Introduction: For the first time in years, a good news story has come out of the southern Philippines. Earlier today the largest Muslim insurgent organization, the Moro Islamic Liberation Front (MILF), signed a deal with President Benigno Aquino’s government. The “framework agreement” has been hailed as creating a roadmap to end the decades-long war waged by Muslim insurgents. But it potentially could do even more. If successful – a very big if -- it will overhaul a dysfunctional system of governance that empowers despotic warlords and permits criminals and extremists to wreak havoc in the Philippines and beyond. It is not only the best chance for peace with the MILF, but also the first time the government has agreed to give genuine autonomy an opportunity to work....

The supporters and fighters of the Bangsamoro people may have the trust and allegiance of progressive peoples’ organizations in the Philippines, but apparently, not the Aquino government. From these groups’ study of the recently signed framework agreement between the Moro Islamic Liberation Front (MILF) and the Government of the Philippines (GPH), more questions are raised than answered over the plight of the Moro people and their quest for self-determination. Worse, they expressed fears that it will not just be the Moro people who may be further disadvantaged under the agreement, but the rest of the Filipino people, too.... Aside from it missing three key issues which are to be included as annexes, “The Framework Agreement is NOT yet the final GPH-MILF Peace Agreement. It is a preliminary Agreement that sets the principles, concepts and direction of the still to be crafted final GPH-MILF Peace Agreement,” said the Moro-Christian People’s Alliance (MCPA) in a statement.

Introduction:  Abu Sayyaf Group (ASG) is a terrorist organization operating in the southern Philippines. Founded in Basilan Province, it is mainly located in the Sulu Archipelago in the provinces of Basilan, Sulu, and Tawi-Tawi.[1] ASG has been classified as a terrorist organization by the United States since October 1997.[2] The focus on ASG was intensified following the 9/11 attacks on the United States (US) based on a presumed association with Al Qaeda.[3] Throughout its existence beginning in the early 1990s, ASG has waffled back and forth between criminality and terrorism. Although ASG has committed terrorist acts, its actions did not always reflect an Islamic ideological basis and appeared to be base on monetary gains. More recently, ASG has returned to its roots embracing its extremist views and aligning itself with known militant organizations.[4] The history of its resistance and its cultural form of governance is necessary to understand the development of the organization. Members of the government panel in the peace talks with the Moro Islamic Liberation Front were set to leave Tuesday for Spain for a week-long study of autonomy. Presidential Adviser on the Peace Process Teresita Quintos-Deles said the visit of the government officials to Navarra, Spain, was part of the preparations for the drafting of the annexes to the Framework Agreement on the Bangsamoro that the Aquino administration and the MILF signed on Oct. 15. Officially called the Comunidad Foral de Navarra (Regional Community of Navarra), Deles said the northern Spanish autonomous community “practices a high degree of self-governance, but operates within Spain’s structure as a nation of autonomous communities.” “(T)he trip will give insights to the Philippine delegation on how Navarra’s governance works, which can be useful in the drafting of annexes and in further discussions of the details of the signed framework agreement,” Deles said in a statement....

Moro National Liberation Front (MNLF) chair NurMisuari vowed on Sunday to bring to the Organization of the Islamic Cooperation (OIC), the Bangsamoro cause which he said was betrayed by the signing on October 15 of the Framework Agreement on the Bangsamoro between the Philippine government (GPH) and the Moro Islamic Liberation Front (MILF). The signing was witnessed by Prof. Ekemelddin Ihsanoglu, Secretary-General of the 57-nation OIC. Misuari told the “Grand Summit Gathering” at Crocodile Park in this city he claimed to be the “official capital of the BangsamoroRepublik,” that he was informed during his meeting with Ihsanoglu morning of October 15, “of the OIC plan to call for the resumption of our restored Tripartite High Level Peace talks following the disastrous failure of the March 1 to 3 Bandung high level meeting....” Reading from his prepared speech written in English, Misuari, dressed in khaki pinstripe suit shielded by umbrellas from the scorching heat of the sun, asked the crowd: “If you allow me to explore the possibility of resuming the peace process through the usual initiative of the OIC and its 57 states then I fly, then I fly to the Middle East on your behalf and for the sake of peace that we all want for our homeland,” he said....

Trying to stave off irrelevance after a historic peace deal between the government and his Moro rebel rivals, former Moro National Liberation Front (MNLF) chairman Nur Misuari has revealed that he will meet with Islamic leaders in the Middle East in November to discuss the peace framework agreement between the Philippine government and the MILF, the Moro rebel movement that began as a MNLF breakaway group. It wasn't clear with whom Misuari was intending to meet. But the Organization of Islamic Cooperation (OIC), which represents Muslim-dominated nations, sent a senior representative to the October 15 signing of the peace deal in MalacaƱang. The OIC is seeking to get the MILF and MNLF to work together to establish a unified Bangsamoro Coordination Council. Misuari added that they will oppose the agreement through peaceful means, and the MNLF is open to dialogue with the government. He said the MNLF felt betrayed when they were allegedly left out of the negotiations leading up to the new peace deal, which calls for the creation of a new Bangsamoro political entity to replace ARMM, which Misuari used to head....

TRAINING exercises aimed at improving counter-terrorism efforts and security relations between Filipino and Australian sailors are set to start today off Manila Bay. The five-day maritime training activity dubbed “Lumbas 2012” will formally open aboard an Australian frigate, HMAS Sydney which is docked at the South Harbor, said Navy spokesman Lt. Col. Omar Tonsay. “It is focused on anti-terrorism, human and drug trafficking, and humanitarian assistance and disaster response, involving the Philippine Navy and Australian Border Protection Command,” he said. Apart from the HMAS Sydney, 200 Australian Navy personnel will be involved in the exercise. On the Philippine Navy side, the BRP Mariano Alvarez and BRP Bienvenido Salping, along with 200 personnel, are participating. And as in the previous exercises, this year’s will be joined by the Philippine Coast Guard, the PNP Maritime Group, Bureau of Immigration, National Bureau of Investigation, Philippine Drug Enforcement Agency, and the Bureau of Fisheries and Aquatic Resources....

One can usually guess when an American warship or a submarine is docking in this free port by the number of souvenir vendors along Alava Pier and the Subic boardwalk. These vendors troop to the areas where American servicemen given liberty (a euphemism for rest and recreation) are most likely to pass by on their way to restaurants, hotels and shopping malls in the free port and Olongapo City. Lolita Solana, a souvenir vendor of woodcraft items since the 1980s, when the United State was still using this economic zone as its naval base, said Subic is a popular spot for vendors because of the increasing presence of Americans here. She said she and her fellow vendors chase the “moving base” of Americans all over the country. “We go where the ships are, erecting tents to sell our wares in Manila, Palawan, Cebu or Cotabato and just about everywhere there is Balikatan (military) exercises,” Solana said.... This month, at least five US ships arrived in the free port: the USS Bonhomme Richard, USS Tortuga, USS Richard Byrd, USS Amelia Earhart and the USS Denver. These ships, which carried equipment and personnel used in the recently concluded 10-day military exercises between the Philippines and the US, are leaving today.

These were allegedly the words of one of the soldiers accused of killing the wife and two sons of B’laan leader Dagil Capion, as overheard by relatives, last Thursday, when they rushed to Capion’s home and found his two surviving children, Becky (not Vicky as earlier reported), 5, and Riza, 10, inside the hut, where their mother’s and brothers’ body sprawled. Melanie Capion, Dagil’s sister-in-law, said she and other relatives and neighbors were nearing Dagil’s house in Sitio Alyong in Kiblawan, Davao del Sur when they overheard the soldier – who was speaking in a loud voice to his colleagues. Capion said she shouted back and appealed to the soldiers not to harm Dagil’s two daughters. Becky had a minor gunshot wound while Riza was unscathed, she said. Capion said they arrived in the nick of time to save the two daughters from the fate that befell their mother and two brothers. Major Jacob Obligado, chief of the 10th Infantry Division’s Civil and Military Operations (CMO) Battalion, said “we must be deliberate in our gathering of facts.” “This is the exact reason why we are conducting the investigation, to determine the truth and ensure that justice should be served,” he told the Philippine Daily Inquirer by text message....

Top officials of the Moro Islamic Liberation Front (MILF) official urged Nur Misuari of the Moro National Liberation Front (MNLF) on Monday not to sow disunity among the ranks of the Moros, adding the Bangsamoro would never know peace and progress if the Philippine Moros were not united. No less than the Council of Foreign Ministers of the Organization of Islamic Cooperation (OIC) asked the MNLF and MILF to “rally their efforts, work hand in hand for the promotion of peace and development” of the Bangsamoro people,” MILF chieftain Murad Ebrahim said. “If we fail in our mission to unite our efforts and move as one nation, then surely, we will continue to be at the mercy or tyranny of those who never want us to be freed and empowered,” he earlier said....

A veteran army commander designated as Armed Forces’ Western Mindanao Command (Westmincom) chief will formally assume Wednesday during a formal turnover of command ceremony, according to an official here. Maj. Gen. Rey Ardo, who will leave his post as 6th Army Division chief based in Central Mindanao, will assume as the Westmincom commander as Lt. Gen. Noel Coballes was named as Armed Forces of the Philippines (AFP) Vice Chief of Staff.... Lt. Col. Randolf Cabangbang, Spokesman of Westmincom, said the turnover of command will be held at the ground of Camp Navarro, former base of Southern Command, the military’s largest command outside Manila. Ardo, a graduate of Philippine Military Academy (PMA) class ’81 and bemedaled officer, will lead the anti-terror operation campaign in southern Philippines. AFP Chief of Staff Jessie Dellosa is expected to lead the installation of Ardo during the brief and simple turnover of command ceremony.

The fate of the two hostage European wild bird watchers, who have been in captivity for nearly nine months now, remains uncertain amid intermittent negotiations for their release, a security official said. The security official, however, believed that the victims Dutchman Elwold Horn, 52, and Swiss Lorenzo Vinceguerre, 47, were being kept by gunmen in one of the areas in Tawi-Tawi. “The reports we have disclosed that they were being kept in Tawi-Tawi but it was unclear as to when the abductors would release their victims,” said the source who asked to be unnamed for lack of authority.... “Efforts have been on an off and it appeared huge ransom demand was delaying the release,” the source added but could not specify any amount.  Horn and Vinceguerre were on the last days of wild bird watching activity along with Filipino wildlife enthusiast Ivan Sarenas when they were abducted by five gunmen in Panglima Sugala last Feb. 1. Sarenas escaped hours on the same day after he jumped off and swam away from the gunmen’s motorboat that was taking them to an undisclosed place in Tawi-Tawi. The security official confirmed the victims were brought to Sulu by their captors for safekeeping but subsequently returned to Tawi-Tawi following their botched release sometime in June owing to the abduction of a Jordanian journalist Baker Abdullah Atyani and his two Filipino television crew members Romelito Vela and Rolando Letrico last June 13 while meeting with the Abu Sayyaf group in Sulu. The fate of the Jordanian journalist and his companions also remains unknown.

Political vilification, popularly known as red-baiting or labeling, still hounds activists, and progressive groups called on the government to put a stop to it. The group Dinteg (Cordillera Indigenous Peoples Legal Center) said it continued to document cases and experiences of people that it deemed as political vilification, brought about by the government’s anti-insurgency campaign called Oplan Bayanihan. In a forum, Rhoda Dalang, Dinteg executive director, expressed concern that the Aquino administration’s Oplan Bayanihan “was no different” from the previous government’s Oplan Bantay Laya. “In fact, there are more killings, harassment at the community level. The reason they don’t come to our senses is they’re happening on the ground, victimizing low-profile people,” Dalang said.  “Try having someone like Satur Ocampo killed, and people will raise hell. But if the victims are a B’laan mother and her two kids, there’s not much noise,” she added...

The Senate Committee on Justice and Human Rights is set to conduct an investigation on the reported massacre of a mother and her two minor children belonging to B’laan tribe of Tampakan, South Cotabato, where a multi-billion dollar mine project is located. During his recent visit here, Senate justice committee chair Francis “Chiz” Escudero said he just received the report and he already tasked his staff to get the full details. “Once we have the full details, we assure the public that an investigation will be conducted,” Escudero said. Earlier, Army’s 10th Infantry Division spokesperson Lt. Col. Lyndon Paniza, claimed that all operatives involved in the operation were already recalled to the Eastern Mindanao Command (Eastmincom) for investigation. Lt. Col. Alexis Bravo, commander of the 27th Infantry Battalion, earlier was quoted as saying that his troops went to the village of Bong Mal in Tampakan, South Cotabato after receiving reports about the presence of “bandits” led by a certain Daguil Capion in the area on October 18...

Troopers from the Alpha Company of the Philippine Army’s 11th Infantry (Lapu-Lapu) Battalion based in Brgy. McKinley, Guihulngan City joined hands with the Department of Environment and Natural Resources (DENR) for the distribution of land titles in Moises Padilla, Negros Occidental. Twenty-five land titles were handed out to farmer beneficiaries of Barangays Quinten Remo and Macagahay, all of Moises Padilla, Negros Occidental on October 15. The land titles distribution is in line with the “Handog Titulo Program” which aims to improve the lives of farmers and their families living in the countryside by bringing government services closer to the people. Under the program, farmer beneficiaries receive their free patents right in their own communities without having to go to DENR offices or the Land Registration Authority (LTO). Moises Padilla Mayor Cepriano Remo during the turnover said the activity addresses the needs and concerns of residents in the town’s hinterland barangays.  On the other hand, Susan Fernandez of DENR thanked the soldiers of the 11th IB led by 1Lt. Von Ryan Gomez for facilitating the land title distribution and helping the department engage the different stakeholders and local government units that are involved and have contributed to the success of the program.

The 63rd Infantry (Innovator) Battalion of the Philippine Army joined the school health month celebration of Coroconog Elementary School at San Roque, Northern Samar. The activity centered on “Global Hand Washing Day,” anchored on the theme “Global Hand Washing Day is not just a day: A Challenge to Improve Hygiene Towards a Healthy Body and Mind....” Captain Josephus Emar Rempillo, public affairs officer of the 63IB, said apart from the program other activities that were conducted include demonstration/film showing on hand washing and tooth brushing, presentation of hand washing facility, health education to the parents, health inspection and lectures on health and sanitation to the pupils. A medical, dental mission and a free haircut were also held, serving 160 pupils. For its share during the event, the 63rd IB and 803rd Brigade distributed 163 pairs of slippers to pupils of Coroconog Elementary School through a “Tsinelas, Para sa Mga Walang Tsinelas Program” of the unit. Also upholding the aspiration of “Winning the Peace” as its current thrust, the Philippine Army, specially the 803rd Brigade, continuously supports and extends its efforts and services in partnership with all stakeholders to achieve peace and development in the province in particular....

The military is always on alert to thwart any attacks to be staged by fragments of the repelled communist group here identified as "Energen". Major Agnes Ballines of the military central command informed Governor Edgar Chatto that although Cebu and Bohol have already been declared insurgent-free provinces, authorities must continue guarding the borders as remnants of the now defunct Communist Party of the Philippines, New People's Army and National Democratic Front (CPP-NPA-NDF) have noticeably exerted efforts to redeem their stronghold in the provinces. "These communist armed groups are planning to deploy their very own and hard-trained platoon code-named 'Energen' with the specific orders to get back Cebu and Bohol," according to Ballines. However, the Prosperity Teams (PRO-Teams) proved effective in blocking the entry of "Energen", so far. The PRO-Teams are considered effective "soldiers of progress, peace and development" deployed by the provincial government under the Countryside Development Program-Purok Power Movement (CPP-PPM) up to the grassroots in the barangays.

 Lawless elements belonging to the Bangsamoro Islamic Freedom Movement (BIFM) on Monday dawn harassed a farming village in Kabacan, North Cotabato, that left a civilian volunteer dead and a militiaman wounded.  Col. Prudencio Asto, speaking for the 6th Infantry Division, said at least two members of the lawless group were killed when government forces and the Kabacan police launched pursuit operations at 6:30 a.m. Monday.... Col. Benjamin Hao, 7th Infantry Battalion commander, said about 30 BIFM forces attacked the village of Lower Paatan, Kabacan, fired at houses and took away work animals.... Hao said the attackers were led by a certain Commander Pax Kadatuan of the BIFM, who is fighting with a group of Moro Islamic Liberation Front (MILF) in Barangay Libutan, Mamasapano, Maguindanao. Kabacan, which is in North Cotabato, is adjacent to Mamasapano town in Maguindanao separated by the Liguasan marshland.... Col. Edgardo Gonzales, chief of the 1st Mechanized Infantry Brigade, said the conflict in Mamasapano was triggered by a long standing family feud. The incident in Kabacan was a spill over, according to Col. Asto. Asto said Commander Dagadas of the MILF’s 118th Base Command leads the group fighting with the BIFF bandits led by Indo Omal, a henchman of Ustadz Ameril Umbra Kato. As a result of the Mamasapano conflict, at least 430 families have fled to safer grounds according to Mayor Benzar Ampatuan.

Army bomb disposal team on Sunday afternoon safely defused a live anti-tank rocket found by tribesmen in former conflict zones in Maguindanao, the Army here said. Colonel Prudencio Asto, speaking for the 6th Infantry Division, said the rocket propelled grenade was found by two children, aged 11 and 15, lying idle in a vast track of farmland while feeding their water buffaloes in Datu Unsay, Maguindanao. The area was the battlefield of government forces and Bangsamoro Islamic Freedom Movement (BIFM) in August.... “Good enough the children did not touch the ordnance and immediately reported their discovery to the Army detachment nearby,” Asto said, adding that even carabao or cows that could accidentally step on the ordnance could trigger explosion....

Two New People’s Army (NPA) rebels were killed while nine others, including seven soldiers, were wounded in a three-hour clash in the hinterlands of Compostela Valley Province, a military official disclosed Monday. Army’s 71st Infantry Battalion commander Lt. Col. Jerry Borja said the clash took place around 11:45 a.m. Sunday in Barangay Calabcab, Maco, Compostela Valley Province. Borja said the clash ensued after some 60 NPA rebels attacked the barangay hall of Calabcab where the troops were having a consultation with the community.... He said the troops have recovered five improvised bombs fashioned out as landmines and two high powered firearms, an M-16 Aramalite rifle and M-14 rifle with ammunition.... “This act (attack) is clearly out of their frustration to stop the success of Maco in gaining peace and development. They attacked government forces without considering the presence of civilians that may be caught in between crossfire,” Borja said.

Lt. Col. Jerry Borja, commanding officer of the 71st Infantry Battalion of the Philippine Army condemned the New People’s Army (NPA) rebels for attacking soldiers and civilians last Sunday in Barangay Calabcab, Maco, Compostela Valley Province. Borja revealed that based on their initial investigation, one of the victims was shot by the rebels despite surrendering. “She narrated that when one of the rebels pointed the gun at her, she raised her hand, saying she is a civilian and pleaded to spare her, but the rebel opened fire,” he said. Borja said the attack was a deliberate offensive operation by the rebels against the residents who have been supporting the Army’s Peace and Development Outreach Program (PDOP). During the attack, two alleged members of NPA were killed while nine persons composed of seven soldiers and two residents were wounded following an attack that happened around 11:45 a.m. Borja identified the fatalities by their aliases as Manny and Max.... Two high-powered firearms were also recovered from the rebel positions during the clearing operation....

The Government of the Philippines (GPH) peace panel for talks with the Moro Islamic Liberation Front (MILF) has been conducting preparatory work on drafting the annexes of the Framework Agreement on the Bangsamoro that will form part of their agenda on the next round of talks in Kuala Lumpur next month, Presidential Adviser on the Peace Process Teresita Quintos Deles said. “Both parties, through their Technical Working Groups (TWGs), expect to complete at least three annexes on power-sharing, wealth-sharing, and normalization by the end of the year,” Deles said. The peace adviser detailed that as part of the preparations, initial discussions of the government delegation with the human development and poverty alleviation cluster were held recently. In addition, an ad hoc interagency meeting on normalization will be held Monday....

The Aquino administration remains optimistic the Senate will pass the amendment to the Anti-Money Laundering Act after the Philippines managed to avoid falling into the black list of the Financial Action Task Force. Presidential Spokesperson Edwin Lacierda issued the statement during the regular press briefing in Malacanang Monday following reports the Philippines remains on the gray list of the Paris-based FATF. The FATF set Oct. 19, 2012 as the deadline for the Philippine lawmakers to pass the third amendment. However, the amendment was not passed before the Senate adjourned last Oct. 17.... A dark gray listing means a country is not making sufficient progress against money laundering and terrorist financing. On the onher hand, the gray list signifies that a jurisdiction is making sufficient progress in the global campaign against money launderers and terrorists....

Malacanang welcomes the statement last week issued by one of the Moro Islamic Liberation Fronts’ (MILF) field commanders expressing support to the newly signed Framework Agreement between the Muslim separatists and the government. Commander Bravo, one of MILF’s renegade commanders, called on the critics of the agreement to support it before making any unnecessary comments on the peace pact....  “We welcome a statement like the one issued by Commander Bravo. Ang mahalaga kasi niyan pag-aralan nang maayos itong Framework Agreement. Nakasaad doon kung anong magiging agreements, ‘yung framework for peace. Suspected New People's Army (NPA) guerillas killed four Army troopers in an encounter in Gandara, Samar province on Sunday night. Major Harold Cabunoc, Army spokesperson, said the clash between the heavily-armed rebels and troops from the Army 8th Division's 43rd Infantry Battalion took place in Barangay Ramon at around 10 p.m. Cabunoc said that the soldiers were members of the 8th Infantry Division's "Bayanihan" peace and development teams....

Communist rebels in Quezon have abandoned their camps in the province, the military said on Monday. Southern Luzon Command public information officer, Col. Generoso Bolina, said that last Oct. 20 government troops recovered a weapons cache in one of the camps of the New People's Army. He said a platoon of soldiers of the 1st Infantry Battalion while patrolling at Sitio Botae and Tata Abon, Cagsiay 3, Mauban, Quezon around 11:40 a.m. discovered the NPA rebels' firearms.
Recovered from the areas were an M-14 rifle, three M-16 assault rifles, an improvised explosive device, and 10 blasting caps.
