Troops of the 43rd Infantry Battalion, under the 8th Infantry Division and led by 1Lt. Edsel Ryan B. Celebre clashed with New Peoples Army (NPA) rebels led by Salvador Nordan, nom de guerre "Badok", while conducting combat operations against lawless elements at Sitio Cabaywa, Barangay Santander, Bobon, Northern Samar on February 14, 2017.

The fire fight lasted for about five minutes, resulting in one NPA fighter killed, identified as Bernadette Lutao ("Kakan"), the wife of Badok.

Items recovered from the scene of the encounter included one improvised explosive device (IED) and three cellular phones.

In a statement, the military criticized the NPA for its alleged use of IEDs, which is restricted under the United Nations Geneva Convention because of its indiscriminate effects and possible harm to innocent civilians. The use of IEDs is also deemed a violation of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law between the Government of the Republic of the Philippines and the CPP-NPA-NDF.

Maj. Gen. Raul M. Farnacio, commander of the 8ID, claimed that the NPA has been using IEDs as of their weapons of choice without consideration for the welfare of the civilian populace. 

"This incident is a triumph for the collective effort of the local government unit and agencies, the 8th ID, and our civilian constituents toward attaining just and lasting peace in Northern Samar. Filipinos want peace, and it is high time our fellow Filipinos who have been misled to join the NPA to lay down their arms and turn their backs on armed struggle," Farnacio added.
