CPP orders NPA to intensify offensive against government forces

From the Business Mirror (Oct 24): CPP orders NPA to intensify offensive against government forces

THE Communist Party of the Philippines (CPP) has ordered its armed wing, the New People’s Army (NPA), to intensify tactical offensives against government forces to avenge the killing of the family members of a B’laan tribesman allegedly by soldiers in Davao del Sur. “The Communist Party of the Philippines calls on the New People’s Army to carry out tactical offensives in order to punish human-rights violators and the most brutal armed units of the Armed Forces for their grave crimes against the people,” a statement released by CPP said.... CPP also ordered the NPA to step up attacks in the wake of an announcement by President Aquino that his administration is again ready to go back to the negotiating table with the National Democratic Front (NDF), the negotiating arm of the CPP-NPA.... Reacting to the CPP order, the Army spokesman, Maj. Harold Cabunoc, said the military is always ready to repel attacks and decimate rebel forces at all times. “The use of violence to seek justice is not the right avenue in a democratic country. The Army is always ready to protect civilian communities, government installations and our own soldiers against any armed threats,” Cabunoc said....

NPA losing support in Quezon – Solcom

Posted to the Journal Online (Oct 24): NPA losing support in Quezon – Solcom

THE Southern Luzon Command (Solcom) of the Armed Forces of the Philippines (AFP) said it has uncovered assault weapons, ammunition and an improvised explosive device (IED) believed buried by members of the communist New People’s Army (NPA) in a remote village in Quezon province. Col. Generoso Bolina, Solcom spokesman, said elements of the 1st Infantry Battalion under Lt. Col. Bong Villareal, stumbled on the arms cache on Sunday while conducting combat patrol operations in the vicinity of Sitio Botae and Tata Abon, Cagsiay 3, Mauban, after being tipped off by local residents. “They (NPA) are now resorting to the burying of their weapons before going down from the hills to start a new life. The NPAs in Quezon are fast losing their reason to exist because the rural folk (masses) are starting to reject them,” Bolina averred. Recovered, among others, were one M14 assault rifle, three M16 assault rifles, magazines with live ammunition, an IED and 10 blasting caps.  With less than 20 NPA full-time fighters in the province, Solcom is confident they can effectively neutralize their influence by the end of the year. In the previous decade and until the middle of 2000, Quezon has been considered as the bastion of NPA power and influence in the entire country. Its decline has been hastened by the arrest or death of its leading cadres like Tirso “Ka Bart” Alcantara, NPA chieftain for the entire region, Gregorio “Ka Roger” Rosal, Cesar Batralo, Philip Limjuco and Benjamin Mendoza, among others. Alcantara was captured in Lucena City early last year, while Rosal, spokesman of the Communist Party (CPP), died from illness also last year. Batralo, chief of the NPA Rizal command and consultant to the peace process, and Limjuco, head of the elite Special Operations Group (SOG), were victims of enforced disappearance during the Macapagal-Arroyo administration. Mendoza, the highest ranking official of the CPP-NPA in the region as secretary of the Southern Tagalog Regional Party Committee (STRPC), was arrested in Quezon City last October 5. Bolina said they would be presenting at least four “rebel returnees” who personally know Mendoza when he is presented in court this November 4 to disprove claims that they arrested the wrong person.

Australia also wants adoption of code of conduct for West Philippine Sea

From the Philippine Daily Inquirer (Oct 24): Australia also wants adoption of code of conduct for West Philippine Sea

The Australian government headed by Prime Minister Julia Gillard on Wednesday joined the Philippines and New Zealand in seeking the adoption of a joint code of conduct for South China Sea, which the Philippines calls West Philippine Sea. Australia wanted stability in the disputed seas claimed. During a bilateral meeting with Aquino on Tuesday in Wellington, New Zealand, Prime Minister John Key had voiced the same position, emphasizing that his country had always favored peace efforts to settle disputes between nations.... Summarizing the position of Australia, Anota said that Australia would not take sides in the territorial issue between Manila and Beijing. But she said that Australia supported “the idea of freedom of navigation in the West Philippine Sea or South China Sea,” frowned at the use force or threat of force to solve the problem, and was looking for solution that “must be rules-based, including the United Nations Convention on the Law of the Sea.” “Both sides, of course, want to see an early conclusion of the Code of Conduct,” said Anota.

New Westmincom chief told to secure peace in area

From the Philippine Star (Oct 24): New Westmincom chief told to secure peace in area

Armed Forces Chief of Staff Gen. Jessie Dellosa directed Wednesday military forces in Mindanao to ensure peace and stability in this southern Philippine region with the impending implementation of the framework agreement forged by the government and the Moro Islamic Liberation Front (MILF). Dellosa posed the challenge to Maj. Gen. Rey Ardo, whom he installed Wednesday as the new commander of Western Mindanao Command (Westmincom) to replace Lt. Gen. Noel Coballes, who was appointed as the new AFP vice chief of staff, in a simple turnover of command in Camp Navarro in this city.... Ardo said rebels who will refuse to acknowledge MILF leadership will be considered as lawless elements and will be hunted down by the military. “We have to deal with them. We treat them as lawless elements,” Ardo said when asked of his position on the rebel groups that were aiding the Abu Sayyaf elements in Basilan. Ardo also said the MILF must also revisit their seven known identified camps and review the group's roster of members to determine who are in their ranks to prevent the lawless elements from seeking refuge and sanctuary within their faction.

MILF disarmament a challenge, says AFP chief

From the Philippine Star (Oct 24): MILF disarmament a challenge, says AFP chief

The Armed Forces Chief of Staff Gen. Jessie Dellosa said the disarmament on the members of the Moro Islamic Liberation Front (MILF) poses a tough challenge with the implementation of the peace accord.  Dellosa told newsmen here during his visit that part of the provision in the GPH-MILF framework agreement is the normalization which deals with disarmament, demobilization and reintegration of the rebels where the AFP plays a big part. Dellosa said the disarmament will include the MILF fighters, other armed elements and even the Moro National Liberation Front (MNLF). But Dellosa was not sure as to how they are going to go about the disarmament even as similar provisions of the 1996 MNLF final agreement turned out not successful since many of MNLF members still bear firearms in many areas in Mindanao. Dellosa, however, said the issue of normalization has been brought to the discussion during a meeting on Tuesday with the representatives of the Office of the Presidential Adviser on the Peace Process (OPAPP) and AFP. He said there has been no step yet being taken as far as measures and implementing rules in the normalization is concerned. Dellosa said there were proposals for the normalization and integration of the MILF but it is not yet on the final stage.

NPA guerrillas threaten witnesses - Army officer

From the Philippine Star (Oct 24): NPA guerrillas threaten witnesses - Army officer

New People’s Army (NPA) rebels have apparently mastered an easy way out of the criminal mess they are in. “Try harassing witnesses,” said Col. Arnold Quiapo, commanding officer of the Army’s 301st Infantry Brigade based in Dingle, Iloilo. Quiapo said a number of cases they had filed against the insurgents got dismissed because witnesses withdrew, adding that they could not coerce civilians into taking the witness stand when their lives are threatened. “We gave assurance though that we could provide security to the witnesses and their families. But still, the rebels have continued to threaten them contrary to their self-proclaimed statements that they are for the people,” Quiapo said. Quiapo gave the statement after the arrest of an NPA guerrilla, Roger Belo, 31, who faced a string of criminal cases, in Tapaz, Capiz last Sunday night. However, the following day, police had to release Belo after learning that the courts had dismissed the cases against him after the witnesses withdrew.

The Philippine Navy (PN) is deploying 300 personnel to take part in the five-day goodwill visit in Manila and Cavite of the USS George Washington Carrier Strike Group (GWCSG) (CVN-73) starting Thursday.... MNLF willing to hold dialogue on Bangsamoro

From the Philippine Star (Oct 24): MNLF willing to hold dialogue on Bangsamoro

The largest and most politically-active group in the Moro National Liberation Front (MNLF) is merely seeking a peaceful quadripartite dialogue on the newly-crafted framework deal, without the the saber-rattling of Nur Misuari, one of the leaders of the group said. Cotabato City Vice-Mayor Muslimin Sema, chairman of the largest of three factions in the MNLF, said their group would only be able to reach a consensus about the newly signed agreement with the government, the Moro Islamic Liberation Front and the Organization of Islamic Cooperation if they meet with them. Sema, whose group is comprised of 20 “revolutionary states” scattered in different “peace zones” in Mindanao, said they are confident that the OIC, through its Southern Philippines Peace Committee, (SPPC) is willing to cooperate in organizing a “quadripartite meeting” meant to hasten the resolution of the Mindanao Moro problem. “We’re confident that President Aquino will not allow any abrogation of the September 2, 1996 GPH-MNLF final peace agreement while he is pursuing a settlement with the MILF. We are for peaceful dialogues on that issue, we will never do any war-mongering,” Sema told reporters in an emailed statement....

P-Noy sends ally to talk to Misuari

From the Philippine Star (Oct 24): P-Noy sends ally to talk to Misuari

The stance of Moro National Liberation Front (MNLF) founding chairman Nur Misuari against the framework agreement may soon soften as a result of the Aquino administration's "talks" with the leader of the former rebel group. Autonomous Region in Muslim Mindanao (ARMM) acting Gov. Mujiv Hataman, who serves as Aquino's emissary, said that Misuari has already refrained from warning of possible war due to the signing of the framework deal between the government and the Moro Islamic Liberation Front (MILF). Hataman said that during his dialogue with Misuari, the MNLF founder assured him that any effort to address possible violations of the 1996 agreement would undergo the proper process. During the two-hour dialogue, Hataman said he discussed with Misuari the concept of the framework agreement and that he assured the latter that the pact with the MILF would not violate the MNLF final peace agreement that was forged during the Ramos administration. “I told him that the intention of the Aquino government is to harmonize all the agreements in the coming days to serve the interest of the Bangsamoro people,” Hataman added. Hataman also explained to Misuari that the 1996 final peace agreement that created the ARMM will be honored by the government, contrary to speculations that the framework agreement would effectively nullify the 1996 agreement. “I saw [that] he (Misuari) has no objection, although he has comments, which I believe, [would be addressed thru] a continuous dialogue to explain to him that this (framework agreement) is not a final compact between the GPH and MILF, but just a framework agreement for the continuous peace process,” Hataman added. He said the dialogue with Misuari will resume before the end of this month, while MNLF founder is waiting for the the possible tripartite meeting with the government and the Organization of Islamic Cooperation (OIC).

Lacierda fires back at Teddy: It's not about pedigree, but the failing propaganda of the Left

From InterAksyon (Oct 24): Lacierda fires back at Teddy: It's not about pedigree, but the failing propaganda of the Left

This is not about pedigree, it’s about the failing anti-government propaganda of the Left. With this, presidential spokesman Edwin Lacierda on Wednesday sidestepped a broadside fired by party-list Rep. Teddy Casino that President Benigno Aquino III has no right to disparage senatorial aspirants with low survey ratings because he himself did not rate in any survey until his popular mother, former president Cory Aquino, died.... Lacierda added: “It’s not about your parents, it’s not about being personal. It’s about your propaganda. The truth of the matter is, people do not believe your propaganda, otherwise, for instance, Bayan Muna would attack the CCT program but the CCT program addresses the poorest of the poor, it’s an investment in the poorest of the poor. The attack also – Bayan Muna also accused that we’re abolishing government hospitals. That is again not true. We are saying – in fact, we’re expanding the coverage of the universal health care and we’re providing coverage to more diseases.”These are the things, said Lacierda, that indicate that while the Leftist propaganda is strong and often gets reported in the mass media, “the people do not buy into it. So it’s not personal, it’s the propaganda that’s the problem. So it’s not about his parents, Congressman Casino, it’s about your propaganda.”

From the Philippine News Agency (Oct 24): Misuari's original comrades urge him to support framework agreement

Influential comrades of Moro National Liberation Front Chairman Nur Misuari who was with him when they formed the “Top 90 batch” of Moro rebels in late 1960s urged him to respect and support the framework agreement between the government and the Moro Islamic Liberation Front. “For the sake of Islamic brotherhood and for the sake of our suffering people, we urged Brother Nur to respect the agreement,” the MNLF Top 90 based in Lanao del Sur said in a statement. The same appeal was addressed to Cotabato City Vice Mayor Muslimin Sema, chair of another faction of the MNLF. “Please respect and support the framework agreement as the MILF respected the 1996 (GRP-MNLF) peace accord for the sake of Islamic brotherhood, our suffering people, and enhancing the Bangsamoro leadership towards peace, unity and progress in Mindanao,” the statement, signed by four Top 90 members said. Misuari had publicly rejected GRP-MILF accord. Sema, on the other hand, had expressed support but calls for unification of all Moro fronts. The manifesto was signed by Jamil “Jungle Fox” Lucman, Prof. Hassan “Sultan” Cana, Pacasirang “Nevada” Mamao, and Somerado “Mera” Pimping, all members of the “Top 90” group that led formation of the MNLF in late 1960s along with Misuari.

ANAD: Ocampo and Jalandoni are ‘red-baiting’!

From the anti-CPP/NDF/NPA Alliance for Nationalism and Democracy Website (Oct 22): Ocampo and Jalandoni are ‘red-baiting’!

“They’re on a merry-go-round! Nakakalula’ng lokohan!” This aptly describes the recent Maoist communist CPP-NPA-NDF’s propaganda slur in the aftermath of the signing of the historic ‘Framework Agreement’ by the government and the Moro Islamic Liberation Front, last October 15, in Malacañang.... “The bottom line is – - – until today, after some 2 decades of peace negotiations, CPP-NPA-NDF’s sincerity to seek the path of peace is still abjectly missing. Undeniable is their (communists’) desire to restrict the movements of government security forces during peace negotiations while their NPA units are on the loose and rampage hitting both civilian and military targets at will,” he added. The sole pro-democracy solon stressed that the Maoist CPP-NPA-NDF demands that government shall: a) fully comply with the Joint Agreement on Security and Immunity Guarantees (JASIG), b) release of detained Maoist communist personalities, and c) fully comply with the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) are unjustified and stacked against government with the Maoists totally unobligated to their fulfill their end of these agreements, even during the pendency of the talks. “The government is always in the disadvantage as lives of Filipinos, both civilians and in the security services, are constantly threatened. ANAD supports the position of government in refusing to accede to communist’ demand to release about 13 top CPP-NPA-NDF personalities and some 350 political detainees due to the absence of the so-called mechanism of verification whether or not these people are in the JASIG list or not,” said Rep. Alcover. “Clearly and without doubt, Ocampo and Jalandoni’s skill in Red-baiting (read: baiting by the Reds) is once again displayed to cause government to fall into their trap and feed their insatiable lust for lies and deceit in support to their violent national democratic revolution!” Rep. Alcover added.

CPP: Support the Moro struggle against the Aquino regime's deceptiveness

From Ang Bayan posted to the CPP Website (Oct 24): Support the Moro struggle against the Aquino regime's deceptiveness

The Communist Party of the Philippines (CPP) and the national-democratic revolutionary forces are among the most ardent advocates of the Moro people’s struggle for their right to national self-determination.... The revolutionary movement considers the MILF’s negotiations with the Government of the Philippines and its recent signing of the Framework Agreement which outlines the formation of the Bangsamoro Government as part of the Moro people’s continuing efforts to assert their rights. Although there is general recognition for the aspirations of the Moro people to set up their own nation and government, the greater part of the agreement is lopsided in favor of the reactionary state and maintaining the latter’s dominance over the Moro people. The agreement is fraught with many dangers and traps that will surely be at the center of continuing conflict when the MILF and the GPH meet again to negotiate. The negotiations have a long way to go before a final agreement can be forged between the MILF and the Aquino government.... The CPP calls on the Filipino and Moro peoples to rally around the cause of Moro self-determination and support efforts by the representatrives of the Moro people to resist the deceptions and maneuvers of the Aquino regime and reactionary state in the course of the negotiations. The CPP trusts that the Moro revolutionary forces will continue to steadfastly hold on to the victories that they have gained through armed resistance.

CPP: CPP condemns hosting of nuclear interventionist warship USS George Washington

From the CPP Website (Oct 24): CPP condemns hosting of nuclear interventionist warship USS George Washington

The Communist Party of the Philippines (CPP) today condemned the docking today at Manila Bay of the USS George Washington (CVN-73), one of the largest nuclear-capable aircraft carriers of the US navy. Another US warship, the USS Campbell, that form part of the USS George Washingtom Carrier Strike Group, arrived in early October and is also set to dock at Manila Bay after conducting sea patrols in Philippine Seas over the past weeks. “The USS George Washington is one of the US military’s main weapons in launching wars of intervention, occupation and suppression,” said the CPP. “Its docking at Manila Bay underscores how the Philippines under the puppet Aquino regime is being used by the US military as a platform for its intervention and power projection....” The CPP also pointed out that “the docking of the USS George Washington will continue to worsen the diplomatic problems revolving around the multi-country claims over various land features in the South China Sea including the Scarborough Shoal and the Spratly Islands. In vowing to support the claims of the Philippine and Vietnam governments, the US is outrightly undermining the position of China and provoking it to be more aggressive in asserting its own claims.” The CPP added that with a crew of around 6,000 US Navy personnel, the USS George Washington is also often accompanied by a surge of prostitution wherever it is docked. This is the third time under the Aquino regime that the USS George Washington has docked in Manila.

Rebels attack CAFGU detachment in N. Cotabato town—Army

From GMANews (Oct 24): Rebels attack CAFGU detachment in N. Cotabato town—Army

Communist rebels attacked a detachment of the Citizen Armed Forces Geographical Unit (CAFGU) in Makilala town in North Cotabato around 7:15 p.m. Tuesday, a military official said. Lt. Nasrullah Sema, chief of the civil military operations of the 57th Infantry Battalion (IB), said the rebels, under Front 72 of the New Peoples’ Army (NPA), fired seven rounds of M-203 grenade launcher toward the CAFGU detachment of the 38th IB in Barangay Villaflores in Makilala. The CAFGUs fired back. The exchange of fires lasted for five minutes, Sema said. No one, though, was hurt in the attack. The rebels withdrew from the northwest portion of Makilala town toward Barangay Batang in nearby Tulunan town, which the Army believe is a rebel base. Sema said that the 57th IB has sent additional troops in the area to conduct clearing operations. The rebels that raided the detachment in Villaflores were the same group that torched last August equipment owned by Dole-Stanfilco, a banana firm operating in Makilala, the military said.
