The supposed participation of US forces in the Mamasapano operation was discussed during the Senate’s executive session with relieved PNP-Special Action Force chief Director Getulio Napeñas.
 
When asked by GMA News Online to comment on the alleged presence of eight Americans, reportedly in civilian clothes, who were monitoring the operation to take down suspected Malaysian terrorist Zulkifli bin Hir (Marwan) at the SAF post, Senate Minority Leader Vicente Sotto III said the matter was included in their closed-door hearing on Monday.
 
Asked if it was an indication of the alleged US participation in Oplan Exodus, Sotto replied in a text message Tuesday: “Covered by our executive session. I cannot comment.” 
 
During the Senate probe last week, Napeñas admitted seeking the help of US forces in the Mamasapano clash, but only in extricating the injured policemen.
 
“Nung bandang tanghali na nakatanggap na kami ng reports na may mga sugatan na, I took the initiative na humingi ng tulong sa US forces to provide us medical evacuation, pag gabi na iwi-withdraw na yung mga sugatan,” Napeñas told the Senate committee on public order and dangerous drugs at the time.

He also disclosed that the DNA sample of Marwan was brought to FBI agents waiting in General Santos City. Marwan’s index finger was cut off for DNA testing.

The FBI earlier said the DNA sample sent by the PNP had very high probability that it belongs to Marwan. The DNA sample was matched against those of his brother Rahmat Abdhir, who is currently detained in California for terrorism-related charges.

On Monday, Justice Secretary Leila de Lima said the reported role of the US in the Mamasapano incident, which resulted in the deaths of over 60 people, including 44 elite PNP-Special Action Force commandos, would be covered by the ongoing probe by her department.
 
“Definitely,” De Lima told reporters in answering questions on whether the DOJ will look into the alleged US role in the clash. “That would be unavoidable to look into.”

Malacañang, meanwhile, has remained tightlipped about the US' reported involvement in Mamasapano operation. Instead, the Palace has tossed to Congress the responsibility to look into a report that the US funded and directed the deadly police operation.
 
'Productive'
 
Also on Monday, Sen. Grace Poe, chairperson of the committee on public order and dangerous drugs, described the second executive session as "productive." She, however, did not reveal specific details on what was discussed in the closed-door hearing.

“We were able to learn a lot of things, and we confirmed the things we already knew…(it was) very productive, it was free and honest. I felt our resource person was much more comfortable… Basta lahat ng kaganapan bago nangyari ang Oplan Exodus, hanggang sa nangyari at hanggang sa ngayon ay itinanong natin. So I will not confirm specifics,” Poe said.
 
She added that the senators will discuss first which information tacked during the closed-door hearing will be shared with the public.
 
Meanwhile, Senator Sergio Osmeña III said the US “participation in planning and advice is acceptable.”
 
“(But) they should not give direct orders nor fire their weapons if any,” Osmeña said in a text message to GMA News Online.
 
Senator Antonio Trillanes IV, a former Navy officer, sees nothing wrong with the US helping in information and intelligence gathering.
 
“Coming from the military, sanay kami ng humihingi at binibigyan ng tulong ng counterpart sa US, anything na makakatulong sa pag-accomplish ng mission. Whether it will violate certain laws, I will leave it to the smart guys. I believe validation was done. Allies tayo e, yun ang value ng pagiging ally. In this age and case of terrorism, we value intelligence sharing,” Trillanes told reporters.

Senator Antonio Trillanes IV said former national security adviser and former Arroyo-administration defense secretary Norberto Gonzales Jr. was one of those who are planning to destabilize the Aquino administration Monday.

Trillanes was asked if the former Cabinet secretary was part of the coup plot, he said “yes”. He added, Gonzales’ role is to spread confusion in the country.

The senator described Gonzales as “a sociopath” who would do anything he has in mind.

“My exact term was there are people planning to oust the President so it’s not really the conventional coup but they’re hoping to recruit members, active members of the Armed Forces of the Philippines or the Philippine National Police,” Trillanes said.

The coup issue was brought up during the Senate hearing on the Maguindanao encounter last Thursday, February 12. Senator Miriam Santiago mentioned that “a rich man” was behind a coup plot against the present administration.

Local government and state security officials are set to declare the 3rd and 4th districts of Negros Occidental as “peaceful and ready for further development,” after Hinigaran, Cadiz City and Pontevedra were also declared as such.

Col. Jon Aying, 303rd Infantry Brigade commander, said yesterday that their target is to issue the declaration of the 4th district, composed of the cities of La Carlota and Bago, San Enrique, Valladolid and Pulupandan and hold the signing rites on Feb. 25.
 
The declaration and signing of the Third District, composed of the cities of Victorias, Silay and Talisay, Murcia and EB Magalona, will take place next month, Aying, who supervises internal security operations in the province, added.
 
Gov. Alfredo Marañon Jr., who attended yesterday the Pro-PIDU (Provincial Peace Integration and Development Unit) meeting at the Provincial Capitol in Bacolod City, said he hopes this will escalate in the whole province, that is now peaceful and ready for tourists and investors. The town of Pontevedra was declared yesterday by the Philippine Army, through Col. Aying, as “peaceful and ready for further development,” and this was concurred in by Mayor Jose Ma. Alonso, during a flag-raising ceremony in front of the municipal hall.
 
Marañon said the insurgency problem is now more of banditry and atrocities, and no longer driven by ideology.
 
He also said the 6th district except for some remote communities, is becoming peaceful.
 
Despite the declaration of Cadiz as “peaceful and ready for further development,” the Philippine Army will continue its security efforts, in tandem with other agencies, for its uninterrupted economic growth, Lt. Col. Rommel Cordova, 62nd Infantry Battalion commander, said yesterday.
 
Maj. Rey Tiongson, 3rd Infantry Division spokesman, said the people of Cadiz have expressed their strong commitmentto become instruments of peace and to promote a culture of non-violence, with the declaration of their place as “peaceful and ready for further development.”
 
The declaration is made by concerned local government officials and security sectors where there have been no insurgency-related activity for more than two decades, there are positive indicators of improved delivery of social health services, a wide reach of justice in its rural areas, and manageable criminal activities.

Top military, police and local government  officials last Friday signed a joint resolution declaring this Western Mindanao (WM) province a conflict-manageable and development-ready area.

Vice Governor Senen Angeles said the signatories were Gov. Roberto Uy, WM Command Chief Lt. Gen. Rustico Guerrero, Army First Infantry Division Commander Brig. Gen. Gerardo Barrientos Jr., and Police Region 9 Director Chief Supt. Edgar Basbas, and witnessed by Dipolog City Mayor Evelyn Uy, police provincial Director Senior Supt. Juanito Enguerra and other officials.

Angeles urged the communities “to  support the concerted effort of the military and police authorities in sustaining the maintenance of peace and order in the province to open the avenue for growth and progress of the people’s lives.”

Uy thanked the  military and police, vowing to implement socio-economic development programs to alleviate poverty in the province earlier listed by the National Statistics Office as one of the poorest places.

Army 101st Infantry Brigade head Brig. Gen. Apolinario Alobba said members of the New People’s Army “are now on the run and are merely concentrating their armed operations in remote villages” due to the government’s drive for economic growth and upholding the rule of law.

Suspected Abu Sayyaf gunmen abducted a Filipino-Chinese businesswoman at past noon Sunday near Jolo pier in Sulu province.

The victim identified as Hadja Dingkim Yap, 58, a businesswoman, was forcibly taken by six unidentified armed men from her establishment in Barangay Chinese Pier about 12:30 p.m.

Capt. Maria Rowena Muyuela, spokesperson of Armed Forces of the Philippines' Western Mindanao Command (Westmincom), said the suspects dragged the victim into a blue Tamaraw FX van and escaped towards the direction of Patikul, a known stronghold of the Abu Sayyaf group.

Police and military forces immediately launched a joint pursuit operation for the possible safe rescue of the victim.

Read Admiral Reynaldo Yoma, commander of the Joint Task Group Zambasulta, described the latest abduction as unfortunate because it happened even with the government forces' continued operation against the bandit group.

“We will try to assess what we can do to get the victim. Because the victim is already coming from the local populace,” Yoma said.

He said they are trying to determine why the Abu Sayyaf bandits are now taking local captives.

Yoma added that the bandits may be trying to divert the military's attention.

“Maybe that’s their way of diverting our attention again,” Yoma said.

The Moro Islamic Liberation Front (MILF) has asked the House of Representatives and the Senate to pass the proposed Bangsamoro Basic Law (BBL) “with no changes.”

The BBL is seen as the implementation of the peace agreement the MILF has signed with the government, which is contained in the Framework Agreement on the Bangsamoro (FAB), Comprehensive Agreement on the Bangsamoro (CAB) and their annexes.

In a letter to the House ad hoc committee on the BBL, MILF chairman Al Haj Murad Ebrahim said his organization trusts “that Congress will pass the mutually agreed BBL draft with no changes and without diminishing, diluting or watering down its provisions, except probably for minor changes or changes that clearly improve it or enhance it.”

He repeatedly reiterated in his letter their group’s desire for lawmakers to keep intact the BBL “draft” or “text,” which, he emphasized, was “mutually agreed” by the government and the MILF.

He said a joint government-MILF body called Bangsamoro Transition Commission (BTC) wrote the draft with “congressional sanction through congressional resolutions.”
MILF chief peace negotiator Mohagher Iqbal chaired the BTC.
“After the BTC submitted the BBL to the President, the legal team of the Office of the President headed by no less than the executive secretary, conducted its legal due diligence with the MILF representatives and its legal team, accordingly making sure that the mutually agreed text of the BBL is within the flexibilities of the Constitution,” Ebrahim said.

“Thus, the mutually agreed BBL draft was transmitted to Congress by the President as a priority legislation and administration bill,” he said.

He informed the congressmen that the MILF was in the process of organizing its own political organization called United Bangsamoro Justice Party in anticipation of the approval of the BBL.

The proposed law would create a new Bangsamoro region that would replace the existing Autonomous Region in Muslim Mindanao.

“Any deviation from the mutually agreed text of the BBL may curtail this process of political mainstreaming,” the MILF chief said.

“We appeal to Congress to do its part in fulfilling the commitment of the Philippine government and the MILF to a politically negotiated settlement of the Moro grievances by passing the mutually agreed BBL draft without watering down its provisions, as feared by many of our constituencies in the Bangsamoro,” he said.

The highest-ranking MILF leader indicated that his organization had the impression that President Aquino could bind Congress and the Supreme Court on the BBL.

He said in entering the peace negotiations, the MILF had the “understanding that it was negotiating with the totality of the Philippine government or ‘whole government,’ especially since, among other reasons, the commander-in-chief powers of the President allow him to bind the whole of government, including its different branches.”

He said the “onus or the principal burden of implementing the FAB and its annexes and the CAB through the expeditious passage of the mutually agreed text of the BBL” now rests with the government.

Zamboanga City Rep. Celso Lobregat revealed the letter in a news forum in Quezon City last Thursday.

It was sent to ad hoc committee chairman Rep. Rufus Rodriguez of Cagayan de Oro City on Dec. 29, 2014, less than a month before MILF fighters clashed with policemen out to arrest two terrorists in Mamasapano, Maguindanao. The Moro rebels killed 44 policemen. The MILF suffered 18 dead, as well a few civilians caught in the crossfire.

Lobregat said Rodriguez read the letter to committee members in one of their closed-door meetings.

“We will do what we want with the BBL. We have a democratic system of government, which has three branches,” he quoted Rodriguez as telling his colleagues.

He said the MILF would not get what it wants – keeping the draft BBL intact or almost intact.

Curiously, he added that Ebrahim did not say in his letter what the MILF would do if a BBL that is not to their liking were not enacted.

The Rodriguez committee, which is drafting its version of the BBL, has indefinitely suspended its work to give way to investigations on the Mamasapano carnage.

Testifying before the Senate last Thursday, Iqbal said they would not go back to war if Congress passes its own version of the proposed Bangsamoro law.

Sen. Alan Peter Cayetano asked him what would happen if they lose in the projected election of new regional officials.

“Eh di talo (Then we are defeated),” he responded.

What if they win? “Eh di maganda (That’s good for us),” he shot back.

FORT RAMON MAGSAYSAY, Palayan City, Nueva Ecija, -- Armed Forces Chief of Staff Gen. Gregorio Pio Catapang. Jr. branded Monday as mere “rumors” the allegation that soldiers failed to effectively respond to call for reinforcement in Mamasapano, Maguindanao which resulted to the death of 44 police’s Special Action Force (SAF) members.

Catapang asked soldiers from the 7th Infantry Division here to ignore the “rumors and hearsays” regarding the incident, noting that the Philippine National Police (PNP) is already conducting the investigation through the Board of Inquiry.

He said the incident was “very unfortunate.”

“Every Kaugnay trooper,” he said, “should remain focused in (his) job and be professional,” he said.

Catapang visited this huge military reservation where he was received by Major Gen. Glorioso Miranda, 7th Infantry Division (7ID) commander and waas accompanied by some generals, including Rear Admiral Antonio A Habulan Jr., AFP (J1), Major General Virgilio A Hernandez, AFP (J2), Brigadier General Angelito M. De Leon, AFP (J3), Major General Victor V. Bayani AFP (J4), Brigadier General Richard Q. Lagrana AFP (J7), Brigadier General Joselito E. Kakilala AFP (Chief, CRSAFP) and Colonel Gabriel C. Viray III PA (chief, AFPPDC).

He was rendered a 19-man foyer honor before a brief conference that was held at the Office of the Commander 7ID, together with the J Staffs, commanders of 7ID, Northern Luzon Commander and Southern Luzon Command and other officers.

He later proceeded to 7ID Sports Complex for the blessing of a basketball court and for the awarding ceremony of deserving officers and enlisted personnel of this command followed by “Talk to Men” which was attended by personnel of 7ID, Post and Tenant Units of Fort Magsaysay.

In his message during the “Talk to Men” to the 7ID troops, Catapang said that it is always good to be back in the command which played a big part of his military career.

He also commended the deserving officer and enlisted personnel awarded with military merit medal.

Catapang also inspected the bamboo nursery and plantation project of 7ID located along Cordero dam.

Catapang was accorded with military honors led by Brigadier General Romeo G. Gan, who is the newly installed as the 36th Commander of the 2nd Infantry Division, PA in a turned over ceremony last February 3, 2015.

In his talk with the Jungle Fighters, Gen. Catapang emphasized the AFP’s major thrusts under his leadership and urged the troops to strictly adhere to the AFP’s slogan of “Kawal DISIPLINADO, bawal ABUSADO, dapat ASINTADO” for them to be respectful of human rights, adhere to international humanitarian law and rule of law, as well as the rules of engagement of the IPSP Bayanihan.

He congratulated the officers and men of 2ID led by BGen Gan for the job well done. He urged the troops to continue efforts on Bayanihan, pursuing the AFP Transformation Roadmap and maintain good rapport with the civilian stakeholders in achieving peace in the region.

He said the soldiers will closely coordinate with the local governments to help build “bridges for peace”, “schools for peace”, “hospitals for peace”, and “roads for peace”. Also of paramount consideration under his leadership is enhancing humanitarian assistance and disaster response capabilities of the armed forces.

A ranking leader of a New People’s Army (NPA) unit operating in the hinterlands of Sarangani and Davao del Sur provinces was reportedly killed in an encounter with government troops in an upland village in Alabel town in Sarangani on Monday.

Lt. Col. Felix Ronnie Babac, commander of the Army’s 73rd Infantry Battalion, said Tuesday NPA commander Tolentino Bariquit alias Ka Brigol was among the six rebels who were killed in the clash in Sitio Tugal, Barangay Datal Anggas in Alabel at around 8 a.m. on Monday.

There were no recorded casualties on the government side as result of the encounter.

Ka Brigol headed the NPA’s Front 71’s “Platoon Mazda” and previously led the Front 74 of the rebel group’s Far South Mindanao Regional Revolutionary Committee.

The official described the slain NPA leader as in his early 50s and among the active commanders of NPA units operating in the hinterland villages of Alabel, Glan and Malapatan towns in Sarangani and Magsaysay town in Davao del Sur.

“We were able to confirm his identity based on the testimonies of local residents,” Babac said in a radio interview.

He said the five other fatalities were name by residents as aliases JM, Mark, Lieutenant, Jonas and Monel.

Recovered from the encounter site some 20 back packs owned by the rebels and nine high-powered firearms composed of six Armalite rifles, two Ak-47 rifles and one “baby Armalite” rifle, he said.

Babac said their troops were conducting a peace and development outreach activity in the village on Monday when they received reports that a group of NPA rebels had encamped near the area.

He said local residents, who were mainly composed of poor B’laan tribal folks, complained that the group had been regularly extorting food supplies and other items from them.

Upon reaching the site, he said the rebels immediately fired at their troops that resulted to a heavy firefight.

The official said the rebels, who were estimated at around 30 heavily-armed members, later withdrew from the scene towards the direction of the Sarangani-Davao del Sur boundary.

“Our troops actually overrun a temporary encampment of the NPA unit as a result of the operation,” he said.

Babac said that aside from the slain NPA rebels, they were confirming reports that a number of them were also wounded during the encounter.

He said their troops who were conducting clearing operations in the area on Monday night confirmed that there heavy bloodstains at the withdrawal route of the rebels.

Babac said there were no reported evacuations from among local residents as a result of the Monday encounter.

He said they have sent additional troops to the area to secure the residents and continue with their peace and development activities.

Troopers from the 9th Infantry Division are now pursuing the New People's Army (NPA) band that shot dead a tricycle driver in Matnog town, Sorsogon Monday afternoon.

The incident took place 3 p.m., according to Capt. Mardjorie Paimela Panesa, 9th Infantry Division spokesperson.

She identified the victim as Dione Pantone, a resident of Barangay Tabunan, Matnog town.

Panesa said Patone was heading for home aboard his tricycle (EV-2732) when shot three times by three NPA fighters armed with .45 caliber pistols.

The victim died on the spot while the rebels, who are believed to be members of the NPA's Larangan 2, KOMPROB-Sorsogon, immediately made their getaway.

Recovered from the crime scene were spent .45 caliber shells. Investigators are still determining the rebel motive for the attack.

The Cataduanes-based 73rd Infantry Battalion was given a new commanding officer in the person of Lt. Col. Zacarias Battalla.

His appointment took effect Monday.

He replaces Lt. Col. Bernado Fortes, Jr., who was appointed as acting chief-of-staff for personnel of the 9th Infantry Division.

Present during change-of-command ceremonies were 9th Infantry Division commander Major Gen. Yerson E. Depayso and Catanduanes Gov. Araceli B. Wong.

This took place at 73rd Infantry Battalion headquarters in Barangay Lictin, San Andres town, Catanduanes.

The Eastern Mindanao Command announced that Monday's series of clash in the hinterlands of Sitio Tugal, Barangay Datal Anggas, Alabel town, Sarangani has resulted in the death of six New People's Army (NPA) fighters and captured of nine high-powered firearms, higher than the earlier reported five and six, respectively.

Lt. Col. Romeo Brawner, Eastern Mindanao Command spokesperson, said that two encounters took place between the troops of 73rd Infantry Battalion headed by 2nd Lt. Jerson F. Sanchez and NPA bandits in Alabel town.

 
The first skirmish transpired at about 8 a.m. Monday after soldiers, who were sent to check on the reported presence of armed bandits coercing an Indigenous People (IP) community, were fired upon by undetermined number of NPA bandits.

No casualties were reported during the initial encounter.

At about 3:30 p.m. of the same day, a 20-minute firefight ensued after the troops pursued the escaping NPAs.

During this encounter, six NPAs were killed, seven backpacks recovered and nine high powered firearms such as two AK 47 automatic rifles; one M-653; and six M-16 automatic rifles captured.

Lt. Gen. Aurelio Baladad, Eastern Mindanao Command head, shared the sentiments of the IPs who are always at the losing end of exploitation and coercion by NPA bandits.

“Our IP brothers are tired of these IP Rights violations, anti IP coercion and exploitation by NPA bandits so they called the government forces to help them put a stop on these. With their report, we were able to track them and stop the NPA in their crimes," Baladad said.

"As human rights advocates, our security operations to protect the IP from the banditry of the NPAs are just part of the holistic approach to assist them in their quest for self-determination with the support of other stakeholders," he said.

Continued fighting between units of the Moro Islamic Liberation Front and its breakaway faction, the Bangsamoro Islamic Freedom Fighters, has forced almost 15,000 persons to flee their homes in Pikit, North Cotabato and Pagalungan, Maguindanao.

This developed as the BIFF leadership said they had written their counterparts in the MILF asking for a ceasefire.



The hostilities between MILF fighters led by Commander Jack Abas and the BIFF led by Shiek Muhiddin Animbang, alias “Commander Karialan,” began Saturday in Sitio Tatak, Barangay Kalbugan in Pagalungan, “deep inside the Maguindanao marshland,” according to the military.

The affected areas are within the so-called Buliok Complex -- where the boundaries of Maguindanao, North Cotabato and Sultan Kudarat provinces meet.



Among the confirmed casualties is MILF commander Datukong Ampuan, alias “Falcon,” of the 108th Base Command.

Although the MILF claims to have killed at least four BIFF gunmen, the splinter group’s spokesman Abu Misrie Mama, acknowledged only one fatality and five wounded on their side while claiming to have killed five MILF fighters.



Pikit Disaster Risk Reduction and Management officer Tahira Kalantungan reported 9,036 residents had evacuated from Barangays Barongis, Kabasalan, Bulol, Rajah Muda and Bago Inged, many of them seeking refuge with relatives, the rest in local madrasas or schools.

Kalantungan said the fighting has also forced the suspension of classes in the affected villages.



Another 5,000 persons have evacuated in Pagalungan and have been staying at the municipal gym, the market and schools, according to lawyer Laisa Alamia, executive secretary of the Autonomous Region in Muslim Mindanao.

Abstract

Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China's armed forces. What have been the overall scope and scale of People's Liberation Army (PLA) modernization since the mid-1990s, and what is its likely trajectory through 2025? What are the missions Beijing has assigned to the PLA? What are the weaknesses in the PLA's organization and human capital? What are the weaknesses in the PLA's combat capabilities in the land, air, maritime, space, and electromagnetic domains? What are the weaknesses in China's defense industry (research and development and production)? The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Chinese military publications recognize that this is a tall order. Indeed, the PLA leaders and official media frequently state that the force seeks to harness the capabilities of the information age to conduct complex joint operations, even though it is not yet fully mechanized or structured to command and control the campaigns it aspires to conduct. Although it is only natural to focus on the PLA's growing capabilities, the authors found that understanding the PLA's weaknesses — and its self-assessments of the shortcomings — is no less important. Doing so can help provide a sense of the PLA's priorities for future modernization efforts, support U.S. military engagement with the PLA, and inform the development of strategies to deter or defeat Chinese coercion or use of force.

An alliance of militant organizations has called for the expulsion of United States Ambassador to the Philippines Philip Goldberg in light of reports that the US government was heavily involved in the planning and implementation of the Jan. 25 covert police operation in Mamasapano, Maguindanao.
 
In a statement issued Monday, Bagong Alyansang Makabayan (Bayan) secretary general Renato Reyes Jr. accused the US government of “blatantly interven[ing]” in the Philippines’ domestic affairs in pursuit of high-profile terrorists Zulkifli bin Hir alias Marwan and Abdul Basit Usman.
 
Marwan and Usman were the targets of the anti-terror raid dubbed “Oplan Exodus” carried out by Special Action Force (SAF) commandos last month. The operation ended in the death of 44 SAF members after they clashed with rebels from the Bangsamoro Islamic Freedom Fighters (BIFF) and Moro Islamic Liberation Front (MILF).
 
“The US government blatantly intervened in domestic affairs, dictating on our local police force and short-circuiting the PNP’s own chain of command. The US, without regard for our national interest, sacrificed Filipino lives to get Marwan and Usman,” Reyes said.
 
“US ambassador Philip Goldberg should be expelled from the Philippines for the US role in Mamasapano,” he added. 
 
A Philippine Daily Inquirer report published Monday quoted a SAF source as saying that the US oversaw Oplan Exodus from start to finish. According to the source, the US government provided training, intelligence and funds for the operation to nab Marwan and Usman.
 
In particular, the US supposedly funded the training of SAF troopers at a Zamboanga resort and even bribed MILF informants to get nearer to Marwan, the source said.
 
The US Federal Bureau of Investigation (FBI) had put a $6 million bounty for Marwan’s capture while a $1 million reward was put out for Usman. The former is believed to have been killed in the Mamasapano police operation.
 
Reyes said the US’ involvement in Oplan Exodus explains the presence of drones in Mamasapano even prior to the conduct of the police operation.
 
“[T]he US FBI was already waiting for the tissue sample of Marwan in General Santos City ahead of every other Philippine agency. US drones were seen prior to and during the actual Mamasapano operation. Intelligence came from US assets in the MILF as well as from drone and GPS surveillance,” he said. 
 
According to Reyes, further proof of American intervention in Oplan Exodus was the revelation that a certain Allan Konz ran the operation from the SAF command post in Shariff Aguak, Maguindanao and that the SAF troopers reported directly to him.
 
The Inquirer report quoted the source as saying that Konz was the immediate supervisor of the 84th Company, the SAF Seaborne unit in Calarian, for Marwan’s intelligence packet.

Public inquiry into US’ role
 
As more details of the US’ alleged involvement in Oplan Exodus surface, Bayan urged Congress to conduct a public inquiry into the Americans’ role in the Mamasapano police operation. 
 
“Congress should now conduct a public inquiry into the role of the US in Mamasapano. An executive session just won’t cut it. The public demands answers,” Reyes said.
 
For the militant group leader, among the questions that should be answered by the US government are: Who is Allan Konz and what was he doing in Shariff Aguak, why was the FBI the first to be notified and given tissue samples of Marwan ahead of other PH officials and agencies, and why was the SAF taking orders from a foreign government.
 
“What the US did in Mamasapano is unacceptable. They should be held accountable,” Reyes said. 
 
PNoy accountability
 
But while the US must be held accountable for its actions, Reyes said the public should also exact accountability from President Benigno Aquino III for allowing the Americans to be involved. 
 
“The Philippine president has shown gross subservience to US dictates, recently approving the Enhanced Defense Cooperation Agreement that expands US presence and involvement in the Philippines,” he said.
 
“President Aquino, for showing shameless puppetry and surrender of national sovereignty, should step down from office,” Reyes added.

The Department of Foreign Affairs on Monday said it was looking into reports that the United States allegedly supervised the covert operation to seize Southeast Asia’s most wanted terror suspect, which eventually led to the death of 44 elite Filipino commados in Mamasapano, Maguindanao last month.
 
Since the incident, several reports suggested US combat role in the operation to take out Malaysian bomb-maker Zulkifli bin Hir, alias Marwan. American officials in Manila have repeatedly denied the information.
 
Foreign Affairs spokesman Charles Jose, at a press briefing, said the DFA’s Office of American Affairs is in touch with US Embassy representatives on the matter.
 
But in previous communications with the DFA, Jose said the Americans had denied involvement in the operation in Mamasapano, where Marwan was believed killed by Philippine National Police-Special Action Force commandos on Jan. 25.
 
The US has offered a $5-million bounty for Marwan’s capture.
 
The SAF’s raid on Marwan’s hideout resulted in the death of 44 SAF troopers after coming under intense gun battle with Muslim rebels in the area. The incident is said to be the worst single-day combat loss for Philippine troops in recent history.
 
“We asked the US Embassy and they say they were not involved,” Jose said.
Justice Secretary Leila De Lima earlier on Monday said the alleged US role in the infamous clash will be covered by the ongoing investigation by the Department of Justice (DOJ).
  
“Definitely,” De Lima said, answering questions on whether the DOJ will look into the alleged US role in the clash. “That would be unavoidable to look into.”
 
“May reported or alleged involvement of the US and the extent and scope of involvement na lumalabas ngayon sa ibang mga news items, so it may be unavoidable to look into,” she added.
 
Jose said the US could provide assistance to Philippine forces under existing security arrangements between Manila and Washington, but limited to training, intelligence, and equipment.
 
Since 2002, hundreds of US Special Forces have been deployed and scattered in the Zamboanga Peninsula and nearby islands of Basilan, Tawi-Tawi and Central Mindanao on a rotation basis to provide combat training and weapons to the Philippine military fighting extremist groups blamed for the country's worst terrorist attacks. 
 
“There is regular intelligence sharing between the Philippines and the United States,” he said.
 
Jose confirmed that US military personnel of the Joint Special Operations Task Force-Philippines were spotted in Mamasapano after the deadly clashes between the SAF troopers and Muslim insurgents, but only to assist the Armed Forces of the Philippines in extricating the casualties.
 
“There are agreements and framework covering that,” Jose said. “They were not there during actual combat. They are not allowed to do so.”
 
The Philippine Constitution bars foreign troops from engaging in combat operation in the country.

The gallant and brave soldiers of 301st Infantry (Bayanihan) Brigade of the Philippine Army were reminded of their oath to the people during the celebration of their 32nd founding anniversary on Monday.

“You are here to serve the people. Your commitment is with the people. That is your oath so you serve them well. As much as possible, you serve them with efficiency, competency, honesty and integrity,” stressed Governor Arthur Defensor Sr.

The governor, who was the guest of honor and speaker during the event, also emphasized that the soldiers these days are no longer soldiers of war but soldiers of peace.

The 301st IB under Col. Eric C. Uchida is operating in the whole Islands of Panay and Guimaras in Western Visayas.

Both the islands remained relatively peaceful for the past years despite the presence of insurgents.

Such affirmation, however, is not yet enough, according to Defensor, who is current chairman of the Regional Peace and Order Council.

“We still have to seek for just and lasting peace in this country,” he said as he raised his concern over the recent events in Mindanao where 44 members of SAF were killed.

The disastrous mission was unfortunate and is becoming a stumbling block to the quest for peace with Moro rebels.

“But I believe that we can survive this crisis. We shall seek for the truth and justice. Our soldiers, our policemen and our people will never forgive us if we cannot,” he said.

Before he ends, the governor thanked the Philippine Army, especially the 301st Brigade of the 3rd Infantry Division of their support to the provincial government during and after Super Typhoon Yolanda.

Police Regional Office Region 11 (PRO-11) spokesperson Sr. Supt. Antonio Rivera said there was good coordination between the police and military on the planned NPA attack.

Rivera said that on February 6, a memorandum was sent to all police stations warning them of the possible attack.

He said there could be more damage if the attack was not repulsed. Rivera said there were about 37 police personnel inside the police precinct during the attack.

The AFP had declared Davao Oriental insurgency-free. When sought why such attack happened, Baladad said the rebels were not from Davao Oriental although there were some sightings in border areas.

Likewise, Col. Bienvenido Datuin, commanding officer of the Philippine Army’s 701st Infantry Division, said the simultaneous “terror attack” by the communist rebels here on Sunday evening was the rebels’ desperate way of saying “that they are still a force to reckon with” after the “insurgency-free” declaration.

Meanwhile, the chief of police of Mati City, Supt. Benito Recopuerto, said at least 50 NPA rebels stormed the Mati police station around 7 p.m. Sunday.

He said the heavily armed rebels who were in military uniforms were on board a six-wheeler truck and two vans. Two rebels who first went inside the two-storey police station disguised themselves as civilians who were out to surrender “two kilos of shabu” they claimed to have seized from unnamed individuals.

A few seconds later, policemen saw heavily armed men alighting from a covered six-wheeler truck and two vans and then barged inside the police station.

“Then they shouted: ‘You surrender’ as they strafed the police station. My men have put up a fight. One of the attackers is killed and they brought along with them their wounded comrades,” Supt. Recopuerto said. He said at least 30 policemen were on duty during the attack.

For her part, Davao Oriental Governor Corazon Malanyaon during a press briefing at the provincial Capitol in Mati City regarding the repulsed attack on the police station, said, “They (NPA rebels) made an attempt but they did not succeed. They tried but they failed”.

On the other hand, Mati City Mayor Carlo Rabat said the biggest sports event of Southern Mindanao which is slated here on February 24 to 28 will push through despite the attack.

The Philippine National Police celebrated its 24th anniversary on Monday, highlighted by the giving of awards and recognition to the good performing units of the National Capital Region Police Office (NCRPO) for their contributions to the success of the NCRPO undertakings.

“Today, as we celebrate the 24th founding anniversary of the Philippine National Police, we will also honor another milestone in the history of the National Capital Region Police Office (NCRPO). Looking back at exactly eight months before, on June 16, 2014, we started to initiate new strategies with the aim of tilting the balance of the growing adverse public perception about rising criminality in the National Capital Region (NCR),” Deputy Regional Director for Operations Police Chief Supt. Allen Bantolo told the PNP officers and men gathered at the NCRPO Headquarters in Camp Bagong Diwa, Taguig City.

Bantolo noted the significant improvement in the anti-crime campaign with the launching of the "Oplan Lambat Sibat," which is a multi-dimensional approach in addressing criminality in urban setting.

He also cited the PNP's integrated patrol system, management tools for field commanders and the manageable operational results as their accomplishments against criminality in the past year.

“As we reinvigorated our anti-criminality campaign, or the Oplan Lambat Sibat, we have all witnessed the remarkable and significant improvement in the NCR crime situation,” he said.

"Oplan Lambat," as implied by its name, was designed to function as a net for petty criminals. Each strand represents a smaller police operation such as increased checkpoints, mobile and beat patrols, intensified serving of arrest warrants, and customized police deployment and operations in densely populated areas, including malls, MRT and LRT stations, and other transport terminals.

On the other hand, "Oplan Sibat" was designed as a unified intelligent target operations of the PNP, using combined intelligence resources of various operating units.

“Our Oplan Lambat Sibat has been able to yield tangible results by organizing our weekly crime trend and reducing the number by 50 percent from its comparative baseline period from Dec. 21, 2013 to June 15, 2014. In eight months, we have learned to embrace the doctrine of the whole of PNP approach. We have truly appreciated the essence of impact of deliberate, systematic and programmatic development of policy,” he explained.

During the celebration, Department of Interior and Local Government (DILG) Secretary Manuel A. Roxas II, as the guest of honor and speaker, honored the fallen 44 Special Action Force (SAF) heroes on behalf of a grateful nation.

”Their lives and memories are forever etched in our minds and hearts for the ultimate sacrifice that they gave for our people and our nation. We cannot deny their nobility, their courage, and their sacrifices which led to the death of Marwan. They did their job, to the ultimate. We honor them every day by likewise doing our work, professionally, competently and responsibly. The mandate of the police is very simple: to serve and to protect,” Roxas said.

He also proudly cited how the PNP, through the National Capital Region Police Office (NCRPO), served and protected the citizens of the NCR in the last seven months.

“From more than a thousand incidents a week of theft, robbery, carnapping and motorcycle-napping, it has been reduced through the NCRPO command and PNP to 436 last week, 522 in the week before that, 577 the week prior to that, and 563 in the week prior to that. For four weeks, the number has stayed within the 500 level and recently reduced to 436. These are due to your efforts,” Roxas told the officers and men.

Roxas noted that it was hard to achieve that number, but week after week, they have learned from their mistakes of the preceding week and they have strengthened and fortified their efforts.

According to the DILG secretary, the Northern Police District (NPD) covering the cities of Caloocan, Malabon, Navotas and Valenzuela recorded 73 unresolved cases of robbery, theft, car-napping and motorcycle-napping within their areas of responsibility in the first half of 2014, but the figure was reduced to 42 last week.

The Eastern Police District (EPD) encompassing the cities of Makati, Mandaluyong, Makati, Pasig and San Juan managed to reduce its record unresolved cases of 110 to 81 cases.

In the same vein, and Manila Police District, reduced the number of its unsolved cases from 220 cases to 97.

In the Southern Police District (SPD) covering Las Pinas, Muntinlupa, Pasay, Paranaque, Taguig and Pateros, the number of unresolved cases was down from 222 last year to 75 this year.

The Quezon City Police District (QCPD), which previously had 270 recorded cases, halved this number to 141.

Taking the above statistics into account, Roxas concluded that NCR is much safer this year compared to 2014 as a result of the perseverance, dedication, professionalism and service of the police officers.

”All of you who wear the uniform, take an oath. All of you who wear a uniform, every day, you know the possible peril you may be involved in when you wear that uniform. We owe a lot to the men and women in uniform; all the support, the resources, the effort so that when you do your part, the rest of the government also does its part. It will not only be an effort of the whole PNP but it will be a whole government approach so that we may apply the efforts and achievements in NCR to the whole country,” Roxas said.

”To the men and women of NCRPO, the men and women of the Philippine National Police nationwide, although we are celebrating our 24th PNP Foundation Day, it is really over a hundred years since the first constabulary of police force was set up in our country. Over that century, there have been ups and downs, good and bad, happiness and sadness. Today, naghahalo ang lungkot at tuwa. Lungkot sa nangyari sa ating heroes sa Mamasapano; tuwa naman sa accomplishment ng NCRPO na naipababa sa kalahati ang bilang ng krimen dito sa NCR (It was mixed emotions. Sad due to the Mamasampano incident; happy because of the accomplishment of the NCRPO to lessen the crimes),” Roxas said.

Meanwhile, 38 police commanders, commissioned and non-commissioned officers were given Medalya ng Paglilingkod Laban sa Kriminalidad sa NCR during the event.

A congressional probe was sought by a senior House member on the reported acquisition and issuance of defective ammunitions and armaments of the Philippine National Police (PNP) to its operating elements, including the killed members of the Special Action force (SAF) in the Mamasapano, Maguindanao encounter.

Isabela Rep. Rodolfo “Rodito” Albano III on Monday filed House Resolution 1909 asking the House committees on Public Order and Safety and Good Government and Accountability to conduct an investigation on the matter.

The defective ammunitions was part of the initial findings being conducted by the Board of Inquiry of the Philippine National Police to determine what went wrong during the firefight between police commandos, Special Action Force versus Moro Islamic Liberation Front (MILF) and Bangsamoro Islamic Freedom Fighters (BIFF).

Albano wanted to verify the reports, stressing members of the PNP stake their lives and limbs as well as their future ”so their fellow Filipinos can live in peace, secure against the threats of lawless elements and spared from the fears for the safety of their families and communities foisted by terrorists and insurgents.”

He said reports claimed that SAF members who encountered the MILF and its breakaway group, BIFF last January 25, 2015 experienced defective ammunitions that jeopardized the lives of many policemen.

“Credible reports and testimonies of surviving members of the PNP Special Action Force in the tragic Mamasapano operations against notorious terrorists before the Board of Inquiry indicate the acquisition and issuance by the PNP, for the use of its operating elements, of various defective ammunitions and armaments such as grenades, grenade launchers and the like that deprived the PNP operating force with the needed capability to fight back lawless elements and minimize the loss of lives among its forces,” Albano stressed in a resolution.

“The acquisition, issuance and use of defective armaments and ammunitions condemns the PNP’s operating forces to helplessness and ineffectiveness in ensuring that our communities are protected from criminals, terrorists and other lawless elements and incapacitates themfrom preventing unnecessary losses of lives and limbs among their ranks,” the resolution added.

Government troopers killed five New People's Army (NPA) bandits during an encounter in Sitio Tugal, Barangay Datal Anggas, Alabel town, Sarangani at 8 a.m. Monday.

1st Lt. Vergel Lacambra, 10th Infantry Division spokesperson, said troopers from 73rd Infantry Battalion also recovered six high powered firearms at the clash site.

These consists of two AK-47 automatic rifles, one M-653 “Baby Armalite” rifle and three M-16 rifles.

No one was hurt among the government troops.

Lacambra said that troopers from the 73rd Infantry Batallion were conducting routine security patrols when they encountered about 30 NPA bandits, led by one named only as "Lucas," allegedly the Secretary of Front 75 of the NPA Far South Mindanao Regional Committee.

Two MG-520 attack helicopters from the Philippine Air Force provided close air support to the engaged ground troops.

10th Infantry Agila Division commander Major Gen. Eduardo M. Año lauded the troops in the successful law enforcement operation that targeted lawless armed elements of the NPA.

Año also reiterated the message for the NPA rebels to lay down their firearms and abandon the senseless armed struggle being waged by the rebels.

“We regret that our fellow Filipino brothers have to die for this unworthy purpose of the NPA, the only viable option for them is to embrace a peaceful life and avail of the government’s local integration program,” he said.

Armed Forces of the Philippines (AFP) chief-of-staff Gen. Gregorio Pio Catapang on Monday personally paid a visit to two major installations in Southern and Central Luzon to check on the progress of various infrastructures and environmental projects being conducted there.

In his visit to the 7th Infantry Division at Fort Magsaysay in Nueva Ecija that also featured a traditional “talk to men,” Catapang toured the on-going improvements in the facilities of the Light Reaction Regiment and the bamboo nursery and plantation project.

The Light Reaction Battalion, the AFP’s primary counter-terrorism unit, led surgical operations in Zamboanga City in 2013.

It was upgraded to a regiment in January 2014 thereby raising the requirements for facilities and personnel.

A former commander of the 7th Infantry Division, Catapang visited the different environmental and recreation projects of Fort Magsaysay, including its trek site, survival lane, rope course, and bike lanes that aim to cater to soldiers and civilians alike.

He then proceeded to the 2nd Infantry Division at Camp Capinpin in Tanay, Rizal where he was welcomed by its newly installed commander, Brig. Gen. Romeo G. Gan.

In his tour of the camps, Catapang awarded the troops of 7th Infantry Division and 2nd Infantry Division with the Military Merit Medal, including the operating troops that recovered high-powered firearms in General Nakar, Quezon last Feb. 5.

The AFP chief also urged soldiers to strengthen their adherence to International Humanitarian Law and Rule of Law.

He also told troopers to continue the stakeholder programs under the Internal Peace and Security Plan Bayanihan, including helping local governments in building “bridges for peace,” “schools for peace,” “hospitals for peace,” and “roads for peace.”

Catapang also reminded soldiers to remain focused on their jobs and maintain a high degree of professionalism in performing their mandated tasks.

SARANGANI, Philippines – A high ranking leader of the New People’s Army (NPA) was killed along with 4 others in a fierce encounter in Alabel, Sarangani, Monday morning, February 16, according to the military here.

Slain was one alias Ka Lucas, said to be the secretary of Front 75 of the Far South Mindanao Regional command of the NPA.

“We have recovered 5 bodies, including that of Ka Lucas,” said Colonel Ronald Villanueva, commanding officer of the Army’s 1002nd Brigade.

“We have been tracking them for the last few days,” he added.

He said his troops finally caught up with the rebels in Datal Angas, triggering a running gunbattle.

Villanueva said followup operations continued even as they recovered at least 6 high-powered firearms from the rebels.

Nakakuha kami ng 2 AK-27, tatlong M16 at isang M-203,” the Army official said. (We recovered 2 AK-47, 3 M-16, and one M-203)

There was no immediate statement from the NPA rebels, who usually acknowledge their casualties.

The Far South Mindanao Command of the NPAs is among the more active units of the communist-led rebel forces in Mindanao.

It has, however, suffered successive setbacks in 2014, including a former president of the University of the Philippines Mindanao Student Council who was slain along with 3 others in an encounter in Maasim, also in Sarangani, in November.
 
The latest encounter in Datal Angas came barely 24 hours after another group of NPA fighters tried to overrun the police station in Mati City in Davao Oriental.

An NPA rebel was slain in the foiled attack at the police station. Three soldiers were, however, killed when reinforcement from the military was met with landmine, which rebel blocking forces set off. Another soldier was also slain when he tried to escape from a rebel checkpoint.

Senate Majority Floor Leader Alan Peter Cayetano on Monday presented the supposed close links of the Moro Islamic Liberation Front (MILF) with the international terrorist Zulkifli Adhir, alias Marwan, citing documents allegedly obtained from a US District Court.

Cayetano told journalists that there were seven pages of the Warrant of Arrest and 33 pages of Indictment allegedly issued by US District Court in Northern District of California.

"It is becoming more and more clear, there seems to be an intimate relationship between Marwan and MILF, and that it's an outright lie that they are not protecting him," Cayetano said.

Cayetano disclosed that the Indictment contained detailed information about how Marwan and his brother Rahmat Abdhir communicated with each other via electronic mail that do not use their real names.

He said that the US government had detailed the communications exchanges between Marwan and his brother, who is a US citizen living in the Northern District of California.

On Page 7 of the Indictment, it said that "Zulkifli Abdhir (Marwan) kept Rahmat Abdhir informed of the situation in the Philippines by providing reports of battles that were occurring in the region where Zulkifli Abdhir was located between the troops of the Philippine government and individuals or groups who were actively protecting Zulkifli Abdhir, including but not limited to elements of the MILF, as well as by reporting on the involvement of the United States in these conflicts through the use of Orion spy planes and Predator drones."

"Zulkifli Abdhir informed Rahmat Abdhir via e-mail, when he needed money sent or wired from the United States to the Philippines so that Zulkifli Abdhir could use the money to purchase various items including firearms and ammunition," the document said.

Both Marwan and his brother Rahmat were indicted on two counts of Conspiracy to Provide/Providing Material Support to Terrorists; 13 counts of Contributing Goods and Services to a Specially Designated Global Terrorist and one count for Material False Statement.

The document was allegedly signed on August 1, 2007 by a US Magistrate Judge under CR 07-00501.

Meanwhile, Cayetano said, if there is going to be any chance of peace it should not with MILF: "Let's look for a party that can help achieve genuine peace."

He said that, if the MILF expressed sincerity on the peace process, they should come clean in this matter of their relationship with Marwan and about their having turned their back on terrorism.

"They should also disclose the location of the gun factory and agree to inspections and the dismantling of these illegal installations because they violate the terms of the ceasefire," Cayetano aid.

He elaborated also that there should be a new set of negotiating panel to deal with MILF to negotiate for the interest of the Filipino people, not of the government or the Bangsamoro alone.

A 58-year-old Filipino-Chinese businesswoman was seized Sunday by six unidentified gunmen in Jolo, Sulu, a military official said.

Capt. Ma. Rowena Muyuela, Western Mindanao Command (Westmincom) information officer, identified the victim as Hadja Dingkim Yap.

Muyuela said the gunmen seized Yap around 12:30 p.m. Sunday just outside her residence in Barangay Chinese Pier, Jolo.

She said the gunmen forced Yap to board a waiting blue Tamaraw FX without a plate number and sped to an unknown direction.

She said military and police forces launched a joint follow-up operation to locate the victim.

She added an investigation was underway to establish the identities of the kidnappers.
Meanwhile, a local radio station reported that the victim had just disembarked from a tricycle and was about to enter the compound of her residence when accosted by the gunmen.

The victim’s husband, who opened the gate of their compound, tried to come to her rescue but one of the gunmen poked a gun at him.

The radio report added that the suspects had already called Yap’s family and demanded ransom in exchange for her release.
