ng Tapaz noong Nobyembre 5. Galing sa pagdeliber ng produktong saging sina Mario Aguirre, ang kanyang bayaw at anak nang harangin sila sa daan ng isang iskwad ng nakasuot-sibilyang sundalo. Ang pananakot ay kaugnay ng pakikibaka ng mga katutubong Tumandok laban sa planong malaking dam sa Ilog ng Pan-ay na maglulubog ng 12 baryo. Bago nito, may nauna pang katulad na insidente ng pananakot sa nakaraang linggo sa baryo din ng Lahug.

Sa Samar, kinumpronta ng mga kasapi ng Alyansa san mga Parag-uma Kontra-kagutom san Las Navasnon (APKLAS), kasama ang Katungod Northern Samar, ang mga yunit ng 20th IB para paalisin sa kanilang baryo noong Nobyembre 6. Nagkakampo ang mga sundalo sa Barangay San Miguel at iba pang baryo sa Las Navas, labag sa International Humanitarian Law.

Samantala, ilang beses na minortar ng sundalo ng 24th IB ang bundok sa Daguioman, Abra. Tumama ang mortar malapit sa isang kubo ng magsasakang Itneg sa Barangay Ableg noong Nobyembre 10.

CPP/Ang Bayan: Mga armadong aksyon ng BHB sa Mindanao at Luzon

HINDI BABABA sa 14 na armadong aksyon ang iniulat ng iba’t ibang yunit ng BHB sa Ang Bayan nitong nakaraang mga linggo.

North Central Mindanao. Tinambangan ng BHB-NCMR sa ilalim ng Mt. Kitanglad Subregional Command ang sasakyan ng PNP na may lulang mga pulis habang binabaybay nito ang Kilometer 28 Highway sa Tikalaan, Talakag, Bukidnon noong Nobyembre 9. Isang pulis ang napatay at apat ang nasugatan. Sa hindi inaasahang pangyayari, aksidenteng nadamay ang mga sibilyan na nakasakay sa isang Toyota Fortuner na sumusunod sa sasakyan ng pulis. Tinamaan ang isang apat-na-buwang sanggol habang sugatan ang ina nito at isa pa nilang kasama. Inako ng BHB at PKP ang responsibilidad sa aksidente at taimtim na humingi ng patawad sa pamilya ng mga biktima.

Matapos nito, hinaras ng mga Pulang mandirigma ang nagrespondeng mga pulis sa Kilometer 23 sa parehong barangay noong Nobyembre 10.

Noong Nobyembre 12, dalawang KM450 trak ng Division Reconnaissance Coy at 8th IB ang pinasabugan ng isang tim ng South Central Bukidnon Subregional Command sa Barangay Salawagan, Quezon, Bukidnon.

Sa parehong araw, alas 11:00 ng umaga, nagsagawa ng tsekpoynt ang isang yunit sa ilalim ng Mt. Kitanglad Subregional Command sa Sityo Malagsim, Barangay Rogogon, Iligan City. Dumaan sa naturang tsekpoynt ang isang motorsiklong may lulang tatlong sundalo na pinahinto ng mga Pulang mandirigma. Pero sa halip na huminto, pinutukan ng mga sundalo ang BHB, kaya’t gumanti ang huli. Patay ang isang sundalo at sugatan ang isa niyang kasama.

Northeastern Mindanao. Ganap na ala 1:30 ng hapon noong Nobyembre 13, hinuli ng mga kasapi ng BHB-NEMR sina Police Officer 2 (PO2) John Paul Doverte at PO2 Alfredo Degamon sa Barangay Bad-as, Placer, Surigao del Norte dahil sa kanilang pangingikil at pagbebenta ng iligal na droga.

Noong Nobyembre 9, inambus ng BHB ang isang kolum ng Special Forces Battalion (SFB) sa Sityo Bakilawan, Bayugan City, Agusan del Sur. Sa sumunod na araw, muli silang inambus ng BHB at tumagal ng dalawang oras ang labanan. Isang Pulang mandirigma ang namartir, habang hindi mabilang ang kaswalti ng kaaway.

Nireyd naman ng mga Pulang mandirigma noong Nobyembre 8 ang mga nag-ooperasyong tropa ng SFB sa San Roque, Kitcharao, Agusan del Norte. Napatay rito si 2nd Lt. Maurice Salavia Caballero at isa pang sundalo.

Noong Nobyembre 7, hinaras ng BHB ang isang kolum ng SFB at mga pwersa ng Bagani Force. Bilang ganti, nagpadala ng aerial support ang AFP. Ilang sundalo at paramilitar ang napatay, kabilang ang paramilitar na si Marcos Belandres, isa sa mga nagmasaker sa mga lider-Lumad sa paaralang Alcadev noong 2015. Marami ang sugatan sa AFP.

Noong Nobyembre 6, inambus ng mga Pulang mandirigma ang mga elemento ng CAFGU sa Sityo Logdeck, Brgy. San Isidro, Lianga, Surigao del Sur. Nasamsam nila ang dalawang M16, isang garan at isang karbin. Tatlong CAFGU ang napatay at isa ang sugatan.

Ilocos-Cordillera. Noong Nobyembre 18, hinaras ng isang yunit ng BHB-Abra (Saulo Lumadao Front) ang mga nag-ooperasyong yunit ng 24th IB, alas-5:10 ng hapon, sa Barangay Danac, Boliney, Abra.

Hinaras naman ng isang yunit ng BHB-Ilocos Sur (Benguet-Abra-Mountain Province-Ilocos Sur Command) ang mga sundalo ng 81st IB sa Barangay Patiacan noong Oktubre 15. Nagresulta ang operasyon sa pagkamatay ng isang sundalo at pagkasugat ng isa pa. Una na nilang pinaputukan ang naturang yunit sa Barangay Patungcaleo noong Oktubre 9.

Inokupa ng mga pinagsanib na pwersa ng 81st IB, RPSB ng PNP at CAFGU ang mga barangay ng Lamag, Patungcaleo, Patiacan at Legleg sa Quirino, Ilocos Sur mula Setyembre.

Ang pagbira sa mga tropa ng Community Support Program Team sa Patungcaleo at Patiacan ay bahagi ng suporta ng BHB sa paglaban ng mamamayan ng Quirino at Cervantes sa mga mapandambong na kumpanya ng minahan at sa mga pasistang tropa ng mga sundalo at kapulisan.

Noon namang Nobyembre 12, tinambangan ng mga Pulang mandirigma ng BHB-Abra (Agustin Begnalen Command) ang mga sundalo ng 24th IB sa pagitan ng Barangay Beew at Kili, sa bayan ng Tubo, Abra. Tatlong sundalo ang nasugatan.

Sa sumunod na araw, Nobyembre 13, pinuntirya ng isang yunit ng BHB ang dalawang helikopter at diniskaril ang pagbababa ng mga ito ng suplay para sa mga tropang nag-ooperasyon sa lugar.

Ang mga aksyong militar na ito ay nagsisilbing babala sa mga planong pangangamkam at pagpasok ng mga makadayuhang proyekto sa ilalim ng “Dutertenomics”. Ang mga bayan ng Tubo, Manabo, Luba, Boliney, Bucloc, Daguioman, Sallapadan, at Licuan-Baay ay planong pasukin ng proyektong Pan Pacific Renewable Power Philippine Corp. para sa proyektong geothermal energy na sasaklaw sa 49,000 ektaryang lupaing ninuno ng mamamayang Tingguian.

Bicol. Inambus ng isang yunit sa ilalim ng BHB-Masbate (Jose Rapsing Command) ang grupo ng Provincial Operation for Socio Economic Development Against Crime (POSDAC) noong Oktubre 31 dahil sa kontra-mamamayang mga aktibidad nito. Nakumpiska ng BHB ang isang M16, isang kalibre .357 na pistola at mga bala.

Maraming kasong kriminal laban sa POSDAC ang nakasampa sa hukumang bayan, kabilang ang pangingikil sa maliliit na mangingisda. Kapag hindi makapagbigay ng halagang hinihingi ng POSDAC, kinukuha nito ang mga bangka ng mga mangingisda, at kung hindi matubos ay sinusunog. Sa isang pagkakataon, maging ang reserbang elisi, 870 litrong krudo, 14 na banyera, halagang P8,000 at mga selpon ay kinuha ng POSDAC.

CPP/Ang Bayan: Buong lakas na biguin ang bantang pagpapahaba ng batas military

Masyadong halata na ang pakanang ekstensyon ng batas militar ang nasa likod ng banta ni Duterte kamakailan lamang na ituturing na umano niyang terorista at simpleng kriminal ang BHB, at magka-crackdown siya sa hayag na progresibong kilusan. Nauubos na nga naman ang mga hinahabing dahilan para sa batas militar sa Mindanao, lalupa’t matagal nang naglaho ang tinaguriang banta ng Maute/ISIS, at wala namang kumakagat sa kwento na kumalat na ang ISIS sa buong Mindanao.

Bistado na si Duterte sa kanyang pasistang mga buladas at kilos, kahit ang paggamit sa gasgas na dahilang sabwatan ng progresibong mga pwersa sa BHB, upang patuloy na yumukod sa kagustuhan ng matataas na upisyal ng armadong pwersang kontrolado ng US. Nagsasawa na ang mamamayan na palagi niyang ginagawang atrasan ang iba’t ibang anyo ng pagmumura at pagbabanta. Ngayon, ipinangalandakan pa niya ang kanyang among US, sa paglalagay ng BHB at PKP bilang mga terorista same as America” (tulad ng turing ng America.) Lumakas ang loob niya sa katatapos pa lamang na pag-apruba ni Trump sa kanyang militaristang paghahari, kaya determinado siya sa pag-alis ng lahat ng oposisyon, ligal at hindi. Kilala ng mamamayan ang tunay na mukha ng mga pagbabantang ito laban sa rebolusyonaryo at progresibong mga pwersa: ang pagtanggal sa pinakamalakas at matatag na sumasalungat sa pasistang paghahari, pagpapatahimik sa mga tumututol sa kanyang kontra-mamamayan at maka-imperyalistang mga patakaran at lalong patagalin ang pag-upo sa kapangyarihan sa pamamagitan ng solong paghahari.

Kung tutuusin, ni hindi na niya kailangang magbanta. Sa mando niya mismo, matagal nang nagsasagawa ng todong-gera ang AFP mula pa noong Pebrero hindi lamang laban sa rebolusyonaryong kilusan kundi laluna sa mga sibilyang komunidad na pinaghihinalaang sumusuporta sa BHB. Sinundan pa niya ito ng utos sa AFP na patagin ang bundok sa pinaghihinalaang mga baseng lugar ng BHB, at matapos nito’y tuluyang pinatag ang Marawi City sa kanyang deklarasyong batas militar sa Mindanao. Paulit-ulit na niyang inianunsyo na itututok niya ang lakas militar ng AFP laban sa BHB oras na matapos niya ang Marawi. Mula nang maupo sa kapangyarihan, dinagdagan niya ang arsenal ng AFP ng mas maraming baril, bomba at eroplanong pandigma.

Ang kanyang mga gera ng kamatayan at pangwawasak ay nag-udyok ng pambobomba mula sa himpapawid, panganganyon, istraping, pulitikal at ekstrahudisyal na pamamaslang, iligal na pang-aaresto at pagkulong, na nagresulta sa libu-libong mamamayang nadisloka, bilyun-bilyong halaga ng nasirang ari-arian, at maramihang paglabag sa karapatang tao. Pinukaw nito ang paparaming bilang ng mamamayan na lumahok sa mga protesta at itinulak ang maraming aktibista na sumali sa rebolusyonaryong pakikibaka.

Matagal na at papalala rin ang dati nang pagturing ng reaksyunaryong estado na kriminal ang pulitikal na pagtutol kayat sinasampahan ng gawa-gawang mga kasong kriminal ang mga rebolusyonaryo at progresibo at kinukulong sila ng matagalan. Dumarami ang iligal na pag-aaresto ng mga sibilyan at aktibista, laluna sa pagkakatatag ng IACLA ni Duterte. Halos 500 bilanggong pulitikal ang patuloy na nagdurusa sa mga kulungan sa iba’t ibang bahagi ng bayan sa kabila ng mga pangako ng amnestiya.

Mali ang akala ni Duterte na basta na lamang susuko ang rebolusyonaryong kilusan sa harap ng kanyang mga ngasngas. Maling akala ring matatakot ang hayag na progresibong kilusan sa kanyang banta ng crackdown at maramihang pang-aaresto. Tututulan ito ng mamamayan tulad ng malakas na pagtutol nila sa dating planong pagpapataw ng batas militar sa buong bayan.

Sa harap ng banta ng batas militar o anumang anyo ng lantarang pasistang paghahari, dapat patuloy na magpalakas ng sarili ang demokratikong kilusang masa sa pamamagitan ng pagmumulat, pag-oorganisa at pagsasagawa ng militanteng mga mobilisasyon. Dapat ding palakasin ang lihim na pagkilos at ang iba’t ibang rebolusyonaryong organisasyon sa kilusang lihim upang magsilbing bag-as ng kilusang masa sa kalunsuran. Nakahandang maging kanlungan ang mga sonang gerilya para sa mga aktibistang target ng pulitikal na pamamaslang.

Kasabay nito, ang mga rebolusyonaryong pwersa ay dapat magpatuloy sa pagpapalawak at pagbawi ng mga sonang gerilya, pagtatayo ng mga organisasyong masa, komite at mga organo ng kapangyarihang pampulitika sa mga rebolusyonaryong base, magpaunlad ng rebolusyong agraryo, at iba pang mga kilos masa para sa benepisyo ng mamamayan. Turuan ang rebolusyonaryong masa ng organisadong pagharap sa mga pambobomba at malawakang militarisasyon sa kanayunan.

Dapat harapin ng Bagong Hukbong Bayan ang tumitinding mga atake ng pasistang pwersa sa pamamagitan ng patuloy na pagpaparami ng rekrutment at treyning, at paglulunsad ng paparami at papalaking mga taktikal na opensiba.

Hindi manghihinawa ang mamamayan sa pagtutol at pagbaka sa lahat ng pakana ng rehimeng US-Duterte na isailalim ang buong bansa sa lantarang diktadurang paghahari.

PRESIDENTIAL spokesman Harry Roque yesterday said left-leaning officials  remain in their posts despite the order of President Duterte to terminate the peace negotiations with the Communist Party of the Philippines-New People’s Army-National Democratic Front of the Philippines (CPP-NPA-NDFP).

“For as long as they are remaining in their posts, they enjoy the trust and confidence of the President. When they go, then obviously the President had ceased to have trust and confidence in them. All presidential appointees hold office at the pleasure of the President,” Roque said.

Among the known left-leaning Duterte appointees are National Anti-Poverty Commission lead convenor Liza Maza, Presidential Commission for the Urban Poor chairman Terry Ridon and Labor Undersecretary Joel Maglunsod.

Maza and Ridon were partylist representatives of Gabriela Women’s Party and the Kabataan Partylist, respectively, while Maglunsod was a member of Anakpawis before joining the Duterte administration.

The President also previously appointed Social Welfare Secretary Judy Taguiwalo and former Agrarian Reform Secretary Rafael Mariano, but their appointments were rejected by the Commission on Appointments.

Duterte last week terminated the peace talks with the communist rebels following their continued attacks against government troops. He later mentioned that the communists wanted a coalition government with his administration, which he said he does not agree with.

Roque reiterated that formal talks with CPP-NPA-NDFP are terminated “permanent(ly) for now.”

“But we can never tell. Because remember, the Senate also said that they will be a bridge to back-door negotiations. But for now, it is closed. The door has been closed, until the NPA has shown sincerity that it really is desiring long-term peace,” he said.

He added that the decision of the national government, however, does not prevent local government units from pursuing “localized” talks similar to what Davao City Mayor and presidential daughter Sara Duterte-Carpio is doing.

Carpio, prior to the termination of talks, had said she wanted to pursue negotiations at the local level.

Roque reiterated that the President has always maintained close relations with the Reds when he was still Davao City mayor, and had even walked the extra mile to pursue peace with them after becoming president.

He said Duterte “feels betrayed” after the NPA continued its attacks despite ongoing peace efforts. He said the attacks show insincerity and are an act of betrayal and treachery.

Roque said Duterte is aware of the problems that the left is fighting for, and the administration is trying its best to address them.

 He also branded as foul the Reds’ tagging of Duterte as a “political swindler.”

The Moro Islamic Liberation Front (MILF) is confident that the administration will treat differently its clamor to reach the culmination of their peace deal, even as President Rodrigo Duterte formally terminated its peace talks with another party, the National Democratic Front (NDF).

Mohagher Iqbal, MILF peace implementing panel chairman, said the government’s peace dealings with the MILF comes from another point in ideological terms.

“For us, what we’re asking is political settlement. We don’t care about the system of government. We don’t care who is running the government,” Iqbal told reporters at the EM Manor here Sunday night, November 26.

The MILF looks forward to the passing of the Bangsamoro Basic Law (BBL), a law which would pave way to mount the Bangsamoro entity, a culmination of a peace deal between the two parties.

And for Iqbal, what the NDF is asking for is not the same as the MILF’s demands.

“Because for them, ideologically, what they’re asking for is communism. There is no meeting point [with capitalism]. And the traditional way to change the system is to replace the government. So that cannot be possible. There can be no possible compromise,” he said.

Duterte on Thursday, November 23, formally terminated its peace negotiations with communists, citing the death of a 4-month-old baby in an ambush by the New People’s Army in Bukidnon as one of the major reasons that pushed him to do so.

Following that, he called on NDF consultants who were granted temporary liberty to surrender “or face again punitive actions.”

Asked whether the MILF is monitoring the progress of the government’s negotiation of peace with the communists, Iqbal said: “It’s very simple to worry about.”

The leaders of the MILF are expected to meet the President in the Bangsamoro Assembly on Monday, November 27 at the Old Provincial Capitol in Barangay Simuay, in the Maguindanao town of Sultan Kudarat. Some 500,000 people are expected to attend the said assembly, which was previously set November 3 and 4.

Duterte, according to the Bangsamoro Transition Commision, will be the guest of honor and speaker in the event which was organized as one of the mandates of the Bangsamoro Transition Commission, a body tasked to draft the BBL.

“We have nothing to ask for as statements of authority are concerned,” Iqbal said of the BBL.

President Rodrigo Duterte Monday, November 27, vowed he would ensure the passage of the long-stalled Bangsamoro Basic Law (BBL) that would create an expanded Autonomous Region in Mindanao (ARMM), with one condition.

"It must be inclusive. No one should be left out," Duterte told the crowd attending the Bangsamoro Assembly at Maguindanao's old provincial capitol in Sultan Kudarat town here.

This means, he said, government engages not only the Moro Islamic Liberation Front (MILF) – the only party that the past administration negotiated with – but also the Moro National Liberation Front (MNLF) and the non-Muslim indigenous peoples within the ARMM.

The President also shot down the prospects of secession. The expanded Bangsamoro entity, he said, would also mean the region will remain part of the Philippines.

"One republic. No condition. Govenrment must be the sole authority, and we desire it. You'll have the elected leaders. Whether you like it or not you must have representatives in Congress," said Duterte.

Duterte was guest of honor at the event, where he stressed that the administration is doing its best to achieve progress in its peace negotiations with the Moro people.

The President said he would ask Congress to provide him and the rest of the parties involved in the crafting the BBL time to discuss how they could meet halfway.

MILF Chairman Murad Ebrahim welcomed Duterte's plan "We are very open to that. We also engage other Bangsamoro groups, including stakeholders," Ebrahim told a press conference after the event.

However, Ebrahim noted that in the MILF's last communication with the MNLF, the party's founder Nur Misuari was no longer taking part in the lobby for a Bangsamoro entity.

He told reporters Misuari is instead focusing on MNLF's support for a shift to federal system of government.

"That helps, though, because that will reduce complication. They will no longer push for their version [of the BBL]," said Ebrahim.

Last September, the President gave assurances to the MILF leaders that the passage of the BBL remains a priority of his administration.

The MILF has taken the stand that before the Duterte government even discuss the proposal to shift to federalism, it should first ensure the passage of the Bangsamoro Basic Law.

The Navy added that its representatives accorded the visiting navy a welcome ceremony upon arrival followed by a port briefing related to health and security aboard JS ÅŒnami.

Australian warships visit Cebu

Royal Australian Navy (RAN) Armidale-class patrol vessels Her Majesty Australian Ship (HMAS) Larrakia and HMAS Maitland conducted a visit to Philippine Navy Naval Forces Central in Cebu on November 22.

The visit was for logistic fill up and crew respite before resuming joint patrols with Philippine Navy assets in Sulu Sea, Naval Forces Central said.

The Australian warships departed Naval Forces Central on November 26.



The said Australian warships are in the Philippines for Combined Philippine Navy-Royal Australian Navy Maritime Security Engagement which started November 10 and scheduled to end December 1.

Activities for the said engagement include series of meeting procedures and planning/coordination for the conduct of the combined patrols in Philippine Navy’s Naval Forces Western Mindanao Area of Responsibility.

Presidential Spokesperson Harry Roque said during November 27 press briefing in Malacañang that President Rodrigo Duterte may already has a shopping list for of equipment for the Armed Forces of the Philippines (AFP).

“Nabigay na kasi ng Russia at saka ng Tsina iyong mga baril, nagamit na nga po. Pero after we received it for free, the President said I will but next time,” Roque said.

“And I think he already has a shopping list that is why he already had a closed door conference with DBM Secretary and the Armed Forces of the Philippines,” he added.

President Duterte met with his Cabinet officials to discuss updates on the AFP procurement projects on November 23.

“He needed more firearms, he needed more helicopters, attack helicopters, he needed more planes, he needed night vision equipment. So he has a whole list of inventory that he needs to procure from these allies,” Roque said.

When asked where the Philippines may possibly procure military equipment, Roque said new rifles may come from China or Russia.

“Ang problema po kasi iyong mga Amerikano ayaw tayong pagbentahan. Di ba po nagkaroon ng resolution iyong Kongreso kaya hindi natuloy iyong pagbili natin ng Armalites. So wala tayong choice kung hindi bumili sa China at saka sa Russia,” he said.

“We were ready to buy armalites from the United States, but they were prohibited by the US Congress from selling to us. But we will buy where we can,” he added.

Demonstrating the growing military relations with the Philippines, a Japanese anti-submarine destroyer, the JS Onami (DD-111) arrived at Pier 15, South Harbor, Manila Sunday.

“The visit aims to strengthen the strong relationship between the PN and JMSDF. It will further enhance and sustain the promotion of peace, stability, and maritime cooperation within the region,” Philippine Navy (PN) spokesperson Captain Lued Lincuna said in a statement.

Captain Lincuna said the arrival of the 4,650-ton JS Onami marks the third time Japan Maritime Self Defense Force (JMSDF) vessels visited the country for this year alone.

Lincuna was referring to the visit of the Japanese helicopter carrier, the JS Izumo (DDH-183) and the guided missile destroyer JS Sazanami (DDG-113) in Subic Bay, Zambales for a four-day goodwill visit June this year.

Early January this year, the JS Inazuma (DDG-105) and JS Suzutsuki (DD-117) also docked in Subic Bay for a six-day goodwill visit.

Lincuna said the JS Onami is in the Philippines for a two-day visit. The ship is commanded by Cmdr. Hirotaka Okumura. She is equipped with a variety of anti-submarines and sensors.

He added that the BRP Rajah Humabon (PF-11) rendered customary meeting point procedures off Corregidor Island and escorted the Japanese ship to her mooring area in Manila South Harbor.

“Bukod sa surface at maritime patrol na isinasagawa sa hilagang bahagi ng bansa, isinusulong rin ng AFP Northern Luzon Command ang mas pinaigting na seguridad at mas magandang kabuhayan para sa mga mangingisdang Ivatan sa Batanes,” PTV said in a report.

“Isa sa nakikitang solusyon ng AFP-NoLCom ay ang pagtatayo ng multi-functional fishermen shelter sa isla ng Mavulis, Batanes, ang pinakadulong hilagang isla ng Pilipinas, kung saan ito ay magsisilbi silungan at proteksyon ng mga mangingisda sa oras ng sama ng panahon,” it added.

In March 2017, officers and crewmembers of BRP Ramon Alcaraz (FF16) together with stakeholders conducted a flag raising ceremony in the said island.

 The military intensified its focused military operations aimed at recovering remaining hostages from the Abu Sayyaf group by integrating the serious participation of local government units in Sulu, officials said.
 
Rear Admiral Rene Medina, commander of the Naval Forces Western Mindanao, expressed optimism on the rescue operations after eight victims, three Vietnamese and five Filipinos, were freed within this month.
 
"We will not state any deadline but we will try our best efforts to rescue all remaining kidnap victims in western Mindanao particularly in Sulu," Medina said.
 
Government troops on the ground are still going after for the rescue of 17 remaining hostages, seven of which are foreigners.
 
Military forces in Sulu have adopted a non-violent approach by tapping local chief executives.
 
 
Brig. Gen. Cirilito Sobejana, commander of Joint Task Force Sulu, provided local municipal executives and line agencies the comprehensive reintegration concept which primarily involves the local leaders to ensure that any Abu Sayyaf members who opted to surrender with firearms shall receive financial, livelihood and psychosocial assistance as part of the intervention for returning to normal life.
 
Sobejana said the campaign seeks to give any militant the peaceful option than to get caught up in the relentless military offensive.
 
Sulu Gov. Abdusakur Tan lauded the efforts of the JTFS for ensuring the participation of the local leaders in the campaign.
 
Tan said he is hopeful of the new military approach citing that local leaders know their people and the area well and could directly engage peacefully with those Abu Sayyaf members to surrender.
 
The military said the "whole of the nation approach" would constrict more the Abu Sayyaf group from conducting terroristic activities, including kidnapping.
 
Lt. Gen. Carlito Galvez Jr., Western Mindanao Command chief, said he is confident terrorism threats would be directly addressed by the focused military campaign.
 
“I would like to enjoin all the stakeholders particularly the Ulamas (Muslim scholars), and the Sultanate because security is a shared responsibility. It is all our responsibility to keep our people safe,” he said.
 
Galvez said the forces devoted crushing the Abu Sayyaf group have already been redeployed back to Sulu and Basilan after their stint in Marawi City.
 
He said security in the southern border has been tightened by the joint patrols of the Philippine, Malaysia and Indonesia.
 
 
“If we were able to arrest kidnapping in Sulu, there will be more progress and peace in BaSulTa (Basilan, Sulu, and Tawi-Tawi) areas,” Galvez said.

CITY OF SAN FERNANDO — The New People’s Army (NPA) stepped up attacks in parts of Luzon almost 11 months before President Rodrigo Duterte unilaterally canceled the peace talks with the Communist Party of the Philippines (CPP), according to an overseas security and intelligence group.

The NPA, armed wing of the CPP, has also intensified its attacks in the Visayas and Mindanao, according to reports reaching the Inquirer.

The latest NPA attack killed a policeman and wounded 10 others in Sitio Camansi, Barangay Bolo, Maasin town, Iloilo province.
The Jose Percival Estocada Command of the NPA owned the ambush in a statement posted on Facebook on Saturday.

The attack came three days after two policemen were wounded in an NPA ambush in Sibalom town, Antique province. Five months earlier, the insurgents overran Maasin’s police station and took 15 firearms.

In a report on the increased NPA activity in Luzon, the Pacific Strategies and Assessment (PSA) said the rise in rebel clashes this year took place in areas “not heavily associated with violent NPA activity.”

Nolcom areas
The report, released on Nov. 23, identified these places as Batangas province and several towns within the areas covered by the Northern Luzon Command (Nolcom) of the Armed Forces of the Philippines in Central Luzon, Cordillera, Cagayan Valley and Ilocos.

During the Nolcom stint of its former commander, Lt. Gen. Romeo Tanalgo, that ended on Sept. 4, the NPA was blamed for the burning of equipment of Pulsar Construction Co. in Alcala, Cagayan province, on March 26, and the torching of two dump trucks of Philex Mining Corp. in Itogon, Benguet province.

Under the current Nolcom commander, Lt. Gen. Emmanuel Salamat, government troops engaged rebels in eight firefights, seized three NPA camps and caused the surrender of three rebels.

Salamat has yet to reply when asked how the Nolcom would deal with Mr. Duterte’s warning that “more virulent” clashes between the AFP and the NPA would erupt now that the peace talks had been shelved.

The NPA operating in these regions could not be immediately reached for comment.
Proclamation No. 360
The President issued the warning on Nov. 24, a day after he signed Proclamation No. 360 that formally terminated peace talks with the communist rebels.

Jose Maria Sison, founder of the CPP, said there would be more rebel attacks as a result of Mr. Duterte’s decision to end the talks.

More violent in Batangas

The PSA has advised its clients, including construction companies, to revise plans on travel security and the mitigation of “NPA extortion activities and arson attacks.”

It said the NPA was “notably more violent” in Batangas, referring to five incidents in 2016 and eight others this year, seven of which involved clashes and the torching of facilities or equipment at Pico de Loro in January.

“Rebels and left-wing organizations in Batangas are exploiting conflicts, including land disputes, between businesses and the locals in order to drum up support for their activities and organizations,” the PSA said.

Triboundary attacks

The PSA also monitored increased NPA attacks in the triboundary of Nueva Ecija, Nueva Vizcaya and Quirino provinces.

From just one violent incident each in 2016, Nueva Ecija recorded three skirmishes while Nueva Vizcaya had four recorded battles with the rebels this year.

Declared an insurgency-free province because an encounter there last happened in 2012, Quirino this year recorded seven NPA clashes.





The most recent incidents involved the killing of a caretaker of a construction company in Barangay Putlan, Carranglan town, Nueva Ecija, on Nov. 22. The NPA also attacked a police vehicle on the same day and injured two policemen, according to the Central Luzon police.
Hundreds evacuated

Firefights in Dupax del Sur, Nueva Vizcaya, on Nov. 9 left three soldiers wounded.

“Hundreds of families have been ordered to temporarily evacuate from their homes in Nueva Vizcaya at various points in the last several months,” according to the PSA.

More clashes broke out in Ilocos Sur, Abra and Mountain Province. The firefight in Tubo, Abra province, on Nov. 12 left two soldiers wounded.

The PSA considered the attack on a substation of a hydroelectric plant in Mountain Province on Oct. 10 to be the “most disruptive” in Luzon, having caused brownouts in Benguet.

BACOLOD CITY – Suspected communist rebels swooped down on a quarry site and bombed a backhoe Sunday night in Barangay Orong, Kabankalan City, Negros Occidental.

Lt. Col. Antonio Tumnog, commanding officer of the 1st Negros Island Geographical Battalion, said 12 New People’s Army rebels took the cellular phones of the quarry site employees before blowing up a backhoe, owned by Barangay Councilor Raquel Siguero, using an improvised explosive device.

Estimated damage was placed at P200,000, Tumnog said, adding that the rebels didn’t hurt the employees.
Last Nov. 24, NPA rebels ambushed a group of police officers in Maasin town, killing one of them and injuring 10 others.

Last Nov. 22, three police officers were wounded when they were waylaid by communist rebels Sibalom town, Antique.

Tumnog said the attack on the quarry site was a mere attempt by the NPA rebels to project that they remained strong on Negros Island following the cancellation of peace talks with the National Democratic Front by President Rodrigo Duterte.

ILOCOS SUR, Philippines — The military held a Youth Leadership Summit in Candon City over the weekend to recruit future soldiers and counter the influence of so-called communist front organizations.
 
Candon City, among the economically developed cities in the Ilocos region, is threatened by the influence of organizations allied with the Communist Party of the Philippines, the Philippine Army said.

It is also where government troops recently recovered food depots and other guerrilla supplies, said Lt. Col. Julio Osias, commander of the Sta. Lucia, Ilocos Sur-based 81st Infantry Battalion.

The YLS, which had at least 65 participants, was meant to "promote awareness on deceiving issues and activities of lawless groups and organizations particularly the CPP, [New People's Army], [National Democratic Front of the Philippines]," Osias said. 

The NDFP represents the rebels in peace talks with the government. President Rodrigo Duterte last week issued a proclamation cancelling the peace talks, which had been restarted in 2016 after breaking down in 2013 during the Aquino administration.

The summit was also meant "to prepare the youth to become active responders to (emergencies)."

Most of the young men who came were from the barangays in Candon where supposed rebels have been visiting, the military said.

PA seeks 500 new soldiers from Ilocos

 The Philippine Army wants to recruit at least 500 soldiers from the Ilocos Region.

"Upon completing the necessary requirements for training, they will be able to serve in the Philippine Army, one of the noblest professions," added Osias.

Maj. Gen. Felimon Santos Jr, commander of Philippine Army’s 7th Infantry Division said, “How they can serve best their locality is one of the objectives of the YLS. The Army will help the locals making their youth responsible leaders of their own community.”

"YLS is designed to harness the leadership potentials of the youth. It will also direct the youth to the correct path that will protect them from the evil forces like drugs, crimes, and communist ideology," explained Col. Henry Robinson Jr., commander of the 702nd Infantry Brigade.

“We cannot deny the fact that Candon City has been infiltrated by left-leaning organizations,” Lt. Col. Osias admitted, while warning, “if this will remain, the economic growth of the city will be affected as the peace and order becomes unstable.”

President Duterte has recently threatened to have members of so-called communist front organizations arrested as terrorists, a move that activists fear will mean a crackdown on dissent in the country.

The national democratic movement believes that imperialism, a feudal agricultural system, and "bureaucrat capitalism" — the use of government resources and structures by the ruling class to enrich themselves at the expense of the rest of the people — has kept most of the Philippines poor despite the country being rich in natural resources.

Membership in or support of a national democratic activist organization does not mean membership in the Communist Party of the Philippines or the New People's Army.

TERRORISM activities and deaths have risen significantly since 2002 in Asia Pacific according to a new report, with the Philippines hardest hit by political violence in the region.

The Global Terrorism Index (GTI) 2017 by the Institute for Economics and Peace (IEP) ranked the Philippines number 12 worldwide, making it worse affected by terrorism than South Sudan, Bangladesh and Libya. Thailand was close behind, coming in at number 16.

In the Asia-Pacific region – which the report categorises as separate from South Asia – the Philippines, Thailand and Burma (Myanmar) had seen the largest increases in terrorist activity over the period since 2002. The three countries accounted for 94 percent of attacks in 2016.

Between 2002 and the end of 2016, the Philippines suffered 3,118 terrorist attacks which resulted in the deaths of some 2,453 people. By far, the largest number of these attacks were undertaken by the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines.

More than 900 attacks were executed by the NPA between 2002 and 2016 which resulted in over 600 fatalities. The group has also markedly stepped up its activities since 2012.

Earlier in November, President Rodrigo Duterte announced his intention to declare the NPA a terrorist organisation, along with left-wing groups alleged to be cooperating with communist rebels. It is already recognised as such by the United States and the European Union.

“Let’s just go to war,” Duterte said. “I am no longer available for any official talk.”

The other most active terror groups in the Philippines were predominantly Islamic militant organisations – including the Abu Sayyaf Group (ASG), the Moro Liberation Front (MILF), Bangsamoro Islamic Freedom Fighters (BIFF) and Jemaah Islamiyah.

The Islamic-state inspired Maute group – which fought the Philippines armed forces in Marawi City, Mindanao between May and October 2017 resulting in more than 1,000 deaths – was also responsible for some attacks prior to 2016.

An IEP spokesperson, Zoe Davies, told Asian Correspondent that the impact of the Marawi clash would be reflected in next year’s report.

Religious extremist groups are increasingly posing a major risk in the Philippines, particularly as nearly US$600,000 was transferred from Islamic State in central in Iraq and Syria to fund fighting in Marawi between May and October 2017.

The military defeat of IS in the Middle East has led experts to fear greater focus on targeting Southeast Asia.

The Philippine Institute for Peace, Violence and Terrorism Research chairman Prof Rommel Banlaoi told Asian Correspondent in October that the country should “expect retaliatory attacks from remaining leaders (of pro-Islamic State groups).”

Jakarta-based Institute for Policy Analysis of Conflict director Sidney Jones recently warned that a failure to adequately rebuild Marawi City could lead to further radicalisation of younger generations.

Since 2002, meanwhile, Malay Muslim separatist groups have reignited their insurgency against Thailand’s army. It is a conflict that had claimed more than 6,400 lives and injured 12,000 more by the end of 2016, according to Deep South Watch.

Neighbouring Burma (Myanmar) saw 196 terrorist attacks from 2002 and 2016 which resulted in 219 deaths, primarily launched by ethnic minority militant groups such as the Karen National Union, Kachin Independence Army and the Ta’ang National Liberation Army, according to IEP.

The report notes the emergence of the Arakan Rohingya Salvation Army (ARSA), which killed around 30 people in August attacks against army and police outposts in Burma’s Rakhine State – however, these attacks are not included in the data.

In contrast, other Asia-Pacific countries Mongolia, North Korea and Papua New Guinea were all ranked 134th, as there had not been a terrorist incident in the last five years.

Deadly South Asia
The Global Terrorism Index notes that South Asia had the “highest impact from terrorism of any region in 2016” with three among the rankings’ top ten: Afghanistan, Pakistan and India were ranked second, fifth and eighth, respectively. In this region, civilians and police are the primary targets.

Between 2002 to 2016, the region had a “marked increase” in terrorism deaths from 883 to 5,949. This period was marked by United States’ war in Afghanistan and the emergence of new violent extremist forces, including the rise of Islamic State.

Nepal and Sri Lanka, however, had seen significant decreases in terrorist activity – partly explained by the end of the Sri Lankan civil war in 2009.

Worldwide, four groups were responsible for 59 percent of terrorist deaths: Islamic State, Boko Haram, al-Qaeda and the Taliban.

Iloilo pursuit on for rebels

A composite team of the Philippine Army and the Philippine National Police  is now running after communist terrorists who ambushed members of the Regional Mobile Force Battalion (RMFB) of the Police Regional Office 6 (PRO6) in SitioCamansi, Bgy. Bolo, Maasin, Iloilo around 6 p.m. Friday.

Personnel from the Iloilo Provincial Police Office, RMFB and the Army’s 61st Infantry Battalion of the 3rd Infantry Division  have been deployed.

The ambush resulted in the death of PO1 JoefillTallador Odon and the wounding of 10 other policemen.

The casualties, together with 11 other police officers, were travelling aboard two vehicles on their way back to the town proper of Maasin, when an explosive device went off followed by bursts of gunfire while they were in Sitio Camansi.

Wounded were Police Inspector Joy Melvin Dulce, PO1s DelbyBachiller, Rolando Lozada, Vincent Yasay, April Ray Ansag, RollyTalento, Kim Iber Cornel, Kenneth Delejero, Paul John Banquillo, and PO3 Jose Manuel Bana-ay.

PRO6 shouldered all hospital expenses of the police personnel.

Meanwhile, found at the scene were Molotov bombs and the improvised explosive devices used in the ambush.

PRO 6 spokesperson, Supt, Gilbert Gorero said that what happened was a terroristic act of the New People's Army as he called on the public not to support the communist group.

The ambush happened a day after President Rodrigo RoaDuterte signed Proclamation No. 360 terminating talks with the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

Meanwhile, the NPA Jose Percival EstocadaJr Command (JPEC), Central Panay claimed in its website  responsibility for the killing.

The NPAs Napoleon Tumagtang Command on November 23 also claimed responsibility for the ambush in Sibalom, Antique where three members of the Sibalom Municipal Police Station were wounded.

The RMFB was deployed to the area following sightings of alleged communist terrorists in the mountainous portion of Maasin.

Government operations are focused in Maasin and adjacent areas following series of encounters between the Philippine Army and the NPA. On November 20, the troops clashed with around 30 members of the NPA terrorists at the boundary of Brgy. Canawilihan, Janiuay and Brgy.Trangka, Maasin.

NPA rebels also attacked the Maasin Municipal Police Station and carted away assorted firearms last June.

TWENTY former rebels from Compostela Valley received their individual cash assistance under the Comprehensive Local Integration Program (CLIP) during the informal releasing ceremony held at the Provincial Governor’s Office last week.
 
2Lt. Amadeuz Vincent John Celestial, the civil- military operations (CMO) officer of 60th Infantry Battalion, said 13 out of the 20 FRs were from Laak town whose CLIP was facilitated by their unit.

Meanwhile, four were returnees assisted by 25th IB; two by 46th IB; and one from 66th IB. All battalions are under the 1001st Infantry Brigade of the 10th Infantry Division.

Each of the rebels received P15,000immediate cash assistance and their P50,000 livelihood assistance.

Celestial said among the recipients were couple Marcelo and Noemi Antay and two others, whom Karapatan-Southern Mindanao alleged were abducted by the military earlier this year. Karapatan said the four were members of Nagkahiusang Mag-uuma sa Laak.
 
However, Noemi, a former militiang bayan leader, denied the charge of Karapatan. She claimed that they were members of the NPA but they surrendered through the tribal leaders of Laak.
 
In a statement, Lt. Col. Emmanuel Canilla, commander of 60IB, thanked the couple for helping prove“that the allegations against us were wrong, if not malicious, from the very start.”

“And this gives us further reason to believe that Karapatan and such other organizations are only out there to malign our troops and the government every chance they get,” Canilla said.

Thousands of Muslims from across Mindanao started to converge along a two-kilometer stretch of the highway here to listen to President Duterte who is expected to arrive on Monday afternoon to grace the Bangsamoro General Assembly.



Roadside stores that sell foods, drinking water, even “Ukay-ukay” (second hand clothing) sprouted like mushrooms on both sides of the road leading to the old Maguindanao provincial capitol in Barangay Crossing Simuay here where the biggest Muslim gathering organized by the Moro Islamic Liberation Front (MILF) is taking place.

Ghadzali Jaafar, vice chair for political affairs, said the assembly aims to update the Moro people about the status of the draft Bangsamoro Basic Law that will establish a new political entity to replace the current Autonomous Region in Muslim Mindanao as a result of the GPH-MILF peace accord.


The Bangsamoro activity is expected to gather a crowd of 500,000 to one million people.

 Shamera Gundang, 30 of Pikit, North Cotabato, said she and her husband, both MILF sympathizers, wanted to hear from the President what is in store for Moro people under his government.



“I voted for him because I know he has a heart for the Moro people,” Gundang recalled.



Another Moro, a 60-year-old man from Malabang, Lanao del Sur, said he endured the pain of traveling from home to this village to personally listen to President Duterte’s message on the quest for genuine peace in Muslim Mindanao.


Denz Gumarandang said he vowed to support all peace efforts under the Duterte administration while he is still alive.



“Gusto ko makita ang pagkamit ng kapayapaan habang buhay pa ako (I want to see the dawning of peace while I’m still alive),” Gumarandang said. 



President Duterte is expected to arrive and land on a chopper at a sprawling Lamsan Trading compound here and motor to the old provincial capitol, about 200 meters away, to speak before the Bangsamoro crowd.

Chief Inspector Julhani Asdani, Sultan Kudarat town police chief, said no untoward incident has been reported so far during the past several days leading to the huge gathering except for some traffic problems.



Army troops in full battle gear backed by armored personnel carriers and MILF in fatigue uniform but unarmed are jointly securing the vicinity of the venue.

Officials in Autonomous Region in Muslim Mindanao (ARMM) have vowed all-out support for President Duterte’s peace program in southern Philippines to solve the decades-old Moro issue.

Their support was aired as thousands of Moro people from across Mindanao gathered in Simuay, Sultan Kudarat, Maguindanao, on Monday for the grand Bangsamoro General Assembly.

Organized by the Moro Islamic Liberation Front, the gathering aims to show their solidarity to the passing of a basic law that will create new political entity that will give the Bangsamoro the right to govern themselves according to their culture, traditions and beliefs.

The proposed bill is for the implementation of the two peace accords between the government and the MILF, primarily aimed at ending the armed conflict in southern Philippines brought about by historical injustices.

Maguindanao Gov. Esmael Mangudadatu said his administration is determined to provide all support to the efforts to establish the political entity “for this will empower Muslims who have been deprived of their rights in the past.”

His contribution to the development of the Moro people was his scholarship program for poor but deserving young Muslims.

He said he would end his term as governor but whoever succeeds him “will continue what we have started. This program already produced hundreds of Moro professionals,” Mangudadatu said.

Mangudadatu gave his assurance that all the town mayors of Maguindanao are behind all programs of President Duterte because “we all believe our people are the end beneficiaries of all his programs.”

ARMM Governor Mujiv Hataman also reaffirmed an earlier commitment for a smooth transition of the ARMM government to the new political entity to be created by the Bangsamoro Basic Law.

“My administration will never be an obstacle to the attainment of peace in the Bangsamoro homeland. We are one with the participants of the assembly,” Hataman said.

House Deputy Speaker Sandra Sema, who represents the first congressional district of Maguindanao, said that as a Muslim lawmaker, she will be present in the assembly.

“By being there, I shall be giving honor to the history of the Bangsamoro people and the Bangsamoro heritage,” Sema said.

The ARMM comprises the cities of Marawi and Lamitan and the provinces of Maguindanao, Sulu, Tawi-tawi, Sulu and Basilan.

The Armed Forces of the Philippines (AFP) is calling on local officials, professionals and students to join the military’s reserve corps as a way of showing their patriotism and volunteerism for nation-building.

Major Husain A. Esmael, director of 307th Community Defense Center of the Philippine Army, cited the vital role of the reservists in the accomplishment of the mission of the AFP.

“They are not simply force multipliers.They are important components and partners in various non-lethal military operations and activities,” Esmael said as he explained the four-fold mission of the reserve force in the country.

He said the reserve forces provide the base for expansion of the AFP in the event of war, invasion or rebellion, citing the case in the Marawi City conflict.

Esmael also underscored the reservists's role in relief and rescue operations during calamities or disasters; in socio- economic development; and in the operations and maintenance of government and private utilities in furtherance of the overall mission of the AFP.

He made the call during the ongoing “Mountain Search and Rescue Training” (MOSART) of five senior officers and 45 selected enlisted personnel of the Army Ready Reserve Command in this province at the 56th Infantry “Tatag” Battalion, Philippine Army based in Barangay Calabuanan here.

“Reservists are admirable because they serve the people and our country even without compensation and they remain committed, dependable, and ready to be deployed anytime when they are needed,” he said.

He also said that military reservist programs are good training platforms of ideas and opportunities to prepare them for a shared role in nationhood and nation-building.

"The reserve officers are commissioned by the AFP leadership after undergoing an officer training program. The army, navy and air force also conduct training courses for reservists," he added.

Meanwhile, Esmael distributed the identification cards (IDs) of the reservists in this province and expressed hope that more citizens would become commissioned reserve officers.

Reserve officers include government officials, architects, environmental planners, information technology experts, foresters, lawyers, doctors, nurses, veterinarians, teachers, engineers among others.

Combined police intelligence agents of Laguna and Antique arrested on Sunday night a former team leader of the Panay Regional Party Committee under the Southern Front Committee of the New People’s Army in Mabacan, Calauan town in this province.

Police Senior Inspector Gerry Sangalang, provincial information officer, disclosed that elements of Antique Provincial Intelligence Branch and San Remigio, Antique Municipal Station coordinated with the Laguna Police Provincial Office and the Calauan Municipal Police Station for the service of the arrest warrant.

Sangalang identified the arrested fugitive as Winston Cabaya Gilua, 49, who sported the aliases ‘Nonoy’ and ‘Ka Waway’ and worked as a laborer in Barangay Mabacan in Calauan town after eluding arrest for more than 13 years.

Presiding Judge Nery G. Duremdes of the Regional Trial Court Branch 11 in San Jose de Buenavista, Antique issued the warrant of arrest on Sept. 28, 2004 for murder under Criminal Case No. 6958 with no bail recommended.

The Philippine National Police (PNP) provincial office here on Monday strongly condemned the atrocities perpetrated by the Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA), in Western Visayas as police units stepped up readiness against possible attacks.

Provincial director Sr. Supt. Rodolfo Castil said in a statement that the PNP is aware of the CPP-NPA attacks after President Rodrigo Duterte cancelled the peace talks.

“(The rebels) want to regain and establish their existence, but the PNP stations and units will not be demoralized and will not lower their guards,” he said after declaring a full alert status to preempt possible enemy attacks.

“We are expecting something big on or before December 26 for it is the CPP-NPA’s anniversary, but the PNP is preparing for it,” he added.

Castil also appealed for the cooperation of Negrenses.

“Let us act together to end the long suffering from senseless war and unnecessary loss of lives. The cooperation and participation of the community with the PNP will help attain the peace and order in the province,” he said.

The PNP regional office had earlier urged its units to be aggressive against terrorism, adding that policemen in Western Visayas have been directed to shift their posturing from defense to offensive.

Last Friday, a policeman was killed and 10 others were injured when they were ambushed by NPA rebels on their way to the Regional Public Safety Battalion in Maasin, Iloilo.

Two days earlier, three police officers in Sibalom, Antique were injured during an attack where an improvised explosive device allegedly planted by the rebels exploded.

Armed Forces of the Philippines (AFP) chief-of-staff Gen. Rey Leonardo Guerrero has ordered the beefing up of "focused military operations" against lawless elements as rebels are expected to intensify their attacks in wake of the termination of the peace talks.

"My directive to the troops is to intensify our 'focused military operations' to destroy the NPA, and to protect our communities against terrorism," he said.

Guerrero added that focused military operations can prevent the rebels from harassing and intimidating communities.

Earlier, the AFP chief said the military strongly supports the decision of President Rodrigo Duterte to cancel talks with Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF).

Talks with the CPP-NPA-NDF were ordered scrapped by the Chief Executive, in his Proclamation 360 which signed Nov. 23, following the series of atrocities committed by NPA bands against military and civilian targets in various parts of the country.

Around 64 soldiers, police officers and militiamen were killed while another 127 wounded in various attacks and ambushes conducted by the NPA on this year alone.

Aside from these, rebel attacks also accounted for 70 civilian deaths, including those of a four-month baby girl in Bukidnon last Nov. 9, along with 13 wounded and another 28 missing.

Due to its usefulness in the Marawi City battlefield, the Armed Forces of the Philippines (AFP) is looking to acquire more body cameras for its combat troops.

This was disclosed by AFP spokesperson Major Gen. Restituto Padilla after noting that the equipment proved very handy in documenting the various operations aimed at liberating the city from the clutches of the Maute Group terrorists.

He added that video clips taken during the heat of battle can prove useful in teaching new troops on what to do in the urban warfare battlefield.

"Bukod dun, malaking bagay ito sa pagsasalin ng mga natutunan sa mga nangyaring pangyayari ng sa ganoon iyung mga tropa natin na susunod may makukuha or mapupulot silang aral ng maiwasan na ang mga pagkakamaling nagawa na natin (Aside from that, this is important in teaching what we have learned in the past so that our troops will learn something in order to avoid errors.)," the AFP spokesperson stressed.

Padilla added they are not anticipating any funding problem for the project as body cameras are relatively cheap.

Also, in case the program is not included in the 2018 budget, the AFP spokesperson added it can be done through the so-called "request to re-program funds".

"Meron naman tinatawag na request to re-program funds kung sakaling may na-save sa mga bidding ng kagamitan dahil ang nakuhang bid ay mas mababa, yung natitira doon na mga savings maaari mo i-request na pambili ng mga ganitong klaseng kagamitan. Mura lang naman ito (We have this request to re-program funds if ever we have saved some from equipment bidding especially if we got a lower bid price for these. The funds saved from these, we can request for these to be used in acquiring this kind of equipment. This is not costly.)," he added.

Demonstrating the growing military relations with the Philippines, a Japanese anti-submarine destroyer, the JS Onami (DD-111) arrived at Pier 15, South Harbor, Manila Sunday.

In a statement Monday, Capt. Lued Lincuna, Philippine Navy (PN) spokesperson, said the arrival of the 4,650-ton JS Onami marks the third time Japan Maritime Self Defense Force (JMSDF) vessels visited the country for this year alone.

"The visit aims to strengthen the strong relationship between the PN and JMSDF. It will further enhance and sustain the promotion of peace, stability, and maritime cooperation within the region," he added.

Lincuna was referring to the visit of the Japanese helicopter carrier, the JS Izumo (DDH-183) and the guided missile destroyer JS Sazanami (DDG-113) in Subic Bay, Zambales for a four-day goodwill visit June this year.

The JS Izumo is the biggest ship in the JMSDF and it weighs around 27,000 tons and measures 248 meters long.

Early January this year, the JS Inazuma (DDG-105) and JS Suzutsuki (DD-117) also docked in Subic Bay for a six-day goodwill visit.

Lincuna said the JS Onami is in the Philippines for a two-day visit. The ship is commanded by Cmdr. Hirotaka Okumura.

She is equipped with a variety of anti-submarines and sensors.

He added that the BRP Rajah Humabon (PF-11) rendered customary meeting point procedures off Corregidor Island and escorted the Japanese ship to her mooring area in Manila South Harbor.

Presidential Spokesperson Harry Roque on Monday said the government is "gearing up" to further enhance capabilities against terrorism and violent extremism.

During a press briefing in Davao City, Roque revealed that President Rodrigo Duterte and Department of Budget and Management (DBM) Secretary Benjamin Diokno had a closed-door meeting focused on procurement.

"Before the President met with the victims of Maguindanao Massacre -- he was in closed-door meeting with the Armed Forces and Secretary Diokno and this had to do with procurement for the Armed Forces of the Philippine, because he knows that we have to be on full alert and ready to meet any challenges arising from these terrorist groups," he told reporters.

Roque was initially asked about the possibility of terrorists "rebuilding" and "striking back," and whether these are possible reason for the need to a stronger Armed Forces of the Philippines and Philippine National Police.

In the Association of Southeast Asian Nations, Roque explained that all member states and dialogue partners agreed terrorism is not just a domestic issue as it transcends boundaries.

With the Philippines among the group, Roque added there has been a consensus that "terrorism and violent extremism is a threat to everyone in the region" and they all agreed to cooperate and provide information on the movements of these terrorist groups.

Giving definite response to the question, he said: "we are gearing up."

As for the acquisition of equipment, Roque said President Duterte expressed appreciation to Russia and China who provided arms to the Philippines.

"Nagamit na nga po. Pero after we received it for free, the President said I will (buy) next time. And I think he already has a shopping list that is why he already had a closed-door conference with DBM Secretary and the Armed Forces of the Philippines," he disclosed.

Meanwhile, the official said the government is ready to buy arms from the United States had it not been for their resolution to ban the selling of weapons to Manila.

"Ang problema po kasi iyong mga Amerikano ayaw tayong pagbentahan. 'Di ba po nagkaroon ng resolution iyong Kongreso kaya hindi natuloy iyong pagbili natin ng Armalites. So wala tayong choice kung hindi bumili sa China at saka sa Russia. At pagbebentahan naman po tayo ng China at ng Russia," he said.

"Tayo naman, we were ready to buy Armalites from the United States, but they were prohibited by the US Congress from selling to us. But we will buy where we can."
