 Acknowledging the need to unite youth organizations in sustaining the momentum of its peace efforts, the Armed Forces of the Philippines will gather six hundred youth leaders to participate in the first national level Youth Leadership Summit (YLS) that will be held in Davao City from October 28 to October 31. Anchored with the theme “Networking Youth Leaders for Solidarity,” the activity aims to convene the Youth for Peace members, who are already graduates of regional leadership trainings, to form the National Youth for Peace Movement that will promote a culture of peace, enhance leadership qualities, and strengthen nationalism among the participants.... To enhance values orientation, sports skills, and the leadership qualities of the participants, there will be a series of workshops and lectures on use of illegal drugs, values, and human rights among other topics that will support the commitment of the AFP in youth development....

Rear Admiral John R Haley, Commander of Carrier Strike Group Five, Task Force Seven Zero and Battle Force 7th Fleet visited the Headquarters Philippine Navy (HPN) and paid courtesy call on the Acting Flag Officer in Command, Rear Admiral Edgar L Abogado last October 24, 2012. Rear Admiral Haley was accompanied by Captain John Schultz, Commodore of Destroyer Squadron (COMDERSON), Captain Greg Felton, Commanding Officer of USS George Washington (CVN-73) and Command Master Chief Shaun Brahmsteadt.  The two parties discussed about the goodwill visit of the George Washington Carrier Strike Group (GWCSG) which will run for 5 days from October 24 to 29 2012. The George Washington Carrier Strike Group (GWCSG) headed by its Commander Rear Admiral John R Haley arrived at Manila last October 24, 2012 for a 5 day Goodwill Visit.... The US vessels were met by Philippine Navy (PN) Vessels BRP Mariano Alvarez (PS38) and BRP Bienvenido Salting (PG112) during a Meeting Procedure in the vicinity of Corregidor Island and escorted them to the designated anchorage area in Manila Bay and Pier 15. A Meeting Procedure is a traditional Navy event observed internationally where the host’s ships meet with the visiting ships and escorts them to their port of call....

The Philippine Navy (PN) participated in the recent Staff to Staff Talks between the PN and the Japan Maritime Self Defense Force (JMSDF) held last October 22, 2012 at the Multi-Purpose Hall, Headquarters Philippine Navy (HPN). ... The talks focused on the terms of the Defense Cooperation and Exchanges (DCE) between the Department of National Defense (DND) of the Philippines and the Ministry of Defense (MOD) of Japan as signed by DND Secretary Voltaire T Gazmin and MOD Minister Satoshi Morimoto last July 02, 2012. The DCE covers the various defense exchanges such as working level exchanges, education and research exchanges, capacity building, exchange of information, multilateral cooperation and other forms of cooperation as may be mutually decided upon by both countries.

The 12th annual Maritime Training Activity (MTA) of the Philippine Navy (PN) and the Royal Australian Navy (RAN) codenamed “LUMBAS 2012” formally closed on October 25, 2012. The Closing Ceremony was conducted at Headquarters Philippine Navy (HPN) Multi-Purpose Hall, Naval Station Jose Andrada, Roxas Boulevard, Manila.... This training activity of the two navies started on the 22nd of October, 2012 and progressed for four (4) days within the Manila Bay environs. The event was composed of various maritime activities between the PN and RAN counterparts as facilitated by the Training Directors of parties. The training activities for “Lumbas 2012” were composed of Subject Matter Expertise Exchanges (SMEEs), Seaphase and Fleet Training Exercise (FTX), Shiprider Program, and social interaction between the two (2) navies....

The Ombudsman has affirmed the dismissal from the military service of 10 former and active Navy officers and men for grave misconduct in connection with the death of Ensign Philip Andrew Pestaño on board the BRP Bacolod City in 1995. Ombudsman Conchita Carpio Morales denied the motion for reconsideration filed by the respondents and affirmed a joint order of Nov. 22 that mandated their dismissal from the service based on the complaint filed by Pestaño’s parents, Felipe and Evelyn Pestaño, for the alleged murder of their son. Ordered dismissed were Naval Capt. Ricardo Ordoñez, Cdr. Reynaldo Lopez, HM2 Welmenio Aquino, LCdr. Luidegar Casis, LCdr. Alfrederick Alba, MR2 Sandy Miranda, LCdr. Joselito Colico, LCdr. Ruben Roque, Petty Officer 1st Class Carlito Amoroso and Petty Officer 2nd Class Mil Leonor Igcasan. In the order approved last Oct. 16, the Ombudsman maintained that its order of dismissal of the respondents was a valid exercise of its disciplinary powers as provided for in the Constitution and Republic Act No. 6770, otherwise known as The Ombudsman Act of 1989. The affirmation came after the Sandiganbayan’s Third Division dismissed on Tuesday the murder case filed by the Ombudsman against the 10 respondents for lack of jurisdiction. In a 13-page decision, the Third Division said it did not have jurisdiction over low-ranking military officers and dismissed the case “without prejudice to the filing of the same case in the proper court.”

Groups allied with the Akbayan party-list group are urging the Commission on Elections (Comelec) to disqualify “communist party-list groups” from the 2013 elections, claiming that some P770 million in pork barrel funds were being channeled to the operations of the communist New People’s Army (NPA). In the latest escalation of the increasingly acrimonious quarrel between the well-connected Akbayan on one hand and rival progressive groups, the People’s Advocacy for Collaboration and Empowerment (PEACE) Friday reiterated a letter-complaint it filed in the Comelec last month calling for the delisting of Bayan Muna and other groups that it said were creations of the Communist Party of the Philippines (CPP).... PEACE was joined in its petition in the Comelec by the New Guardians for Freedom and Democracy, People’s Advocacy for Collaboration and Empowerment and Pro Democracy Foundation of the Philippines. Noting Comelec Chair Sixto Brillantes Jr.’s recent cleansing of the party-list system of “dubious” groups, they said he should demonstrate the same courage by similarly delisting “communist party-list groups that are not only bastardizing the system but also making a mockery of our democracy.” The groups identified the party-list organizations Gabriela, Anakpawis, Alliance of Concerned Teachers, Kabataan and Katribu Indigenous Peoples Sectoral Party as some of the CPP fronts that “as part of their political struggle, to infiltrate, manipulate and exploit the country’s free and democratic institutions.” According to PEACE president Agnes Lopez, the number of “communist” party-list groups in the House of Representatives has increased to 11, allowing them to corner some P770 million of pork barrel funds every year. “If one congressman gets P70 million, these groups will be able to channel at least P770 million yearly to support the operations of the NPA or other allied organizations of the CPP,” said Lopez.... “How can party-list groups that support the overthrow of the government and the country’s political system be allowed to participate in the party-list elections? The mere fact that they made no public announcement condemning NPA atrocities or its bloody armed struggle is already a giveaway,” said Lopez....

A bomb expert and member of the New People's Army (NPA) voluntarily surrendered before authorities at 11 a.m. Wednesday, said Captain William Rodriguez of the Army's 1002 Infantry Brigade. Rodriguez identified the bomb expert as Jimmy Cutan, of the NPA's Front Committee 71 of Far South Mindanao operating in the remote parts of Malapatan, Sarangani and in Malita, Don Marcelino, and Davao del Sur. Rodriguez said Cutan also endorsed his caliber .22 pistol and 10 pounder cylindrical anti-vehicle improvise explosive device (IED). Rodriguez said the IED endorsed by Cutan is a powerful explosive that could lead to numerous deaths. It was learned that Cutan decided to lay down his arms and surrender after realizing the sincere efforts of the government to assist rebel returnees. It might be recalled that last month the government released livelihood funds to 80 rebel returnees in Sarangani province. Cutan is undergoing tactical interrogation from the military and is set to be endorsed to the police.

Sammy Al Mansur (center in white shirt), Chief of Staff of the Bangsamoro Islamic Armed Forces – Moro Islamic Liberation Front (BIAF –MILF), led the celebration of the Eid’l Adha yesterday at his native place in Gambar, Kabuntalan after more than 30 years. “It is only now that we were able to have the Eid’l Adha congregational prayer after more than 30 years. This we credit to the signing of the historic Government of the Philippines (GPH) – MILF Framework Agreement on the Bangsamoro in Malacanang Palace last October 15, 2012,” Al Mansur said. “Security reasons had been preventing us to have our Eid’l Adha prayer and celebration in Gambar. Indeed, this day is very special for all us natives of Gambar and Kabuntalan as a whole,” the BIAF Chief of Staff said....
Purposely or not, today’s occasion also marked the first encounter of the Sammy al Mansur with the mass media outfits after more than 30 years. Asked by the media for the reasons, he said “that is not my role and the media was not really looking for me because they all know that Vice Chairman Ghazali Jaafar, Brother Mohagher Iqbal, Chairman of the MILF Peace Negotiating Panel, and Von Al Haq, were the designated as spokespersons....”

This is in response to numerous requests for interview from members of the media, local, national, and international news agencies, after the successful signing of the Framework Agreement on the Bangsamoro in Manila last October 15.... Some 20 members of the media, mostly from Manila and Japan, have registered to attend the press briefing which will start from 9:00 in the morning today and is expected to finish before high noon. Three of the high profile media personalities have asked for exclusive interviews with Chairman Murad, including Carol Argüelles of the Mindanews and Karen Davila of ABS-CBN-Manila. The third, Korina Sanchez, the wife of Secretary Mar Roxas III, will have a one-on-one interview with Murad on October 30. Moro National Liberation Front (MNLF) founding chairman Nur Misuari yesterday denied asking the radical Bangsamoro Islamic Freedom Fighters (BIFF) to exert all effort to block the signing of the framework agreement between the government and the Moro Islamic Liberation Front (MILF) last Oct. 15. “I have no contact with Kato’s group,” Misuari said, referring to the BIFF’s head, renegade MILF commander Ameril Umbra Kato. BIFF spokesman Abu Misry Mama claimed on Wednesday that Misuari called him up on his cellphone just before the signing of the agreement and asked him to convince the BIFF leadership to “do everything” to stop the signing before Oct. 15. Misuari, however, said a man claiming to be the spokesman for the BIFF was the one who called him but he denied the request. “I have no authority to order Kato because he is not under MNLF, they are separate group and we do not have any contact with them,” he said. He said there was no attempt on the part of the MNLF to stop the signing since they are not a party to the agreement between the government and the MILF....

Two more US warships have docked in Palawan, the island province that has territorial jurisdiction over some of the Philippines-claimed islands in the disputed West Philippine Sea. US authorities identified the ships as the USS John McCain and the USS Mustin. An official of the Armed Forces of the Philippines (AFP) -Western Command (Wescom) confirmed that the two US naval vessels arrived Monday two days ahead of the arrival of the aircraft carrier USS George Washington at the Manila Bay. The USS George Washington, the US Navy's only forward-deployed carrier, is accompanied by guided missile destroyer USS McCampbell and USS Cowpens, a Ticonderoga-class guided missile cruiser. Both McCampbell and Cowpens are now docked at pier 15 in the Manila South Harbor. Asked about the presence of the two US ships in Palawan, Lt. Col. Neil Estrella, the Wescom spokesman, said that just like USS George Washington, USS McCain and USS Mustin are in the country also for a five-day regular port call. "They are here for port calls. Foreign naval ships regularly visit us as part of fellowship and to enhance friendship between allied nations," said Estrella. The docking of the US warships in Palawan came at the same time Chinese Navy vessels were spotted in the West Philippine Sea....

The signing of the Framework Agreement between the Philippine government and the Moro Islamic Liberation Front on Oct. 15 establishing a new autonomous Muslim homeland in Mindanao, called Bangsamoro, officially ended more than 40 years of internecine wars in the country’s largest island region.... Not all were ecstatic, however. Some critics in the press excoriated the agreement as the “roadmap to the dismemberment of the republic.” But in my view, the President is not an agent for the dismantling of the territorial integrity of this country to accommodate the demands of irredentist rebels seeking wide latitudes of autonomy from the central government. It is from this perspective that this space is examining the agreement....

The peace agreements entered into by the Philippine government with the Moro National Liberation Front (MNLF) and with the Moro Islamic Liberation Front (MILF) must be harmonized to achieve the long-desired peace in Mindanao, the chair of one of one of the factions of the MNLF, said. “This is the only solution,” Muslimin Sema, chair of what he said is “the official MNLF” and concurrent Vice Mayor here, told MindaNews late Wednesday, as he advised the MILF to “be watchful” because “we don’t like them to fail....”  Absenteeism and leadership issues hounded the MNLF which broke into several factions while the organization was at the helm of the ARMM from 1996 to 2001under Misuari and from 2002 to 2005 under MNLF Foreign Affairs chief Dr. Parouk Hussin. Hussin and Sema were among those who grouped into the Executive Council of 15 in April 2001 and ousted Misuari as chair but elevated him to the position of MNLF “Chair Emeritus,” a title Misuari dismissed as he maintained, to this day, that he is chair of the MNLF....

Members of the Bangsamoro businessmen, civil society organizations (CSO), academe, and other groups held a forum on the GPH-MILF Framework Agreement on the Bangsamoro at the Garden Orchid Hotel in Zamboanga City last October 14. Dubbed as “People’s Voice,” the forum was facilitated by Professor Ali Ayub and Atty. Nazir Ynawat a former assemblyman in ARMM. The panelists came from different sectoral groups such as professionals, religious blocs, both from Muslim and Christian, youth sector, women sector, leaders of the MILF and MNLF , and other concerned groups. Each of the panelists, who all manifested their willingness to support the peace pact, was given 5-10 minutes to talk. The participants also included local government officials, particularly the DILG. Region IX Director, members of the academes from different universities and colleges, youth leaders, students and other group. A member of the Steering Committee of the Bangsamoro Leadership and Management Institute (BLMI), as well as MILF political and military leaders from the various island provinces of Western Mindanao also graced the forum....

The ISNAYPMEDIA website is the propaganda outlet for the CPP/NDF/NPA in the Bicol region. Attached above is an 8-minute cartoon video that attacks the GRP/AFP OPLAN Bayanihan and seeks to discredit the Philippine military's CMO efforts in conflict affected areas of Bicol, especially the efforts of the Peace and Development Teams (PDT), the successors to the Special Operations Team/Revised Special Opeations Teams (SOT/RSOTs). At the 5:46 mark, the commies take a propaganda swipe at the RP-US Pacific Angel exercise as a subterfuge for intelligence collection targeting the NPA. This has become a standard theme in CPP anti-U.S. military propaganda. The video also highlights the anti-GRP/AFP activity of "sectoral" organizations, a euphemism for CPP front organizations, and inadvertently demonstrates how the propaganda efforts of these groups support insurgent goals.

The Communist Party of the Philippines (CPP) condemns Benigno Aquino III, president of the reactionary state and commander-in-chief of the Armed Forces of the Philippines (AFP), for refusing to acknowledge the increasing number of human rights violations by its military and police forces and dismissing these as “Leftist propaganda” which “people do not buy....” In making such dismissive statements, Aquino has shown utter insensitivity and contempt for the victims of human rights violations, as well as their families, friends and supporters. Aquino’s denials remind us of how Ferdinand Marcos lied through his teeth when he claimed that there were no political prisoners, when at least 70,000 people were imprisoned under his martial law rule. Aquino’s sweeping dismissals of denunciations against military and police abuses is made worse by the fact that he made them just a few days after armed troops of the 27th IB massacred the Cafeon family last October 18 in Davao del Sur, killing the pregnant mother, Jovy, and her two young children....

A United States senator will visit Manila on Saturday for a five-day visit where he will meet with top level Philippine officials to discuss the reduction of proliferation threats of weapons of mass destruction, including nuclear weapons, in Southeast Asia. Richard Lugar will be in the Philippines from October 27 to 31 to discuss the matter with President Benigno Aquino III, Foreign Affairs Secretary Albert Del Rosario, and several other government officials. Lugar, the most senior Republican in the US Senate, had played a role in installing Aquino’s mother, the late Cory Aquino, to the presidency in 1986, according to his website.... According to a press release from the US Embassy in Manila, Lugar’s visit is an effort to expand the Nunn-Lugar Global Cooperative Threat Reduction (CTR) Program, which focuses on dismantling nuclear, chemical and biological weapons and reducing their stockpiles.

From Malaya (Oct 26): PAF gets a new No. 2 and a No. 3 to boot

MAJ. Gen. Raul Dimatatac is now the No. 2 man of Air Force. A well-rounded pilot and commander, Dimatatac yesterday assumed the post of vice commander of the 20,000-strong Air Force, taking over from Maj. Gen. Renato Lorenzo Sanchez who is reaching the mandatory retirement age of 56 today.
Dimatatac is a member of the Philippine Military Academy Class of 1981. Prior to his new post, Dimatatac was the Chief of Air Staff – the No. 3 post in the Air Force. Before that, he was commander of the 560th Air Base Wing in Benito Ebuen Air Base in Mactan, Cebu. Dimatatac is reportedly among those qualified to replace Air Force chief Lt. Gen. Lauro Catalino dela Cruz who is reportedly among candidates for AFP chief.... The new Chief of Air Staff (No. 3 post in the Air Force) is Brig. Gen. Wilfredo Ona (PMA `82) who assumed the post also yesterday in rites at the Air Force headquarters in Villamor Air Base. Ona was deputy commander of the 3rd Air Division. Ona previously commanded the 205th Tactical Helicopter Wing and the 410th Maintenance Wing.

The Office of the Presidential Adviser on the Peace Process (OPAPP) yesterday expressed sadness over the call of the Communist Party of the Philippines (CPP) for the intensification of violence against government forces in the country. “It is unfortunate that the CPP has called for the intensification of violence. Such a call, no matter what the provocation or reason for it was, only succeeds to make us question the real intent of the CPP/NPA/NDF,” OPAPP said. The United States’ secretary of the Navy, Ray Mabus, will visit the Philippines to further enhance maritime security and other relations in the Asian region, the US Embassy in Manila said on Thursday. Embassy spokeswoman Bettina Malone said Mabus would meet with US and Philippine officials to discuss cooperation in humanitarian assistance, disaster relief operations and other areas. Mabus is the 75th US secretary of the Navy and Marine Corps, and he is responsible for an annual budget in excess of $150 billion and almost 900,000 people. He was appointed by President Barrack Obama in 2009....

Major Jacob Tahddeus Obligado, commander of the 10th Civil Military Operations Battalion of the 10th Infantry Division, told soldiers to carry at all times a copy of the rules of engagement (ROE) in any military operation for them to always remember how to respond to a hostile situation and avoid inflicting danger to civilian communities.

The seven rules on self defense are the following:

1. You have the right to use force in self-defense at all times;
2. You may use force in response to a hostile attack or imminent attack directed against you;
3. If time and circumstances permit give a warning before opening fire in self-defense;
4. Give a warning by shouting “STOP OR I WILL FIRE”;
5. If you have to open fire, you must. Fire only aimed shots; use no more force than is necessary to neutralize the threat; and take all reasonable precautions not to injure anyone other than your target Use of force against the enemy:
6. Attack on armed threat groups is permitted identification of target must be by visual means.
7. Avoid incidental injury or death of civilians and unintended damage of civilian objects.

The code of conduct for combat are the following:

1. Fight only the armed elements of armed threat groups.
2. Attack only legitimate military targets.

How to treat wounded enemies in the field:

1. Collect them.
2. Care for them.
3. Hand them to you superior or nearest medical personnel.
4. Respect medical personnel and facilities.

How to treat arrested enemies:

1. Spare them.
2. Disarm them.
3. Hand them over your superior.
4. Treat them humanely.
5. Inform their families of their arrest.

How to treat civilians:

1. Respect them.
2. Treat them humanely.
3. Protect them against ill-treatment.
4. Vengeance and taking at hostage are forbidden.
5. Respect their properties, Do not damage or steal it.

In its email dispatch, Army spokesperson Maj. Enrico Gil Ileto said a Memorandum of Understanding, crafted by Region 6 NCIP, the Army’s 3rd Infantry (Spearhead) Division (3ID) in consultation with Panay island ICCs/IPs, is now on its way up to be signed at the Dept. of National Defense and NCIP national level. The Army spokesperson said the MOU would also allow activities within the military reservation area in parts of Tapaz and Jamindan, both in Capiz which aims to determine metes and bounds of the ancestral domain of the IPs in central Panay. He said the NCIP shall undertake the survey in coordination with the Armed Forces, Dept. of Environment and Natural Resources, and the ICCs/IPs of Jamindan and Tapaz towns.

The Lamitan City police said the accident took place shortly after 12 noon Friday in Barangay Sta. Clara, Lamitan City, Basilan. Investigation showed that the troops were on the way to the 104th Infantry Brigade headquarters in Isabela City, the province’s capital, coming from the municipality of Sumisip when they met the accident, the police said. Further investigation showed that the driver lost control of the wheel when the vehicle’s brake malfunctioned, causing the vehicle to overturn, throwing all the passengers on the pavement, the police said....

Malacañang gave its assurance on Thursday that government troops are ready to defend the public in light of the Communist Party of the Philippines’ (CPP) order to the New People's Army (NPA) to step up attacks against government forces.  Reports said the CPP made the order to avenge the death of tribesmen in Davao, who were reportedly killed by Army soldiers. However, Presidential spokesman Edwin Lacierda noted that the CPP-NPA had already stepped up attacks even before the reported directive.  "They have been attacking the cell sites of Globe. They have been extorting money from the farmers, even from the people they're supposed to protect. That's not surprising for us to learn about this new step up in their attacks against the government," said Lacierda. Lacierda characterized the order as contrary to the CPP's desire and sincerity to pursue peace with the government.

A group of rebel returnees who in 1999 organized the People’s Advocacy for Collaboration and Empowerment Inc., and two other pro-democracy groups on Thursday asked the Commission on Elections to disqualify party-lists which they branded as “copals,” or communist party-lists, from participating in the 2013 elections. Agnes Lopez, a rebel returnee who claimed to be a former high-ranking political cadre in the Bicol Regional Party Committee (Region V) of the Communist Party of the Philippines, said the Elections Commission should disqualify left-leaning partylists because these “copals” enjoy a “special relationship” with the CPP. “If the Comelec can disqualify fake and bogus partylists then it should likewise disqualify communist partylists. While organizations which espouse violence are prohibited by the Party List System Act from joining the partylist elections these COPAL groups continue to enjoy a close relationship with the New People’s Army and the Communist Party of the Philippines in clear violation of the law,” said Lopez, the national president of PEACE, which counts more than 2,000 rebel returnee-members nationwide.... Lopez’s group has linked up with other so-called democracy groups, including the New Guardians for Freedom and Democracy and the Pro Democracy Foundation of the Philippines, which asked the Comelec to disqualify Bayan Muna, Gabriela, Anakpawis, the Alliance of Concerned Teachers, Kabataan, and Katribu Indigenous Peoples Sectoral Party party-list groups which they said “were creations of the Communist Party of the Philippines, as part of their struggles, to infiltrate, manipulate, and exploit the country’s free and democratic institutions to support their violent and inhuman ‘National Democratic Revolution.’ Lopez, formerly known as “Ka Tina,” added that the Bayan Muna consortium wielded undue advantage during the elections because of their affiliation with the New People’s Army, the Communist Party’s armed wing. She added that such groups can easily intimidate other partylist groups in NPA-infested areas....
