The MILF Peace Implementing Panel raised anew its concern over the executive order that would reconstitute the Bangsamoro Transition Commission (BTC).

During the meeting of the two panels in Davao City on October 24 and 25, MILF Peace Implementing Panel Chairman Mohagher Iqbal told their counterparts in the GPH Peace Implementing Panel that the perceived delay in the issuance of the executive order is already causing “jitters on the ground.”

“Many sectors of the Bangsamoro are becoming worried over the delay in the signing of the executive order,” Iqbal said.

He also said that another worrisome development is that the federalism track seems to be faster than the implementation of the political track of the signed agreements.

The MILF holds on to the pronounced commitment of President Duterte to implement the CAB first with the passage of the BBL, and then the prospective Bangsamoro Government shall serve as template of a Philippines federal state.

Atty. Nabil Tan, a member of the GPH Peace Implementing Panel, apprised the MILF panel that as of October 24, the draft executive order is already in the office of the senior deputy executive secretary for final vetting.

During their first meeting in Malaysia on August 14 under the administration of President Duterte, the Peace Implementing Panels of MILF and GPH “recommended the issuance of a revised Executive Order on the Bangsamoro Transition Commission by the Philippine President.”

Since then, the Peace Implementing Panels have already held three meetings in the Philippines: on August 29 to 30 in Davao City; on September 28 to 29 in Mandaluyong City and the recent one in Davao City.
