Voiding of passport to hasten deportation of Kuwaiti 'ISIS member' -- BI

From the Philippine News Agency (Apr 11): Voiding of passport to hasten deportation of Kuwaiti 'ISIS member' -- BI

The Bureau of Immigration (BI) on Tuesday said the deportation of Hussein Al-Dhafiri, an alleged member of terrorist group Islamic State Islamic State of Iraq and Syria (ISIS), would be faster following the cancellation of his passport.

BI Spokesperson Antonette Mangrobang said they have received a confirmation from the Kuwaiti Embassy regarding the revocation of the suspect's passport.

She explained that the cancellation of a foreigner's passport by the issuing country, is one of the grounds for summary deportation.

"The bureau's board of commissioners can issue a summary deportation order because he is an undocumented alien," she said.

Under the BI’s regulation, summary deportation proceedings only apply to foreigners who are either overstaying, improperly documented or undocumented, or a fugitive from justice.

Mangrobang added that they are looking to deport Al-Dhafiri within the month.

"That is a possibility," the BI official said.

She noted that the working visa of Kuwaiti which is valid for three years, is now invalid since his passport has been cancelled.

"Kung cancelled na passport niya wala na 'yun visa niya. The visa is valid but the passport the document kung saan nakaattached 'yung visa niya wala ng bisa, wala na effect because he is already an undocumented foreigner," Mangrobang said.

She added that the Kuwaiti government have reiterated its request for the immediate deportation of Al-Dhafiri, who is also facing charges in his home country.

Al-Dhafiri was arrested last month in Taguig City with Rahaf Zina, a female Syrian national.

As for the female foreigner, who is also awaiting deportation, Mangrobang said they will be coordinating with the Syrian Consulate General in the country.
