A suspected New People’s Army guerrilla slain here in an alleged shootout was a former coordinator of the partylist Bayan Muna, an activist leader here said.

Glenn Ramos, 40, who was killed in a​n​ shootout, ​​was allegedly an NPA supply officer, but his family insisted he was only a construction worker at the time of his death.

In an interview with Davao Today, Sheena Duazo, spokesperson of Bagong Alyansang Makabayan (Bayan) – Southern Mindanao ​said Ramos was a former coordinator of Bayan Muna chapter here w​ho ​was subjected to surveillance for a long time.

“He has been monitored for a long time. Years ago, Karapatan documented his case of being harassed by the military,” Duazo said.

Duazo said that on the records of the rights group ​Karapatan​, Ramos was a case of “coercion and conversion efforts.”

“He was then harassed by the military convincing him to be to be with the military,” Duazo added.

It was unclear what happened to Ramos after that, and Duazo said she was uncertain if Ramos went underground as the military claimed, or left Bayan Muna to do construction work as the family claimed.

According to the report of the Criminal Investigation and Detection Group, Ramos refused to submit himself and drew a weapon that led to a brief firefight.

The CIDG said could neither confirm if he was a member of the NPA but said Ramos had a warrant of arrest and the CIDG ​sought police assistance which fielded the S​pecial W​eapons ​​and T​actics unit ​claiming that ​it was informed he was “armed and dangerous”​.

“The result of the operation was, he violently resisted and there was a shoot-out,” the CIDG said.

The shoot-out injured Ramos and was then brought to the hospital but was declared dead-on-arrival.

In a statement on Tuesday, the military said Ramos ​was an NPA supply officer in Davao Region and that he was facing charges of attempted homicide before the 11th Judicial Region, Branch 6.

It said police recovered “a caliber 38 pistol with five live ammunition and a fired cartridge, a fragmentation grenade, one piece of an improvised explosive device mounted with electrical wire and live 7.62 mm ammunition” from Ramos’ possession.

  1. The Bagong Alyansang Makabayan (BAYAN-New Patriotic Alliance) – Southern Mindanao ​is the regional chapter of the BAYAN national organization that serves as the main Communist Party of the Philippines (CPP)-associated multisectoral umbrella front organization.

    Bayan Muna (People First) is a CPP-linked party-list political party and is a political spinoff from BAYAN.

    KARAPATAN is the main CPP-affiliated umbrella human rights organization that has chapters scattered through out the Philippines.

    It is not uncommon for the armed wing of the CPP, the clandestine New People's Army (NPA) to recruit cadre from among members of CPP-associated front groups such as Bayan Muna or the radical Kilusang Mayo Uno (KMU-May One Movement) labor federation.
