The proposed Bangsamoro Basic Law (BBL) which was formally signed by all commissioners of the Bangsamoro Transition Commission (BTC), except one, last June 16, will be submitted to President Rodrigo Roa Duterte on June 28, a source at the BTC told Luwaran early today.
The submission will take place right at the presidential palace in Manila with no less than the president himself receiving the official copy of the BBL.

The first schedule for this submission was on June 16 but the president was still on leave reportedly due to the Marawi City crisis which he had to attend to hands-on.

To make the event doubly significant, according to the source, will be the hosting of Eid’l Fit’r celebration, also in the Palace, marking the end of the fasting month of Ramadan. All the 20 commissioners expressed their intention to attend this historic occasion.

Commissioner Samira Gutoc, who resigned earlier, was the only commissioner who did not affix her signature to the BBL, citing the declaration of martial law in Mindanao and the alleged comments of the president on the issue of rape, as reasons.

However, no official letter was reportedly sent by the lady commissioner to BTC Chair Ghazali Jaafar stating her resignation.

In the previous BTC, Johaira Wahab, also a lady commissioner, did not sign the first BBL. No reason was cited except that she already resigned earlier by joining the Department of Foreign Affairs after passing the foreign affairs career examination.

Meanwhile, Commissioner Ibrahim Ali, who is also a member of the MILF central committee, told Luwaran that the passage into law of the BBL will greatly give those pushing for the peaceful resolution of the conflict the moral high ground over those who are advocating for the use of force including those using “terrorism” to solve this conflict.

“Right now,” he explained, “the MILF is finding hard time in combatting the harsh and radical stance of the BIFF, Abu Sayyaf and the Maute group.”

“Their advocacy is very attractive to the youth and those frustrated over the failure of government to deliver the BBL.”

Asked to comment on the chance of BBL passing during the current administration, he said, “very great.” He did not elaborate.
