Under the premise that disaster strikes everywhere and anywhere and could cause irreversible damage to lives and properties, Naga City Councilor Lito Del Rosario chooses to adhere to the principle that there should be trained responders in every family who could immediately act on an emergency situation.

On March 28, Del Rosario created Ordinance No. 2017-007, which institutionalizes a community-level disaster preparedness training program that will set its eye on the community’s first responders and the provision of basic life support training for representatives of every family.

On Monday, the first set of responders who would commence the Community –Level Disaster Preparedness Training Program trooped at the 9th Infantry Division Headquarters at the Armed Forces’ grounds to listen to various lectures and practical drills regarding disaster preparedness and management.

The AFP’s headquarters serves as their home for five days, from May 15 to 19 for the live-in Training of Trainers.  

On behalf of 9th Infantry Division Commander Major General Manolito P. Orense,  Brigadier General Danilo Chad  Isleta, 9th ID assistant division commander, warmly welcomed the participants and expressed his full support to the program.
Isleta assured the participants that the Philippine Army is willing to take part in any worthwhile endeavor that would ensure peace and safety of the community.

Vice Mayor Nelson Legacion, who represented City Mayor John Bongat in the activity, lauded Del Rosario for coming up with the said ordinance that would strengthen the community’s capacity on how to better prepare for disaster and ensure that lives and properties will be protected.
Legacion assured  that Del Rosario has the full backing of the city government and the Sanggunian in this worthy endeavor.

Among the modules that will be discussed during the 5-day activity are DRMM and Family Preparedness, which will include the discussion on Republic Act 10121 or  Act Strengthening the Philippine Disaster Risk Reduction and Management System” of the country.

The ordinance authored by Del Rosario, City Ordinance 2017-007,  will also be discussed during the sessions.

Other lectures include discussion on Basic Life Support for Lay Rescuers and Basic Rescue Techniques and Extrication, among others.

The activity was also supported by various agencies like the Department of Health, Bureau of Fire Protection, Philippine Red Cross, Philippine Information Agency-Camarines Sur Provincial Office, and other signatories to the Memorandum of Understanding, executed in March in support of the said ordinance.
