A humanitarian mission that was barred entry to Marawi despite securing the necessary permits a day earlier, criticized what they call as “arbitrariness” of military rule in the city.

In an interview with Davao Today, Kalinaw Mindanao convenor Amirah Lidasan, one of the personalities behind the National Interfaith Humanitarian Mission, said the military constantly justifies its questionable actions by citing Martial Law.
 
“This borders on pag-abuse ng military doon sa newfound power ng military over the civilians. It’s Martial Law, hence hindi ka pwede mag-question sa ginawa nilang pag aresto. It’s Martial Law, hence di ka pwede magrally, hindi ka pwedeng magsalita ([The military’s actions] borders on abuse of their newfound military over the civilians. It’s Martial law, hence you cannot question arrests. It’s Martial law hence you cannot join rallies, it’s Martial Law, that’s why you cannot speak),” Lidasan said.

In particular, Lidasan cited how they were barred entry into Marawi City despite being duly granted permits by the Office of the Civil Defense a day before.

Lidasan said the NIHM was supposed to enter Marawi City ​on July 28, but were told that their permits were voided by the same office that granted them.

Lidasan said they were already able to get past Barangay Emie Punod in Marawi when they were again stopped
​in a checkpoint. There, they were told that their permits were already voided by the OCD.

“Sabi ko, eh kabibigay lang ng permit na ‘yan paano niyo mavo-void” (I said, but they just issued that permit, how can that be void?),” she said.

Lidasan said they went back to the OCD to clarify the situation, to which they were told to speak to Undersecretary Cesar Yano, who was then not around.

Yano ​is a retired brigadier ​g​eneral of the Philippine army. He retired from service in 2013.

Other cases

Lidasan also recounted how soldiers prevented evacuees from joining a mass mobilization in Iligan City on the day of President Rodrigo Duterte’s​second State of the Nation Address.

Lidasan said the evacuees already had with them valid identification cards proving their status as internally displaced persons. However, on the day that they were about to travel to Iligan, the evacuees were told they still had to secure cedulas (community tax certificates).

Lidasan said this would have been impossible to secure given the timing and the status of the evacuees as displaced persons.

Lidasan also cited the case of Arafat Lala, a Maranao evacuee arrested by authorities on July 23 after he was accused of being a member of the Maute group, an ISIS inspired band of rebels that laid siege to Marawi.

Noraidah and other evacuees deniedthis accusation, insisting that he was merely a mechanic.

On July 26, Karapatan legal counsel Maria Sol Taule accompanied Noraidah to the nearby Saguiaran Police Station to clarify the situation. There, a soldier tried to take photos of them purportedly for a police report.

When Taule refused to give permission for the soldiers to take their photos, she was simply told “Martial Law ngayon (It’s Martial Law now).”

Now on its second wave, the NIHM was also barred entry to Marawi on June. It is organized by Kalinaw Mindanao, an interfaith network founded on the heels of former President Joseph Estrada’s all out war in Central Mindanao in 2002.

Among the participants are the Rural Missionaries of the Philippines, Sister’s Association in Mindanao, Gabriela, Children’s Resource Center, In Peace Mindanao, Promotion of Church People’s Response, Sandugo, Suara Bangsamoro, Bagong Alyansang Makabayan, Moro Christian People’s Response, Talikala, and Karapatan, among others.

PALAWAN (DWDD) – Philippine Marine forces engaged the terrorist New People’s Army near the border of Rizal and Bataraza Town in southern Palawan.

According to Lt. Col. Danilo Facundo, commanding officer of the Marine Battalion Landing Team – 4, the latest encounter occurred at the boundary of Barangay Malihud in Bataraza and Barangay Culasian in Rizal, which was the third of similar skirmishes between the two forces since the government launched “focused military operations” to run after the insurgents.

Based on reports, the marines, led by 1Lt. Geovanni Bangoy, engaged the terrorist group which fled the area carrying with them their wounded companions. Recovered from the encounter site were a homemade shotguns and a mobile phone.

The first encounter between military forces and the NPA occurred on July 21 at Sitio Kambingan, Malihud. The second followed on July 23, also in the same barangay but in the area of Sitio Ilyan. WESCOM / MCAG

With the current crisis with the Maute Group in Marawi City, Lanao Del Sur, the armed forces are united in reclaiming its freedom. With the increasing number of wounded personnel and demand for mission essentials, the “Mighty Huey” of the 205th Tactical Helicopter Wing has been very reliable.



The Hueys are used to transport wounded personnel in order to receive immediate first aid and save their lives. Supplies are also delivered to the frontlines in the shortest possible time to increase the overall success of the mission.

Our ground troops, the Philippine Army and the Philippine National Police who are at the forefront of the battlefield, risk their lives to reclaim the City of Marawi. But despite the current challenges they face, the ground troops never failed to boost the morale of their comrades from the Philippine Air Force.

In their own little way, they flashed a sign saying “THANK U AIRFORCE” – a simple gesture of showing their gratitude to the Huey pilots for saving their lives. This only demonstrates how Huey pilots perform a critical role in serving the country and its people.

The gesture of appreciation may be simple but it gave a very inspiring warmth in our hearts and motivated us to work harder. Our responsibilities as Tactical Heli-lifters play a vital role in every crisis that our country faces and will face in the future. Every soldier that we save means one less fatherless homes, one less crying mother, and one less widowed wife.

CAPAS, Tarlac (DWDD) – The Tactical Operations Group 3 (TOG3), together with Department of Education-Tarlac and other stakeholders joined the launching ceremony of adopt a school program sponsored by Dra. Germiline Guiao, which benefited Manlapig Elementary School in Capas, Tarlac on July 25, 2017.

The launching ceremony aims to extend the “libreng serbisyo” by the stakeholders and to introduce the TOG-3 to its neighboring barangays.

The launching ceremony was attended by the TOG 3 Commander, Lt Col Perfecto R Magalong Jr PAF (GSC) and participated by the men and women of the Group through manpower services, assistance, display of PAF booths, and presentation of promotional video.

FORT ANDRES BONIFACIO, Taguig City (DWDD) – The military uniform is a symbol of authority that must be used properly and with dignity.

The unauthorized wearing by civilians impacts negatively on the image of the Philippine Army and the Armed Forces of the Philippines, apart from security implications.

Lawless elements have often worn military uniforms to carry out atrocious activities or impersonating as soldiers for other criminal purposes.

We call on all civilian citizens to desist from unauthorized wearing of any military uniform. Under the law, offenders can be prosecuted for violation of Article 179 of the Revised Penal Code (Illegal Use of Uniforms or Insignia), which penalizes any person who shall publicly and improperly make use of insignias, uniforms or any dress pertaining to an office not held by that person or to a class of persons of which he or she is not a member.

Offenders can also be prosecuted for violation of Republic Act 493, for the crime of wearing, using, manufacturing and selling of insignias, decorations, medals, badges, patches and identification cards prescribed for the Armed Forces of the Philippines by persons not in the service.

CAMP SIONGCO AWANG, Datu Odin Sinsuat, Maguindanao (DWDD) – The 6th Field Artillery (Deadly Accurate) Battalion (6FAB), Army Artillery Regiment (AAR), recognized its soldiers, whose promotion was finally approved by its higher unit, in a simple ceremony at its headquarters in Camp Siongco, Awang, Datu Odin Sinsuat, Maguindanao.

Five Enlisted Personnel with the ranks of Privates were promoted to the next higher rank of Private First Class namely Kayce M Abuan, Ronelo A Zarsuelo, Jonirick M Sultan, Jess Mar S Diasnes and Regio Nhel R Allado. The donning of their ranks was facilitated by LTCOL Edgar Rosete Delos Reyes, the Assistant Chief of Staff of Personnel, G1 of the 6th Infantry Division (6ID), Philippine Army.

Meanwhile, the highlight of the ceremony was the awarding of the Bronze Cross Medals among the promoted young Cannoneers, PFCs Abuan and Sultan, who have distinguished themselves for acts of heroism and risked their lives in the actual Fire Support Mission in support to the Law Enforcement Operations (LEO) of the 6ID last May 2017 in the areas of Salvu, Pagatin, Mamasapano and Shariff Aguak, all of Maguindanao.

In his message, LTC Delos Reyes said, “The over-all success of the 6ID’s LEO was because of 6FAB’s significant contribution as our supporting unit and this is a manifestation of your fervent commitment to transform into a well-responsive artillery unit which is founded on good governance and most especially, performance excellence”.

LTCOL Francis Anthony M Coronel, Commander of 6FAB, likewise recognized his Officers and Senior NCOs for closely supervising their subordinates, “The accomplishments of our young blood cannoneers today was the result of your constant mentoring and coaching to them. May all of you continue to support each other and become better versions of yourselves each day.”

 CAMP EVANGELISTA, Patag, Cagayan de Oro City (DWDD) – By virtue of the two search warrants that were issued by the RTC 10 Branch 43, the 4th Infantry Division Martial Law Special Action Group or 4ID MLSAG composed of personnel from the 4ID, PDEA 10, CIDG 10, PRO 10, and RIC 10 simultaneously launched law enforcement operations in Barangays Pagatpat and Bonbon, both of Cagayan de Oro City which resulted to the successful confiscation of sixteen assorted firearms (3 long and 13 short) and the arrest of one suspect early today, 27 July 2017.

In Barangay Pagatpat, the operation was launched to search the house of a certain Jalaludin Bacaraman Lao. Lao is allegedly linked to gun smuggling in Northern Mindanao. Unfortunately, only Lao’s wife was present during the operation. The team recovered one (1) M4 5.56mm rifle, two (2) cal.45 pistols, one (1) cal.38 pistol, and assorted ammunitions.

It can be recalled that last month, June 29, more or less 8000 ammunitions were intercepted by 4ID MLSAG in a garage of a cargo forwarding office in Brgy Camaman-an, CDOC. According to the witnesses, the items were supposed to be delivered to Marawi City and Lao has a direct involvement on the said transaction.

“Aside from addressing the threat situation, one of the major concerns of the 4ID MLSAG is to stop the proliferation of illegal firearms, ammunitions, and other contrabands in the area. That is why together with the PNP, PDEA, and other Government forces, we are relentless and very deliberate in our action to intercept and to stop any kind of illegal transactions that are aiding the enemy of the state.” Said by Col Adonis Ariel G Orio, 4ID Martial Law Command Center Spokesperson

In Brgy Bonbon, another operation was also launched to implement the search warrant to the residence of a certain Jabar Tago Y Dura and Jamelodeng Tago Y Dura for allegedly possessing illegal firearms. The team recovered the following items: one (1) M4 5.56mm rifle, one (1) AK47 rifle, two (2) cal.40 pistol, five (5) cal.45 pistol, three (3) 9mm pistol, and assorted ammunitions. Said information was tipped-off by a concerned civilian in the area. During the operation, only Jamelodeng and his relatives were present in the compound. He (Jamelodeng) provided documents to justify the legality of the confiscated firearms but all of these will be subject for further verification by the CIDG 10.

MGen Benjamin R Madrigal Jr., 4ID Commander said, “I would like to congratulate our government forces for the very swift execution of these two separate law enforcement operations. We have once again proven our competence in ensuring the safety and security of our people in Cagayan de Oro City.”

The fate of the proposed Bangsamoro Basic Law (BBL) is now with Congress. This early, there are many ideas on how to proceed with it. Not to be outdone are those traditional oppositions to the proposed law, who are now starting to howl on top of their voice and throw every kind of punch including foul ones that stink.

But amid these wrangling, we are banking on the commitment of President Rodrigo Roa Duterte to pass the BBL and make it as template for federalism in this country.

The ultimate statement of commitment came during the submission of the BBL to the president on June 27, which, among other strong words, included the promise of putting up a “Moro country” in three years.

We are also relying on the general realization that the only viable option open for all of us is the pathway of peace. War will only bring chaos and destruction and lead us to nowhere. It should not be an option at all.

Be this as it may, we believe that the best option is for Congress to pass the proposed BBL in its entirety and let the Supreme Court handle the rest. This will save time, debate, and resources on the part of the government.

The proposal may sound weird to some people. To us, it comes from the purest of intention. It also emanates from earnest desire to prevent the repeat of what happened to the previous BBL during the 16th Congress. After much debate and wrangling, it did not pass at all.

Wonder of all wonders, the most raised question is about its constitutionality, when only the Supreme Court, as argued above, has the competence to make. This question was persistently raised, despite the strong argument of the 18 surviving members of the 1987 Constitutional Convention that the BBL is constitutional because it is about social justice.

We hope Congress will not by offended by this proposal. We appeal to their collective wisdom to consider this view.

The reason for this proposal is both practical and legalistic. Only the Supreme Court can rule with finality any question of constitutionality or unconstitutionality of any law, section or provision thereof. Even the best legal mind does not have such authority. So, why do we have to consume our time to something that is not final?

It is provided in separability clause of any law if any part thereof is declared unconstitutional, other sections or provisions, which are not affected by such declaration, shall continue to be in full force and effect.

It was firmly viewed that when the Bangsamoro Transition Commission (BTC) submitted the official copy of the BBL to President Rodrigo Roa Duterte last June 27, nothing in it is deemed unconstitutional. Common sense would dictate that they would not be included at all.

In the current BTC, there are seven lawyer-commissioners, not to mention those lawyers or legal officers serving the 20 commissioners. The previous BTC had five lawyer-commissioners, and 14 lawyers or legal officers employed by the 14 remaining commissioners.

Some of these lawyers, if not all, are as competent as any other lawyer in this country. They know their law and they practice it religiously.

A member of the MILF Peace Implementing Panel (PIP) was also present and presented some important updates of their activities and the recently submitted new Bangsamoro Basic Law (BBL) to the Office of the Philippine.

Jannati was accompanied by some key officials of the Joint Ceasefire Monitoring Post (JCMP), Local Monitoring Team (LMT), the Ad-Hoc Joint Action Group (AHJAG), and the MILF Coordinating Committee on the Cessation of Hostilities (CCCH).

The commander of the Central Command of the Armed Forces of the Philippines has announced that troops will soon be deployed to Guihulngan City, Negros Oriental, following the July 21 ambush in the area that left six policemen and a civilian dead.

CentCom commander, Maj. Gen. Oscar Lactao, said the redeployment of troops to the area will be considered soon, likely after the normalization of the situation in Marawi City. The 11th Infantry Battalion of the Philippine Army based in Guihulngan City was pulled out months back due to the conflict in Mindanao.

Lactao described the recent Guihulngan ambush as a retaliatory attack by the New People's Army terrorists because of their losses in an encounter with government troops in San Carlos City, Negros Occidental earlier.

It was just unfortunate that the communist terrorists took advantage of the policemen who were just responding to a call for police assistance in Barangay Magsaysay, Guihulngan, he told reporters in Dumaguete Saturday.

President Rodrigo Duterte visited Guihulngan Thursday to condole with the families of the slain police personnel, and award medals to the killed and wounded policemen. He also announced additional battalions to beef up the military.

He reiterated that he is no longer open to peace talks with the NPA, and challenged Jose Marie Sison, the founder of the Communist Party of the Philippines, to come back to the Philippines and fight alongside the NPA, the armed wing of the CPP.

On Saturday, Lactao witnessed the inter-agency capability demonstration exercise against attacks by terrorists at the seas off Dumaguete City.

In his message, Lactao said that while the military has the firepower and information when they engage the enemy, what is most important is to have a leadership that can make things happen in a certain local government unit.

He lauded the leadership of Negros Oriental Gov. Roel Degamo, who for a span of four to five months, was able to mobilize line agencies in the campaign against terrorism, which he believes is a manifestation of a good, professional, and efficient leader.

Lactao stressed that no matter how good the army or the police, it will not be able to squarely confront the challenges of security if the leader in that area is not cooperative.

He pointed out that the initial response will really come from the community.

It is not just a right but an obligation on the part of the citizenry to assist government to secure our society because there could be no development without security, Lactao said.

Also present during the simulation exercise was Negros Island Region police director, Chief Supt. Edmund Gonzales, who confirmed the directives from higher headquarters for the army and the police to be always vigilant and proactive.

To do this, Gonzales said they need to have a very good intelligence build up in areas frequented by the rebels.

He added that the best armament against terrorism is intelligence to prevent and preempt plans of the enemy, rather than reactive.

Negros Occidental Gov. Alfredo Marañon Jr. appears not to be surprised by the admission of the New People's Army rebels that they were behind the ambush of six policemen and a civilian in Guihulngan City, Negros Oriental July 21.

One of the six slain policemen was Supt. Arnel Arpon, police chief of Guihulngan City, and a resident of Hinobaan, Negros Occidental.

Even if they will not admit it, we knew that they were the ones who did it. It was very clear to the people that they did it, Marañon said.

Maj. Gen. Jon Aying, 3 rd Infantry Division commander, also said there's no other group or individuals who would do such atrocity, only the NPA rebels.

The ambush of the six policemen, who were responding to the call of duty, and a civilian, elicited condemnation from all sectors of society.

The Leonardo Panaligan Command of the NPA in central Negros claimed responsibility for the ambush of the Guihulngan policemen. They also took six M16 rifles, three M4 rifles, seven 9mm pistols, a 45 caliber pistol, and more than 1,000 rounds of assorted ammunition.

Angered by the ambush incident, President Rodrigo Duterte ordered an aggressive military operation against the NPA in the Negros Island Region.

On Sunday, suspected rebels also torched two heavy equipment of a construction firm in Siaton, Negros Oriental, military records showed.

Marañon also criticized CPP founding chairman Jose Maria Sison for enjoying a luxurious lifestyle in The Netherlands, while their fighters are suffering from hunger, and always on the run, as they are being chased by government troops.

Joseph Celis, Napolcom NIR regional director, yesterday said that Napolcom will also give financial assistance to the families of the slain policemen.

It was very clear that they were ambushed in the line of duty, Celis said.

He recalled that the Napolcom gave P10,000 each and plaques of appreciation to the two policemen, who also died in an ambush in Candoni, Negros Occidental, in February last year.

The Leonardo Panaligan Command-New People's Army Central Negros owned up to the ambush of policemen in Barangay Magsaysay, Guihulngan City in Negros Oriental, on July 21.

JB Regalado, spokesperson of LPC-NPA, in a statement sent to the media yesterday, said that their tactical offense against the Guihulngan Police Station's personnel was a success.

The statement said it had been a long demand of the residents to punish the police officers of the Guihulngan Police Station for the many cases they committed against them, that have not yet attained justice.

The rebels claimed that the crimes that the Guihulngan Police Station personnel committed include illegal arrests without a warrant, tortures, and the killings of several residents.

The police also allegedly received money from individuals who want to have someone killed, protect the drug lords and pushers, and the thieves operating in Guihulngan, among others, it added.

Regalado said the Guihulngan policemen hurriedly responded to the reported ambush of Councilor Edison dela Rita, when not one of them had responded when dela Rita had committed a crime against the residents.

The rebels claimed that the exchange of gunfire between the NPA and the police lasted for 30 minutes.

The NPA reportedly seized six M16 assault rifles, three M4 assault rifles, seven 9mm caliber pistol, a .45 caliber pistol, nine bandoliers, magazines, about 1,000 rounds of ammunition, and four cellular phones, but they denied getting the money and watches of the policemen.

Killed in the ambush were Supt. Arnel Arpon, SPO2 Necasio Tabilon, SPO1 Jesael Ancheta, PO3 Teovic Agosto, PO2 Alvin Paul Bulandres, and PO2 Alfredo Dunque.

Meanwhile, the prayer rally and candle-lighting for the victims of the Guihulngan ambush at the Bacolod City Police Office grounds have been moved to August 8, instead of tomorrow.

Foreign ministers from Southeast Asia and China are expected to endorse the framework of the Code of Conduct in the disputed South China Sea on Sunday, August 6 in Manila.

The formal endorsement will take place during a week of Association of Southeast Asian Nations (ASEAN) meetings to be held in the Philippine capital.

The endorsement is supposed to kickstart the process of crafting an actual Code of Conduct to "govern the behavior" of countries with competing claims in the South China Sea (West Philippine Sea), said Philippine Department of Foreign Affairs Spokesman Robespierre Bolivar.

He was speaking on Tuedsay, August 1, at a Malacañang news briefing.

"After the endorsement, approvals process has been dealt with, we expect that the talks on the actual Code of Conduct will begin in earnest," he said.

The 11 foreign ministers are expected to endorse the framework as finalized by senior officials during a meeting last May.

Bolivar described the document as an "outline" that defines the nature of the Code of Conduct, detail the legal basis for it, and state "how countries should behave in the region."

The framework was finalized ahead of time and Bolivar is hopeful that this "momentum" will carry over to the talks on the Code of Conduct itself.

Progress in coming up with a legally-binding code has been sluggish. After the concept was introduced in the mid-1990s, it was only in 2002 when Southeast Asian countries and China produced a non-binding Declaration of Conduct in the South China Sea.

Asked if an international court ruling won by the Philippines against China on claims in the disputed sea will be raised by Manila during the talks on the code, Bolivar said, "Anything that is to our interest, definitely, we will push."

The ASEAN and China foreign ministers will gather in Manila for the 50th ASEAN Ministerial Meeting. Events will begin on August 2 and will culminate on August 8 with a "grand commemorative celebration" of the 50th anniversary of ASEAN.

Foreign ministers from Korea, Japan, United States, Canada, and other countries considered as ASEAN dialogue partners will be present as well.

Metro Manila's police force is ready to ensure the safety of 1,700 VIPs attending the Association of Southeast Asian Nations (ASEAN) events this week.

The VIPs, which include 27 foreign ministers and a slew of senior officials, will gather in Manila for the 50th ASEAN Ministerial Meeting and Post-Ministerial Conferences from August 2 to 8.

"The preparations have been made since last year. I think with all our efforts, we are very much ready to secure the leaders, the ministers coming here," said National Capital Region Police Office Regional Director Oscar Albayalde on Tuesday, August 1, speaking at a Malacañang press briefing.

Around 13,000 uniformed personnel will be deployed during the week, as well as 1,286 personnel from other agencies, he said.

Security will revolve mainly in the Pasay, Parañaque, Pasay, and Makati areas where delegates will be staying in various hotels and where ASEAN events will take place.

The biggest event will take place on August 8, the last day of the meetings, during which a "Grand Commemorative Celebration" of ASEAN's 50th anniversary will be held at the Cultural Center of the Philippines.

The celebration will involve a parade and ceremonial lighting.

While it will be the Metropolitan Manile Development Authority that will announce traffic regulations and road closures, Albayalde said commuters can expect southbound roads from Luneta to CPP to be closed starting one or two hours before the parade.

Preventing terror attacks

The police are determined to ensure no terrorism-like activities will occur during the week of ASEAN events.

Albayalde recalled the bombing incident in Quiapo which occurred during the hosting of the 30th ASEAN Summit last April. Police attributed the explosion to a local scuffle between Quiapo residents and a minor.

They denied it was a terror attack linked to the ASEAN Summit.

The police are monitoring certain groups in Metro Manila capable of attacks, including two elderly former Alex Boncayao Brigade (ABB) members.

"We are monitoring some groups who are actually present here in Metro Manila, who are Balik Islam and other former members of the ABB, who suspectedly are now Balik Islam. So these are all being monitored in relation to this meeting," said Albayalde.

The ABB is a death squad active in the 1980s that had assassinated dozens of people upon the orders of the Communist Party of the Philippines.

Albayalde said police are also closely watching "critical enclaves" for some criminals like Maharlika Village in Taguig, and Quiapo and Baseco in Manila.

So far, police have not detected any serious impending threat from these groups.

The death toll among terrorists fighting in Marawi City breached 500 on Monday, July 31, after the Armed Forces of the Philippines (AFP) reported killing 11 in separate operations during the day.

The latest military report shows that at least 502 local terrorists, 114 government forces, and 45 civilians have been killed in the conflict that has dragged on for more than two months.

The government admitted that they initially underestimated the strength of the enemy to less than a hundred fighters. Residents who escaped spoke of up to 700 terrorists inside the battle zone.

Also on Monday, two alleged members of the Maute Group were arrested in a joint operation by soldiers and cops in the nearby town of Pantar. They were identified as 71-year-old Mama Batara and 37-year-old Sailanie Asral.

An improvised rifle and an M203 grenade launcher were reportedly recovered from their home. The suspects are now under the custody of the police's Criminal Investigation and Detection Group (CIDG).

The war against terrorists who pledged allegiance to international group Islamic State (ISIS) erupted on May 23 when a military raid against ISIS emir Isnilon Hapilon forced them to prematurely carry out an attack that was supposedly set for the first day of Ramadan, May 26.

The terrorists planned to seize Marawi City and raise the ISIS black flag at the city hall and the provincial capitol, according to the military. A recovered video of Hapilon and the Maute brothers also showed them planning the attack. (READ: Terror in Mindanao: The Mautes of Marawi)

The war continues to rage in the city's commercial district Banggolo and adjacent barangays Raya Madaya and Marinaut. Some of the neighboring areas also remain isolated.

Troops last week regained control of one of 3 critical bridges in the battle zone – Mapandi Bridge – giving troops direct access to the area.

"The entry of our troops, equipment, logistics will be expedited all the more because you don't have to go around anymore... We now have direct access to ground zero," said AFP spokesman Brigadier General Restituto Padilla in a briefing at Malacañang Palace on Monday.

Some 300 civilians including about a hundred hostages remain trapped in the battle zone, according to military estimates. At least 1,724 civilians have been rescued.

The crisis has also displaced almost 400,000 people in the province of Lanao del Sur.

Nearly all of Marawi City's about 200,000 residents evacuated, along with residents of adjacent towns who feared that the violence could spill over to their areas or basic goods would not be able to reach them.

The AFP said on Monday that it is already safe for residents of towns around Marawi City to go back home.

Residents of Marawi City, however, are not yet allowed to return even to so-called "safe areas" or villages outside the battle zone. (READ: Snipers and IEDs: Deadly combination in Marawi war zone)

The AFP said stray bullets continue to be a problem in these areas, which are also being cleared of improvised explosive devices, dead bodies, and disease-causing viruses.

The military and police have been arbitrarily picking up evacuees from Marawi City and, in some cases, allegedly torturing them in efforts to weed out extremist gunmen who have been battling government forces for more than two months now, a human rights group said Tuesday.

Karapatan said it discovered this “worrisome trend” when it joined the 2nd National Interfaith Humanitarian Mission for Marawi evacuees from July 27-29 with Kalinaw Mindanao, Gabriela and other organizations.

The battle for Marawi, which broke out on May 23, prompted President Rodrigo Duterte to place the whole of Mindanao under martial law. Congress has since granted Duterte’s request to extend martial law until the end of the year.

The fighting, which government earlier predicted would be over in days, has since claimed hundreds of lives as it intensified and has, for more than a month, been marked by air and artillery strikes.

In the course of the humanitarian mission, Karapatan said they “also documented human rights violations under the context of martial law’s implementation.”

Among the cases reported by the human rights group was that of mechanic Arafat Lala, 38, who fled Marawi for Saguiaran on May 24.

An affidavit executed by Lala’s wife Noraidah said he was arrested on July 23 by the police Criminal Investigation and Detection Group, who claimed he was a suspected terrorist.

But Noraidah said her husband had even been chosen to be a leader of the evacuation center where they have been staying, tasked with helping systematize the distribution of relief.

Karapatan also said local social welfare officials and Lala’s fellow evacuees could attest to his identity and the work he did in the evacuation center. They said that, hours before his arrest, Lala and other volunteers had just returned from picking up boxes of relief goods from Iligan City.

Arafat is believed to be in the custody of the CIDG Region 10 in Cagayan de Oro City.

Karapatan also documented the arrest of Junar Abbas, 36, and his sons Jabbar, 20, and Jeber, 18, who were picked up from the Saguiaran evacuation center on June 1, handcuffed and brought to a police precinct for interrogation.

There, said the human rights group, they were placed in separate rooms where soldiers allegedly dripped hot candle wax on their hands in an attempt to get them to confess to being members of extremist groups that have pledged allegiance to the Islamic State.

The three were detained for a week, questioned every day and handcuffed throughout their ordeal. Junar still has the scars from the cuffs, said Karapatan.

Eventually, they were “cleared” and given canned goods during their release.

A week after Abbas and his sons were picked up, Jahmaral Dimaampao, 27, along 20 other evacuees staying at the Lumundot Compound in Toril, Iligan City, were rounded up by police and taken to the precinct in Tubod where they were detained for a day.

Jahamral’s father, Lomala, said his son’s mugshots were taken although no charges were filed against him.

“This is martial law’s new phase — the phase of manufacturing enemies to justify the extension of martial law. The level of repression is further heightened as military elements are seen loitering around in evacuation centers, becoming defensive and even aggressive when the word ‘justice’ is so much as spoken by either the mission team or the evacuees,” Karapatan secretary general Cristina Palabay said.

Palabay said the alleged abuses they documented have led them to “seriously question information about the numbers presented by the military, and about the real security situation in Marawi.”

She also said the Duterte government “cannot forever hide behind the veil of ‘national security’, especially with the evacuees’ own perceptions that civilian casualties are far worse, the numbers sanitized and re-calibrated to appease public discontent.”

Philippine security forces are monitoring a group of former Maoist assassins who joined Islamist militants as a possible threat to this week’s 50th anniversary meeting of Southeast Asian foreign ministers, Manila’s police chief said on Tuesday.

Twenty-seven foreign ministers from the Association of South East Asian Nations (ASEAN) and its dialogue partners like Japan, the United States, India, Canada and Russia, will gather in Manila from Friday until Tuesday.

Metro Manila’s police chief Oscar Albayalde said there was no specific threat so far, but police were monitoring several “Balik-Islam”, or Christians who converted to Islam. They were former hitmen of the communist Alex Boncayao Brigade, or ABB, a group of assassins that was active in the 1980s.

He said the men had joined pro-Islamic State militant groups in the Philippines and could be planning to disrupt the upcoming meetings of foreign ministers.

“We are watching several enclaves where there are large numbers of Muslim populations,” he said.

Among those is Quiapo, an old commercial district close to the presidential palace area, where a bomb during an ASEAN leaders’ summit in April wounded 14 people. The authorities said the motive was a personal dispute.

Security forces have been on high alert since an alliance of pro-Islamic State fighters laid siege to the southern Marawi City on May 23, a battle that is still ongoing and has killed more than 650 people, mostly rebel fighters.

Albayalde said that although the ABB was small and has long been dormant, the conversion of some of its members to Islam meant it needed to be watched.

The Philippines is deploying 13,000 police officers to secure and guard more than 1,700 delegates.

A member of the New People’s Army (NPA) voluntarily surrendered to the Army’s 401st Brigade in Barangay Awa, Prosperidad, this province at 10:00 a.m. on Friday, July 28, 2017, bringing with him four high-powered firearms.

Rey Betos Valiente aka Carding, 39 years old, a member of Squad 1, Pulang Bagani Command (PBC) - 4, Southern Mindanao Regional Committee of the NPA, turned himself in after sending surrender feelers through a relative. He turned-over an AR18, an M1 Carbine, and two US M1 Garand rifles to the 401st Brigade.

The negotiation of his surrender was made successful through the joint efforts of 23rd Infantry Battalion, Agusan del Norte Police Provincial Office and 401st Brigade.

Valiente’s decision to abandon the armed struggle was due to the hardship he experienced. “Dili na nako makaya ang kalisod sa bukid, nagsige lang mi dagan ug walay pagkaon aron makalikay sa walay undang nga operasyon sa kasundalohan (I can no longer withstand the hardship in the mountains. We are always kept on the run, out of food evading the relentless operations of the military),” he said.
“Dako akong pasalamat sa higayon nga gihatag sa kasundalohan aron makauban nako ang akong pamilya sa hapsay nga pamuyo ug malipayon ko nga gitrato ko nila isip usa ka igsuon (I am very thankful to the Army for giving me a chance to live with my family peacefully, and I’m happy they treated me as a brother),” added Valiente.

Col. Andres Centino, 401st Brigade Commander, has directed the facilitation of the release of benefits due to Valiente.

“We are now facilitating the immediate release of his benefits under the Comprehensive Local Integration Program (CLIP). It is best for him to live in peace with his family and be counted as a productive citizen so that he can also inspire remaining NPA members to abandon the revolutionary movement and avail of the integration program,” he underscored. The Philippine Military Academy (PMA) will be conducting the PMA Entrance Examination on August 20 , 2017 in 40 examination centers all through-out the country. One of these exam centers is in Davao City.

The PMA Entrance Exam is the first stage in the selection process for cadetship in the premier leadership training school in the country.

PMA Cadets are given full government scholarship where they will earn a Bachelor of Science Degree upon graduation from the academy. Upon graduating they will have guaranteed jobs as they are commissioned as Second Lieutenants and Ensigns in the Armed Forces.

With the AFP modernization program, PMA cadets will experience education and training in modern training facilities in the academy. Among these equipment and facilities include, model classrooms, new cadet barracks (student dorms), computer rooms, simulation rooms, fitness center and the PMA station hospital.

Grade 12 students under the K to 12 Basic Education Program who will be graduating by 2018 will be allowed to take the PMAEE provided that they will graduate before 01 April

A suspected New People’s Army (NPA) bandit died early Sunday morning, 30 July 2017, while in a firefight with government troops in a forest near Sitio Gape, Barangay Bukang Liwayway, Kibawe, Bukidnon.

The battle between the government’s 1st Special Forces Battalion and suspected NPA members happened around 7:30 a.m, which lasted for about 20 minutes.


It resulted to the recovery of four (4) rifle grenades; one (1) landmine or an Improvised Explosive Device; one (1) bolt assembly of an M16 rifle detonating cord; one (1) time-delay fuse; assorted ammunitions; back packs; medical supplies; subversive documents; and other personal belongings.

Troops also uncovered globs of blood along the bandits' escape routes, which indicate that several other NPA members were wounded during the clash.

The 1st Special Forces Battalion, a unit operationally controlled by the 403rd Infantry Brigade of the Army's 4th Infantry Division, have been conducting Focused Military Operations in the area, after repeated reports and complaints from local residents about the presence of armed men identifying themselves as NPA members and who are threatening civilians with their extortion activities.

It can be recalled that a soldier was killed while 11 others were wounded when an NPA-perpetrated landmine exploded around 10:30 pm, July 22, 2017, while the government troops are serving the villagers through various community assistance in the neighboring town of Kitaotao, Bukidnon province.

The 403rd Infantry (Peacemaker) Brigade continuously condemns the NPA's acts of lawlessness in Bukidnon, particularly in sowing seeds of oppression to Indigenous Peoples or “Lumad” through threats, intimidation, extortion, and the continued use of landmines.

Col. Eric C. Vinoya, 403rd Infantry (Peacemaker) Brigade Commander underscored these matters in his statement: “The Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law or CARHRIHL, to which the Government of the Philippines and the National Democratic Front including the Communist Party of the Philippines and the New People's Army are signatories, bans the use of landmines.”

“The constant use of landmines by the NPA indicates their lack of sincerity and trustworthiness. Truly, they have degenerated into a bandit and a criminal organization hiding in the cloaks of communist ideologies whose real aim is to generate money from extortion at all costs. With this monstrous aggression against our peace-loving people here in Bukidnon, we will continue to hit the NPA with our focused military operations. The military, in partnership with key government agencies, has started the construction of temporary houses for the thousands of displaced families in Marawi City as part of the early recovery and rehabilitation process. This developed even as fighting has continued in the “battle zone” in the area.

Lt. Gen. Carlito Galvez Jr., Western Mindanao Command (Westmincom) chief, on Monday said they are gradually shifting gear to help in the rehabilitation by pouring in more troops who will undertake rehabilitation works.

“Your soldiers are willing to risk their lives not only to make sure that Marawi City be free from terrorists, but also to speed up rehabilitation, so that shelters will be ready the soonest possible time,” Galvez said.

“Just as your AFP (Armed Forces of the Philippines) was employed as an instrument to quell the rebellion of the Maute-ISIS Group that caused the destruction of Marawi, you will also find your soldiers, airmen, sailors and marines at the forefront of the rehabilitation and reconstruction of Marawi. The AFP shall be the catalyst to the massive efforts to revive the city of Marawi,” he added.

The Army's 54th Engineer Brigade, Department of Public Works and Highways-10 (DPWH-10) and the Marawi City Engineer’s Office have started over the weekend the construction of two model houses before the construction of 5,000 temporary shelters for the Marawi evacuees.

Capt. Jo-ann Petinglay, Task Force Marawi spokesperson, on Monday said the ground works of the relocation site started a week ago.

DPWH-10 resident engineer Abdulracman Paunte said the models are expected to be done after a week of work.

"There are two models of houses to be constructed. First is the steel house which is has 26 square meters floor area with a dimension of 4 x 7.7 meters and the other one is the wooden house which is made of lumber and plywood, with the dimension of 4 x 6 meters," Paunte said.

"The steel house model is pre-fabricated and can accommodate three families per building. Construction time will run up to eight days,” he added.

The 11-hectare relocation site is located in Barangay Sagongsongan, Marawi City and is divided into five areas.

One-thousands units of houses will be built in each area.

Paunte said each area has communal kitchens, comfort rooms and washing areas. The electrical lines and water pipes are already being installed by the Lanao Del Sur Electric Company and the Local Water Utilities Administration.

Lt. Col. Jonjie Juguilon of the 547th Engineering Battalion, said they will not only construct the temporary shelters but also to secure civilian workers who are in the site the entire week.

“We are here to provide all necessary needs and support we can give before, during and after the construction of the shelters," he said.

Juguilon said they conducted a consultation with the local government officials and evacuees to determine the designs of the houses.

To have a sense of ownership, Gulem said they are commissioning the evacuees as construction workers and laborers.

“Four workers will be paid PhP15,000 to construct a single-detached house,” he said.

Five armed men who identified themselves as members of the New People's Army (NPA) set on fire a warehouse of an agriculture school in Barangay Cadaducan, Nampicuan, this province Sunday.

Senior Supt. Antonio Yarra, provincial police director, on Monday said that based on the report, the men allegedly barged into the compound of Gallego Institute of Agriculture Industry at about 2 a.m. Sunday.  Reynaldo Lapurga, 56, warehouse caretaker, told police that the suspects stood in front of their staffhouse and introduced themselves as NPAs before firing into the air at least seven times using unspecified type of guns.  Quickly, the men allegedly set on fire the motor glider, its spare parts, power generator equipment parts and a water pump until the fire gutted the warehouse, police said.  Yarra said follow up investigation is being conducted for possible identification of the suspects as well as their motives.

The leader of the influential 57-nation Organization of Islamic Cooperation (OIC) welcomed the decision of the Moro National Liberation Front (MNLF) to defer the submission of another Bangsamoro law and instead will push for a change in current system of the government to federalism.

In a statement issued Monday, OIC Secretary General Dr. Youssef Al Othaimeen lauded the “cooperative and accommodating position declared by the Moro front last July 19 that it will no longer submit a draft new autonomy law to avoid complications and it will contribute directly to the fast tracking of federalism.”

Randolph Parcasio, peace panel chair of the MNLF’s Nur Misuari faction, said earlier that they have decided to instead focused their effort to help the Duterte administration to rewrite the constitution following series of meetings with the national government.

Parcasio said the MNLF-Misuari faction will incorporate all the provisions of the peace deals with the government along with the results of the nine-year-old tripartite review process for the creation of a new Bangsamoro autonomy government here in Mindanao.

The move is in parallel with the Bangsamoro Basic Law (BBL), which was drafted and submitted last month to President Duterte by the Bangsamoro Transition Commission (BTC).

The new version of the BBL was crafted by members of the Moro Islamic Liberation Front (MILF), MNLF-Yusoph Jikiri faction, and the representatives of the government.

The BBL is part of the implementation process under the peace deal between the government and the MILF. The bill aims at creating a new Bangsamoro region with a parliamentary-form of government.

The new set-up will replace the current Autonomous Region in Muslim Mindanao (Armm).

Under the present peace agenda of the Duterte administration, the MILF and MNLF-Misuari faction would come up with a separate documents that will serve as the foundation of a new Bangsamoro government.

The move was made after Misuari, the MNLF founding-chairperson, declined to be part of the BTC.

Misuari, who is facing several criminal charges for his alleged involvement in the 2013 Zamboanga siege, has remained at odds with the MILF leadership after its founding members broke away with the MNLF.

Othaimeen said it is the desire of the OIC to help the Moro fronts in the Philippines to harmonize their differences through the creation of the Bangsamoro Coordination Forum (BCF).

He said they convened key members of the BCF in the middle of this month at the sideline of the 44th Session of the Council of Foreign Ministers (CFM) to advance the welfare of the Bangsamoro people in Mindanao.

Ambassador Sayed El-Masry, OIC special envoy for peace in the southern Philippines, said among the agenda of the meeting are the prospects of the peace process after one year of the Duterte administration and its new approach towards the Bangsamoro question; the convergence of the two peace tracks without sacrificing any of the commitments and obligations contained in all peace agreements; and, the principles guiding enlargement of the BCF and the current situation in Marawi.

“The meeting was acquainted with the contents of the new Bangsamoro Basic Law, in particular, its approach regarding the remaining three contentious issues, I.e. territories, referendum and strategic minerals,” the OIC said.

It said the BCF members “noted in particular that the opt-in clause at the new proposal included the territories as stipulated in the 1976 Tripoli Agreement and the 1996 Final Peace Agreement, and it further welcomed the adoption of the Co-management clause as agreed upon during the Tripartite talks.”

The OIC said they will continue to assist the BCF as part of it efforts to “close ranks between the Moro liberation fronts and to help in the process of merging the two peace tracks and to consolidate realization of the inalienable rights of the Muslim minority in southern Philippines for a peaceful, just and durable settlement of their problem.”

The Police Regional Office 3 (PRO3) on Monday recognized police community relations (PCR) commissioned and non-commissioned personnel as well as the units that supported and contributed to various PCR activities in Central Luzon.

The event is part of the culmination of the month-long celebration of the 22nd Police Community Relations with this year’s theme “Police and Community: Sharing Responsibility, Taking Action in Unity."

Rodolfo G. Santos Jr., National Police Commission 3 (Napolcom 3) director, led the presentation of awards held at the PRO3 Parade Ground here.

The individual awardees were Police Supt. Bayani Razalan, chief of police, Tarlac City; Police Supt. Avelina de Guzman, Olongapo City Police Office; Police Chief Inspector Jovy P. Gunmen believed to be Abu Sayyaf bandits killed seven people they abducted 11 days ago in Basilan, police said Monday. Sr. Supt. Nickson Muksan, Basilan police director, said the decapitated remains of the victims were separately recovered on Sunday at Sitio Campo Barn in Barangay Switch Yakal, Lantawan town in Basilan.

The victims were identified as the following: Nestor Divinagracia, 50; and, his son, Ily, 25; Berto Lacastesantos, 48; Hernando Sally, 53; Renato Casiple, Jr., 36; Rene Sanson, 28; and, Mamerto Falcasantos, 55.

Muksan said the remains of father and son Divinagracia were recovered around 3:30 p.m. Sunday in Sitio Campo Barn, Barangay Switch Yakal, Lantawan town.

Muksan said the Divinagracias were seized on July 20 in Sitio Age, Barangay Lower Mahayahay, Maluso town by suspected Abu Sayyaf bandits led by Pasil Bayali and Otoh Dobol.

Muksan said the remains of the father and son, which were already in the advance state of decomposition, were recognized by the relatives through their clothes.

He said the remains of the other five victims were recovered around 4 p.m. also on Sunday in Sitio Campo Barn, Barangay Switch Yakal, Lantawan.

He said all of the other five victims except Falcasantos were seized by the same group of suspects also on July 20 in Campo Barn, Barangay Switch Yakal, Lantawan.

Falcasantos was seized on the same day in Sitio Sto. Niño, Barangay Matarling, Lantawan town.

Troops are tracking down the group of the suspects behind the brutal killing of the victims, Muksan said.

A suspected New People’s Army (NPA) guerilla was killed on Monday in a clash with Army troopers in Barangay Gangao, Baleno town in Masbate, report reaching the Philippine National Police (PNP) regional office said.

The identity of the slain NPA rebel is still being determined as his remains will be brought to the town police station for documentation and identification, the report said.

The incident happened at about 5:41 a.m. Monday when Army troopers from the 22 Infantry Battalion were on combat patrol when they engaged 15 suspected NPA rebels in a firefight in the said village.

The firefight that lasted about 20 minutes resulted in the death of one of the suspected rebels and the recovery of an M16 rifle.

Army troopers are on pursuit operation and scouring the area where the suspected rebels were last seen headed to.

The commander of the Central Command (CentCom) of the Armed Forces of the Philippines (AFP) has announced that troops will soon be deployed to Guihulngan City, Negros Oriental following the July 21 ambush in the area that left six policemen and a civilian dead.

CentCom commander, Maj. Gen. Oscar Lactao, said that redeployment of troops in the area will be considered soon, likely after the normalization of the situation in Marawi City. The 11th Infantry Battalion of the Philippine Army based in Guihulngan City was pulled out months back due to the conflict in Mindanao.

Lactao described the recent Guihulngan ambush as a retaliatory attack by the Communist New People’s Army (NPA) terrorists because of their losses in an encounter with government troops in San Carlos City, Negros Occidental earlier.

It was just unfortunate that the Communist terrorists took advantage of the policemen who were just responding for a call for police assistance in Barangay Magsaysay, Guihulngan, he told reporters on Saturday here.

President Rodrigo Duterte visited Guihulngan last week to condole with the families of the slain police personnel, and award medals to the killed and wounded policemen. He also announced additional battalions to beef up the military.

The President also reiterated that he is no longer open to peace talks with the NPA and challenged Jose Marie Sison, the founder of the Communist Party of the Philippines (CPP), to come back to the Philippines and fight alongside the NPA, the armed wing of the CPP.

on Saturday, Lactao witnessed the inter-agency capability demonstration exercise against attacks by terrorists at the seas off Dumaguete City.

In his message, Lactao said that while the military has the firepower and information when they engage the enemy, what is most important is to have a leadership that can make things happen in a certain local government unit.

He lauded the leadership of Negros Oriental Governor Roel Degamo, who for a span of four to five months, was able to mobilize line agencies in the campaign against terrorism, which he believes is a manifestation of a good, professional and efficient leader.

Lactao stressed no matter how good the army or the police, it will not be able to squarely confront the challenges of security if the leader in that area is not cooperative.

He pointed out that the initial response will really come from the community.

It is not just a right but an obligation on the part of the citizenry to assist government to secure our society because there could be no development without security, Lactao said.

Also present during the simulation exercise was Negros Island Region police director, Chief Supt. Edmund Gonzales, who confirmed directives from higher headquarters for the army and the police to be always vigilant and proactive.

To do this, Gonzales said they need to have a very good intelligence build up in areas frequented by the rebels.

He added the best armament against terrorism is intelligence to prevent and preempt plans of the enemy, rather than reactive.

A tricycle driver was killed while four persons, including two minors, were hurt in an explosion of suspected improvised explosive device along the national road in Barangay Pasong Intsik here Monday afternoon.

Killed was Marvin Barrientos, 40, a resident of Barangay Pacac here. His backrider, public school teacher Joe Laurence Mata, was rushed to a hospital in Tarlac City due to eye injuries.

The two minors, a grade 10 boy and grade 11 girl, sustained minor injuries and were brought to the hospital shortly.

The other victim was a tricycle driver who rammed the one driven by Barrientos after the latter went wayward.

Inspector Ronald Stockton, deputy chief of police, on Tuesday said that Explosive Ordnance Disposal (EOD) personnel from the Northern Luzon Command (Nolcom) have yet to ascertain what has exploded.

A witness from the residential area some 500 meters from the explosion site said it shook the earth.

But witnesses believe it was an explosive planted by an unidentified suspect intended for a team of policemen that has just passed through the road on board a police mobile.

The policemen came from an investigation duty in a warehouse that was burned by suspected New People's Army (NPA) members in nearby Nampicuan town Sunday.

Stockton said an investigation is ongoing and "could not say anything conclusive yet."

The EOD personnel recovered few suspected shrapnels from the area.
