NDFP/NDF-Mindanao: On the occasion of the 44th anniversary of the NDFP: The NDFP-Mindanao hails the 2nd Congress of the Communist Party of the Philippines

The NDFP in Mindanao is one with the Filipino masses in celebrating the 44th founding anniversary of the National Democratic Front of the Philippines (NDFP), which was convened in Baguio City on April 24, 1973 as a Preparatory Commission composed of various allied revolutionary organizations.

The NDFP-Mindanao takes this occasion to salute and congratulate the Communist Party of the Philippines (CPP) for having successfully convened its Second Congress on October 24 to November 7, 2016. It was a clear testament to the CPP’s firm grasp of Marxism-Leninism-Maoism, learning from its nearly five-decade practice in waging a national-democratic revolution with a socialist perspective.

Only with the CPP’s correct guidance did the NDFP achieve breakthroughs in its task of setting up and broadening a united front dedicated to the victory of the people’s democratic revolution. The NDFP fully recognizes the ideological and political leadership of the CPP.

With the significant resolutions drawn at the Party’s Second Congress, the NDFP-Mindanao is infused with renewed vigor and energy to struggle for the Filipino people’s aspirations as outlined in the NDF’s 12-Point Program, and persevere until complete victory along the path of the national democratic revolution.

Under the Party’s direction, the NDFP-Mindanao is able to effectively undertake its task of arousing, organizing and mobilizing the masses in five regions in the island to wage anti-feudal, anti-fascist and anti-imperialist struggles in the countryside as well as in the cities, and support the armed struggle.

In Mindanao, the NDFP has united thousands of peasants, agri-workers and Lumad, who are organized into their respective revolutionary mass organizations, to wage agrarian revolution campaigns and directly benefit from the implementation of its minimum program. These campaigns have reduced land rent and payment for the use of tools, implements and farm animals; increase the wages of farm workers; hike prices of agricultural products; reduce usury; and, lower the prices of farm inputs and basic commodities. With revolutionary mass organizations at the helm, campaigns were also initiated to improve on cooperative production, self-reliant economy, scientific and mass-based culture, and to eliminate illiteracy.

The total mass membership organized under these revolutionary organizations in the island runs up to more than 200,000, which is a boundless wellspring of new Red commanders and fighters for the New People’s Army (NPA). A relatively wide and deep mass base has enhanced the capacity of the NPA to launch tactical offensives against enemy forces.

The NPA in turn, by way of its military victories, has decisively contributed to the advance of the NDFP, especially in its decisive role in establishing organs of political power or the people’s government in the countryside. This is where a new type of society based on the Program of the People’s Democratic Government is sown and developed.

The AFP’s Oplan Kapayapaan/all-out war against the NPA is currently raging in the Mindanao countryside, terrorizing numerous peasant and Lumad communities with combat operations, aerial bombing, shelling, massacres and extra-judicial killings. These have resulted in massive displacements and evacuations. With strong mass support, the NPA in Mindanao, however, is able to effectively fend off these attacks by the AFP, PNP and paramilitary groups to defend people’s gains. This, in turn, lends great inspiration to the people’s struggle against the oppressive and exploitative semi-feudal and semi-colonial system of society.

In its adherence to the people’s aspiration for a just and lasting peace, the NDFP has made all effort in making sure that the peace talks with the Government of the Republic of the Philippines (GRP) continue. But, there are those in the AFP, who are lackeys of US imperialism, whose intent is to sabotage the peace talks and aim for the complete surrender of the revolutionary movement. We must be vigilant of these stumbling blocks to peace.

As a gesture of support to the peace talks, the NDFP in the Southern Mindanao and Far South Mindanao regions have already released four prisoners of war (POWs); only 2 remain. Pfc. Edwin Salan of the 30th IB PA, who is under the custody of the NPA in Northeastern Mindanao region, is to be released soon. However, the NDFP and NPA in North Central Mindanao were not able to release its POW because the AFP continued and intensified its military operations in the area, especially in areas where PO2 Jerome Natividad of the PNP is set to be released.

Thus, the NDFP in Mindanao call upon the people to fulfill the tasks set by the Communist Party of the Philippines during its Second Congress in order to advance the people’s democratic revolution towards a higher stage until complete victory.

All allied revolutionary mass organizations of the NDFP in Mindanao must unite to lend support to the New People’s Army and the People’s militia in the effort to frustrate the AFP’s Oplan Kapayapaan. At the same time, we call upon the people to support the peace talks between the NDFP and the GRP.
