An aircraft hijacking scenario in the recently-concluded exercises participated by Filipino and American troops "downed 8 ISIS-inspired terrorists".
According to Department of National Defense (DND) Public Affairs chief Arsenio Andolong, the mock aircraft hijacking scenario was part of anti-terror exercises dubbed "Tempest Wind" held Sept. 18-26.
The scenario, Andolong said, was an American aircraft carrying some 162 passengers and crew took off from Sydney, Australia bound for Hawaii.
Before the plane could complete its flight, eight Filipino hijackers took control and diverted it to Clark Field, Pampanga.
The US Federal Bureau of Investigation (FBI) along with elements of the PNP Aviation Security Group and the AFP joined forces to rescue the hostages unharmed.
Andolong said the FBI provided the information about the aircraft and its passengers and crew while Filipino personnel secured the plane and tried to negotiate with the eight supposed terrorists.
However, negotiations failed prompting forces on the ground to conduct "a tactical response" that resulted in the "death of the terrorists".
"Tempest Wind" is a bilateral, interagency counter-terrorism exercise designed to test and improve the ability of both nations to rapidly plan, coordinate and conduct counter-terrorism operations.
Andolong earlier said "Tempest Wind" was approved by the Mutual Defense Board and Security Engagement Board (MDB-SEB) of both countries in November 2016.
The exercise aims to provide realistic scenarios on terrorism that will necessitate both high-level engagements and responses on a tactical level.
DND Secretary Delfin Lorenzana said the recently-concluded "Tempest Wind" is pursuant to President Rodrigo Duterte's pronouncement to honor all agreements especially those that pertain to humanitarian assistance, disaster response and counter-terrorism .
"The drill was designed to provide realistic scenarios and terrorism that demanded both high level engagement from these countries on a tactical level," he said.
This year's activity focused on aircraft hijacking scenario designed to improve coordination and synchronization of US and Philippine military and other law enforcement agencies," he added.

Only close cooperation among countries can nip the threat of terrorism in the bud.
This was emphasized by Department of National Defense (DND) Secretary Delfin Lorenzana during Tuesday's briefing on the recently-concluded "Tempest Wind" exercises which was held in various locations in the Philippines and Hawaii from Sept. 18 to 26.
Around 1,200 personnel from both nations participated in the exercises which culminated in an anti-hijacking event in Clark Field, Pampanga where eight Filipino "ISIS-inspired terrorists" were portrayed as neutralized and around 162 airline passengers rescued.
"It is now, more than ever, that all countries must come together to unite against terrorism and violent extremism. the global war on terror cannot succeed if we do not explore avenues for cooperation and mutual exchanges," he said.
Lorenzana also pointed out that as a community of nations, every country must do its fair share against terrorism since this problem go beyond borders and territorial boundaries.
"Violence in one country can spread to another, with far reaching consequences in regional peace, security, and trade," the DND chief added.
And with the help of friends and allies like the US, Lorenzana said he is confident that this problem can be nipped in the bud before it grows and affects other parts of the country and the region.

The Bureau of Immigration (BI) has intercepted a Filipino who is suspected to be a terrorist at the Ninoy Aquino International Airport (NAIA) on Tuesday.
In a report to Department of Justice (DOJ), BI Port Operations Division Chief Red Marinas identified the apprehended individual as Abdulpatta Escalon, who arrived from Jeddah, Saudi Arabia on board Philippine Airlines flight PR633.
He was referred to Duty Immigration Supervisor for secondary inspection.
“During secondary inspection, details from the RMF revealed the subject is a suspected terrorist, suspected supported by a local terrorist group,” the report said.
It added, “Subject is a Person of Interest (POI) of the Philippine National Police-Intelligence Group (PNP-IG) and the US Embassy.”
The report said the PNP-IG has been informed regarding the interception, and other intelligence agency that might be interested with the arrested man.
“After conducting secondary inspection and documention on the subject, the subject was turned over to PSUPT. Romeo Daqis of CTGID for further investigation and disposition,” the report added.

Marawi City Mayor Majul Gandamra urged the remaining Maute Group terrorists to surrender and end the war that has ravaged his city for more than 4 months now.
This is the scenario that the military said could end the war sooner.
"Ako po ngayon po ay umaapila sa mga tao na nandiyan sa loob na nagsimula nitong kaguluhan na sana ho ay tapusin na ho. Tapusin na natin [ang] gulo nang sa ganoon ay hindi na ho dumami pa ang mawawalan ng tatay o nanay na naghihintay sa kanila para makauwi. Gandamra appeared on Tuesday with recently rescued Maute hostages, who called on the remaining terrorists to "cooperate with government" so they can also see their families.
At least 5 Maute hostages have been rescued, but government estimates show there are 45 more remaining in the battle area.
The military said most of the Maute strongholds have fallen into government hands. In Manila, Defense Secretary Delfin Lorenzana reiterated government pronouncements that the war will be over within the month or in the next 3 days.
In Marawi, the military is more conservative. Colonel Romeo Brawner, deputy commander of Task Group Ranao, said they are looking at ending the war in 10 to 15 days although troops are also aiming to finish it earlier.
"Our troops are continuing their assault on the defensive positions of the Maute-ISIS terror groups," Brawner said.
The latest strongholds the military was able to take were two critical bridges – Bayabao Bridge and Masiu Bridge – and the Raya Madaya mosque.
The death toll among the terrorists jumped to 711 in the latest military report.
Brawner said the Maute members are now fleeing ground zero. "We noticed that the enemy forces are now trying to escape from the main battle area. They cannot help but expose themselves to government sniper fire," he said.
The war has killed 152 government forces and 47 civilians, based on the latest military report.

'I am very confident of the abilities of our soldiers to do the job,' says the country's defense chief
Defense Secretary and Marawi rehab chief Delfin Lorenzana on Wednesday, September 27, told a room full of legislators and government officials from Mindanao that he was “confident” that the military will be able to fulfill its pronouncement that the war in Marawi City will be done by the end of the month.
“I am very confident of the abilities of our soldiers to do the job,” said Lorenzana in a chance interview after the hearing, when asked if he was sure that the military can wrap up operations in the war-torn city by Saturday, September 30 – or within 3 days.
“That’s what the troops on the ground who told me, so I trust them,” added the defense chief, himself a military veteran who spent many years in Mindanao. (READ: Marawi battle zone: Urban warfare challenges PH military)
Mid-September, the military announced that they had penetrated a “major defensive position” of the Maute Group in Marawi City, which the ISIS-inspired terrorists tried to take control of back in late May 2017. Fighting has raged on non-stop since then, and martial law is still in place over the entire island of Mindanao.
“We are still incurring some casualties,” said Lorenzana, who said that just the other day, at least one soldier died as troops chip away the remaining areas being controled by the Maute Group.
“Ganoon katindi ang kalaban natin. Naiipit na sila, nakakapatay pa rin (The enemies are that good. They are already trapped and yet they still manage to kill),” he noted.
It’s not the first time that the military or Lorenzana, for that matter, promised a deadline for the conflict in the city. In the days immediately after the local terror group invaded the city, Lorenzana said it would be over in a matter of weeks.
The fighting has raged on for a little over 4 months.
Rehab plans
As Marawi rehab chief, Lorenzana also briefed the House committee on Muslim affairs of the current situation in Marawi, as well as their rehabilitation plans. The task force, which he heads, has yet to come up with a timeline for Marawi’s rehabilitation.
Lorenzana explained that they will first have to finish the conflict in Marawi before it moves on to a post-conflict needs assesment. The assesment will determine which structures need to be demolishes completely or which ones will just be repaired. This will take a week or two, according to Lorenzana.
After this, they can draft the full timeline of rehabilitation efforts as well as the entire cost of Marawi rehabilitation.
The budget department had earlier said it would release P5 billion to rehabilitate Marawi City for 2017 alone. Of those funds, Lorenzana said, only P122 million remains without allocations for rehabilitation. The rest have been earmarked for housing needs, as well as the needs of those displaced by the war.
The P122 million, said Lorenzana, can be used later on for the task force’s rehabilitation efforts.

“To ensure that such kind of an inquiry will be attained, (Philippine Navy flag-officer-in-command) Vice Admiral (Ronald Joseph) Mercado has ordered the relief of the ship captain while the rest of his crew were on restrictive custody aboard the Navy ship to make them available for the duration of the investigation; and commissioned third party investigators like the Philippine National Police and the Philippine Coast Guard to do an independent inquiry,” AFP public affairs office chief Col. Edgard Arevalo said Wednesday.
An internal investigation is also being conducted on the matter, he added.
“All hitherto statements and issuances we are yielding to the DFA (Department of Foreign Affairs) who will be furnished with appropriate reports. The updates shall be communicated to its counterpart in the Republic of Vietnam,” Arevalo stressed.
The encounter between the Filipino patrol craft and Vietnamese ship took place 1 am., 34 nautical miles off Bolinao, Pangasinan.
Initial reports reaching AFP headquarters in Camp Aguinaldo, Quezon City indicated that two Vietnamese fishermen were found dead in their vessel during the visit, board, search and seizure (VBSS) procedure done by PN personnel on the Vietnamese ship.
Before the procedure, the Navy ship gave chase to the fishing vessel that was spotted along with five other vessels illegally fishing near Bolinao, Pangasinan.

BRGY, DIAN-AY, Escalante City - The Philippine Army in northern Negros is bracing for more atrocities by the New People's Army on sugar millsand others who refuse to comply with their extortion demands, among their possible targets.
Lt. Col. Darrell Bañez, 62nd Infantry Battalion commander, yesterday said they also received reports on threats of the NPA to attack police stations, and other vital installations in northern Negros.
But Bañez said their combat operations, in coordination with the Philippine National Police public safety forces, are going on without let-up, to prevent whatever terroristic plans the NPA estimated to have 70 armed fighters,may have in northern Negros,.
The Philippine Army earlier condemned the latest atrocities committed by suspected NPA rebels, who recently attacked and inflicted damage on the biggest solar farm in Southeast Asia in Brgy. Tinampa-an, Cadiz City, Negros Occidental.
Police investigations showed that about 17 armed men armed with hand grenades and M203 grenade launchers fired at the solar power farm owned by the Helios Solar Energy Corp. in Barangay Tinampa-an, Cadiz City, for about four minutes.
Damaged were 90 imported solar power panels situated at the southern portion of the solar farm and a CCTV camera. But no one was hurt during the attack. The estimated damage has been placed at P3.1 million.
Bañez admitted that they, and even the security forces guarding the solar power farm, were surprised by the harassment, as they have not monitored any presence of armed men in the area, before the incident.
Their investigations showed, Bañes said, that the armed men came from other places and were shuttled into the area in vehicles.
“Extortion was the main motive of the harassment,” Bañes, who led the multi-service peace caravan of the Provincial-Peace Integration and Development Unit of Negros Occidental, with this barangay as the venue, said.
Since 2015, the extortionists have been demanding a certain amount from the owner of the solar farm, who ignored them, he added.
The Philippine Army lauded the solar company for rejecting the NPA's demand, although its refusal led to the destruction of their solar farm panels.
Senior Supt. Rodolfo Castil, provincial police director of Negros Occidental, who attended the activity, said they are maximizing patrols in the area, in coordination with the 62IB, to prevent the occurrence of a similar incident.

The Philippines and Australia finished a 5-day joint maritime patrol exercise in the Sulu Archipelago as part of a bilateral agreement aimed at strengthening defense relations of the two countries, officials said Monday.
Rear Admiral Rene Medina, of the Naval Forces Western Mindanao, said the exercise, which started September 22, was participated by the BRP Ramon Alcaraz, a frigate, under the command of Glen Dizon and the Australian Ship HMAS Parramatta.
“The exercise was designed to strengthen the defense relationship of both navies when it comes to the establishment of communications with each other while conducting joint maritime patrols in the region,” Medina said, adding, Australian Defence Attaché, Capt. Bradley Ian White led the Parramatta delegation.
Australia also offered to help the Philippines fight local ISIS militants in the besieged city of Marawi where the battle entered its 6th month now. One soldier was killed and more than a dozen others wounded in the fighting over the weekend while trying to dislodge militants led by Isnilon Hapilon from a mosque.
The war, which began on May 23 when militants occupied Marawi, forced over 200,000 civilians fleeing for their lives. The military said the fighting could end soon, but thousands of soldiers are expected to arrive soon to augment the thousands of infantrymen battling several hundred ISIS militants who are still holding dozens of civilian hostages.

A twin bomb explosions injured four security personnel and village officials on Wednesday in Maguindanao province in the restive Muslim autonomous region in southern Philippines where security forces are battling insurgents.
The improvised explosives went off successively in Datu Odin Sinsuat town near an army training camp and wounded a policeman, a soldier and two village leaders. The bombs were planted along the road and exploded hitting the soldier who was near the area. The second explosion injured the trio investigating the blast.
No individual or group claimed responsibility for the attacks, but the troubled province is a known stronghold of the Bangsamoro Islamic Freedom Fighters (BIFF) and local ISIS militants now battling security forces in Maguindanao and in the besieged city of Marawi.
The 6th Infantry Division and the Western Mindanao Command did not release any statement on the twin blasts, but police have tightened security in the town, putting up checkpoints and deployed more patrols to prevent similar attacks in the future. Provincial and regional officials were also silent on the incident.
It was unclear how the bomber managed to sneak near the army camp and planted the explosives without being detected despite the current military rule in Mindanao. The blasts came days after an alleged BIFF bomber was captured by the army in Midsayap town in the neighboring province of North Cotabato.
Several weapons and materials in the manufacture of improvised explosives were also seized from the jihadist, whose identity was not released by the military, saying, the man is currently being interrogated.
Security forces and militants have been fighting sporadically since August in Maguindanao and troops, aided by BIFF rival group Moro Islamic Liberation Front, had recovered over two dozen improvised explosives from the clashes in the towns of Shariff Saydona Mustapha, Talayan and Datu Salibo. ZAMBOANGA CITY (DWDD) – The Bangsamoro Islamic Freedom Fighters (BIFF) have sustained 62 casualties as military offensives intensified to rid the province of the Daesh-inspired terrorist in Central Mindanao.
According to latest report from the Armed Forces of the Philippines (AFP), they have recently apprehended nine (9) terrorist and have recovered eight firearms and 28 Improvised Explosive Devices and components since fighting started last August 2 in Maguindanao.
So far, the BIFF has lost 41 member while 21 were wounded during joint security operations by the AFP and the Moro Islamic Liberation Front against the BIFF faction of Esmael Abdul Malik aka Abu Toraype.
Major General Arnel Delavega, commander of the Joint Task Force Central stated that MILF ground forces, maneuvering on BIFF lairs, were able to purge the terrorists from their areas, particularly in the municipalities of Shariff Saydona Mustapha and Datu Salibo, both in Maguindanao.
The MILF complemented the AFP’s ground forces by serving on blocking positions on possible enemy withdrawal routes, while the Army’s field artillery and the Air Forces’ Air assets pounded the enemy holed up in Barangay Damablac, Talayan, Maguindanao.
Delavega added that goverment forces ar sustaining their security operations on built-up areas, route, particularly in vulnerable areas, in coordination with the PNP, to prevent the enemy from conducting retaliatory attacks or other atrocities.
Recently, soldiers were able to pre-empt BIFF members from transporting a 60mm mortar from Barangay Damablac, Talayan, Maguindanao towards Barangay Nabalawag, Midsayap, North Cotabato.
Meanwhile, Lieutenant General Carlito G. Galvez, Jr., commander of the AFP Western Mindanao Command (WESTMINCOM), maintained that the threat the government is confronting in Central Mindanao, instigated by the BIFF, is very much related to the Daesh-inspired Maute terror group creating havoc in Marawi City. And resembling the AFP’s efforts in containing the threats in the other areas of the Command, the WestMinCom is still very much in control of the situation in Central Mindanao.
By following the principle of ‘Economy of Force,’ the sustained the operational momentum in Central Mindanao by employing the forces-in-being of the JTF Central with very minimal augmentation of air assets. Very significantly, the strategic alliance by the AFP with the MILF continues to benefit the security campaign as the MILF confront the BIFF fighting side by side with our soldiers. With this, we are able to still focus our forces in Marawi City, while winning over the threat in Central Mindanao and in other parts of our joint area of operations. And we sustain our efforts to address the threat of terrorism in our area, added Galvez.

CAMP GEN EMILIO AGUINALDO, Quezon City (DWDD) – Select personnel of Public Information Office (PIO) of the Philippine Air Force joined other practitioners of the Armed Forces of the Philippines (AFP) and Department of National Defense (DND) in the 6th Public Affairs Officers Summit on September 21 to 22, 2017 at Camp General Emilio Aguinaldo, Quezon City.
Bringing together notable individuals who belong to the different PAOs, this year’s summit was not only an avenue for ideas, common interest, and confab; it was also designed to reaffirm their strong bond despite the pressing issues they face concerning their organization, public affairs (PA), and information operations.
During the opening ceremony, Director Arsenio R Andolong, MNSA, CESE, Chief of the Public Affairs Service of the DND reminded all PA practitioners about their role on information dissemination as well as the effective use of new media.
In a span of two days, subject matter experts were able to share fresh ideas that are useful in their day-to-day operations of the PAOs/PIOs in attendance.
